My name is Dmitry. 07/27/2013 at 9:15 am I used the services of JSC " Dinskoe ATP”, Namely, by bus public transport (route number 3/5, state register sign KR 960 23RUS). I landed at the Linear stop. When boarding, the bus driver made an announcement about the absence of the conductor and charged the fare on his own. I paid for the fare with a 50 ruble banknote. The driver accepted this banknote as payment and gave me the change. The driver did not issue travel documents (tickets) to passengers after the fare was paid. Also, the bus did not comply with the Government Decree Russian Federation dated February 14, 2009 N 112 "On approval of the Rules for the carriage of passengers and baggage by car and urban land electric transport ":
Clause 36 Inside the vehicle used for regular transportation of passengers and baggage, the following information is placed:
a) the name, address and telephone number of the carrier, the surname of the driver, and if there is a conductor - also the surname of the conductor - was absent;
b) the name, address and contact phone numbers of the body providing control over the transportation of passengers and baggage - was absent;
d) the cost of travel, carry-on baggage and baggage transportation - none;
f) indicators of the locations of fire extinguishers - absent;
g) indicators of the location of the buttons for stopping the vehicle - absent;
h) signs of emergency exits and rules for using such exits - absent;

After a while (at the Center stop), the bus driver insistently demanded to take the previously transferred 50-ruble banknote from him. and replace it, or pay the fare again. I asked him to motivate my demand, on that I received an answer that the banknote was not new (worn out) and other passengers refused to accept it. To this statement, I explained to the driver (on the basis of the Directive of the Central Bank of the Russian Federation No. 1778-U On the signs of solvency and the rules for exchanging banknotes and coins of the Bank of Russia dated December 26, 2006) that since the banknote is intact and has a number and series, then it the claims are illegal. On that he received demands to leave the bus immediately. I refused to fulfill this requirement, after which the bus driver said that he would not continue along the route and began to express his attitude towards me in a rude manner. In response to this, I asked the driver to give me a travel document (ticket) for the previously paid fare, introduce himself (state the last name, first name and patronymic - the driver's data were not posted in the bus) and indicate the body that controls the quality of the passenger transportation services he performs. The driver refused to introduce himself, and said that he did not issue travel documents (tickets), as “it is a commercial vehicle” and no one controls it. At the same time, he pointedly threw the previously mentioned banknote on the passenger compartment of the bus.
After some time (about 3-5 minutes) after my proposal to contact the dispatcher, the driver continued along the route.
In connection with the above, I ask you to assess the actions of a driver who, instead of providing high-quality and safe passenger transportation services, violates the regulations of the Government of the Russian Federation and the Central Bank of the Russian Federation, and is rude and rude to passengers pointing out these violations to him.

Law of the Krasnodar Territory of 07.07.1999, No. 193- K3 "On passenger transportation by road and urban land electric transport in the Krasnodar Territory", announced the early termination of contract No. 457 dated 03.11.2011 for the right to carry out regular passenger transportation on municipal suburban routes of regular communication of the municipal formation Dinskaya district, concluded between him and the administration of the municipal entity Dinskaya district.
Clause 6 of Art. 4.4. The Law of the Krasnodar Territory dated 07.07.1999, No. 193-KZ, states that early dissolution contracts for the right to carry out regular passenger traffic on the initiative of the carrier, including the unilateral refusal of the carrier to fulfill the contract, is carried out only after prior notification (at least one month) of the relevant specially authorized body in the field of organization transport service population. Thus, from 01.11.2012, the buses of the enterprise SP Savelyeva A.V. will stop servicing suburban routes, which were the subject of the contract.
To ensure uninterrupted transport services for the population, the administration of the municipal formation of Dinskaya district held negotiations with several operating carriers. And from 01.11.2012 to bus routes, which were serviced by the enterprise IE Saveliev A.V., another carrier will operate. Bus timetables and timetables will remain the same. "
