How to legally drive with toning. Has the ban on tinted front windows been lifted? Is it possible to do the tinting yourself

And each car owner has the right to independently make decisions about how his car will look. But every year it becomes more and more difficult to make any changes to its appearance, since there are a number of laws for this. One of them concerns tinting. The State Duma believes that the darkening of the front windows contributes to a significant deterioration in visibility, which entails an increased risk of an emergency. Especially when it gets dark. This law does not stop some motorists, they are not afraid of the removal of numbers, or a fine of several thousand rubles, or arrest. Others prefer to find a middle ground. And in the process of searching for it, a completely natural question arises - what kind of tint is allowed on the front windows of the car?

Can the rear windows be tinted with any film?

The rear semicircle of the car can be sealed with any film at least 10 layers. There are no prohibitions or restrictions regarding them in the regulations. Therefore, you can choose a film with a color transition (gradient), mirror or even one that will match the color of the car. The toning centers offer many options, among which there is exactly what you need.

A controversial issue with mirror tinting often arises. It is not directly prohibited by GOST, however, in accordance with the Government Decree of 1993, its use is not allowed. Here is such a misfortune.

The choice of motorists is the percentage of light transmission. It can be between 5 and 90 percent, with 5 being the darkest. With 5% and 10% shading, the interior is not visible when it is dark and cloudy, and on sunny days, due to the transparent front, what is behind will be slightly visible. This does not apply to mirror films, because they glare.

What does the technical regulation say about tinted front windows?

The technical regulations clearly state what kind of tint is allowed on the front windows. The light transmittance of the front is 75%, and the side ones - 70%.

It would seem that I bought a film, the light transmission of which is 70-75 percent, pasted it over, and no traffic police officer can force it to be removed. But here, too, there are some nuances. Since factory glasses are not 100% transparent, the device will show an error when checking.

The technical regulation introduced the concept of "polymer coated glass" used instead of tinting. According to Regulation 3.3.4, it is considered safe.

Strictly speaking, there is no such tint that would be allowed to be applied to the front windows. This is due to the peculiarities of factory glass, which initially absorb up to 20% of light, and on old surfaces this figure can reach 30%. Therefore, if you do not want to have problems with the law, it is better not to risk it. Well, or pre-measure the light transmission of the factory glass.

On the front, it is also allowed to apply a strip, the width of which is no more than 14 cm. In this case, you can pick up any film, even the darkest one - 5%. But if its width is at least a few millimeters larger, the traffic police officer has the right to force the car owner to remove it.

Low dimming tint films

It should be said right away that such options do not comply with GOST. These are conventional black films with a high level of light transmission. Among them, there are 70 percent options. This is the lightest film in this segment. Of course, it can and will pass the device check, but this is only if the level of light transmission of the factory glass is at least 95%. The main question here is not what kind of tint is allowed on the front windows, but whether it is needed at all. These films have a low level of absorption of ultraviolet and infrared radiation, moreover, they are completely transparent. So for the most part, they don't make any sense.

Athermal films for tinting front windows

Another thing is athermal films. They are transparent with a slight shade, as well as "chameleon" (multicolor). Typically, the light transmission of this tinting is 80, 90, or even 93 percent.

Any tinting has athermal properties, but this option is much better in that it retains up to 99% of ultraviolet and infrared rays. Accordingly, it better protects the interior and passengers of the car from overheating.

What percentage of tint is allowed on the front windows, if we are talking about athermal film? The answer will be the same as before. But many athermal films are tested by the device. For example, tinting 3M CR90. Its light transmission level is 90%. Suppose, when checking the factory glass, the device showed 95%. The calculation is made as follows: 0.9 x 0.95 \u003d 0.855. That is, the percentage of light transmission of the film on the glass in this case will be 85.5%. Therefore, you can not be afraid of the device checks - they will be passed.

It should be said that in Russia tinting of some categories of cars is allowed. These include special-purpose vehicles that transport persons important to the state, and cars that participate in special operations during investigative and operational activities.

Tinting of front windows is not allowed in all countries, as it might seem. This is especially true of those states where the level of terrorist activity is increased. In some of these countries, the military even has the right to open fire to kill if they see a car with dark glasses.

In countries where it is very hot, tinting is mandatory. It protects the passenger compartment from the negative effects of sunlight, traps UV and IR radiation, and also maintains a comfortable temperature inside the car, thereby reducing the load on the air conditioning system. For example, each US state has its own rules and the permissible percentage of tinted windshields. Roughly speaking, the further south the state is, the lower this figure is.

Are changes in Russian legislation expected in 2018

Having considered the answers to the question of what kind of tint is allowed for the front side windows and windshield, many will ask: will something change in 2018? The answer is no. As before, the front side windows must transmit at least 70% of the sunlight, and the windshield must transmit at least 75%.

But the changes made to the law concern the punishment. From January 1, 2018, the amount of the fine is expected to increase to 5,000 rubles. However, this is a repeated violation of the law. If the driver has not previously received instructions to remove the tint film from the front windows of the car, then he will have to pay much less - 1,500 rubles.

In case of repeated violation of the law and non-fulfillment of the order of the traffic police, the offender can not only be fined, but also arrested, and the car can be sent to an impound lot. Therefore, you should remember what kind of tinted front windows is allowed if you do not want to have problems with the law.

If the driver is sure that the film is legal, but the device shows the opposite ...

Measurement of the degree of darkening of car windows is carried out by a traffic police officer using a special device. Verification cannot be carried out if:

  • The traffic police officer does not have a special device for measuring the level of glass shading. In other words, the inspector cannot determine this figure "by eye", respectively, and the order in this case is not issued.
  • Any precipitation is present. They increase air humidity, which affects the quality of the test. Also, the error in the readings can be at elevated atmospheric pressure and temperatures below 10 degrees below zero. Therefore, measurements are not taken in such weather. However, the inspector has the right to demand that the car be driven into a dry, warm room for inspection.
  • The device for measuring the level of dimming of car windows is not sealed and does not have a certificate. The inspector must either provide another apparatus or release the intruder.

Knowing all the nuances of the law and what kind of tinting of the front windows of the car is allowed, it will be possible to avoid heavy fines and many other negative consequences.

Gradually, but steadily, the old orders are replaced by new rules that are more in line with world experience. Allowed car tinting, which continues to be a popular tuning option, is no exception.

Today, according to the law, the President and the Prime Minister of the Russian Federation can drive in a fully tinted car. For the rest of the citizens, the glass shading in their cars operated on the territory of Russia must be carried out in accordance with certain rules.

What kind of tinting is allowed on the windshield and other glass of cars: we understand the regulations

Until the beginning of last year, the requirements for tinting (more precisely, for light transmission) of auto glass contained GOST 5727-88 "Safety glass for ground transport." Four changes have been made to it since the beginning of the 90s. The last of them came into force in 2002. It established the following requirements for the light transmission of auto glass:

  • the light transmission coefficient of windscreens of vehicles and trams should not be less than 75%.
Note 1: The windshield at the top could have a light protection strip. GOST 5727-88 contained a formula for calculating its width. Usually it turned out to be no wider than 15 cm, but the formula took into account, in addition to the work of the wipers, the boundaries of the regulatory zones, as well as the viewing angles for the driver under different driving conditions.
  • light transmission of non-wind glasses included in the so-called. "Normative field of view P", in particular of front door glass, should not be less than 70%;
  • the light transmission of other non-wind glasses is not standardized.

From 01.012015, a new GOST32565-2013 came into effect under the same name. What is the permitted window tint for 2019? GOST32565 somewhat relaxed the requirements for the value of their light transmission coefficient, reducing its lower threshold from 75 to 70%. This change legitimizes the practice of tinting windshields with transparent or colored athermal films, which has been very popular in recent years (see below).

The requirements of the new GOST for the light transmission of windshields are duplicated and
in the technical regulations of the Customs Union (CU), which entered into force on the territory of the Russian Federation in February 2015, bearing the name “On wheeled vehicles”. What is the permitted tinting of front windows in 2019 according to this document? Their minimum light transmission is set at the same 70%, i.e. the new GOST and the technical regulations of the CU in this matter have been agreed.

The new GOST and technical regulations of the CU contain one more innovation concerning windshields. They set the maximum permissible width of the shading strip for them at 140 mm (for categories M 1, M 2, N 1), and the light transmission of the strip is not standardized.

How many percentages of tinting are allowed for non-wind glasses by these regulatory documents? First, the new GOST has divided all vehicle glasses into two categories:

  • category 1 - glass, providing a forward view to the driver;
  • category 2 - glass providing rear view to the driver.

Both of these categories are divided according to the geometric principle. On the driver's seat, the manufacturer must indicate (in a coordinate way) the so-called. "Point R". If a vertical plane is drawn through it, perpendicular to the longitudinal median plane of the car, then its glass in front of the vertical plane will belong to category 1, and the glass that turned out to be behind it - to category 2.

According to the new GOST and technical regulations of the CU, the light transmission of category 1 and 2 glasses must be at least 70%, i.e. no worse than windshields. However, if the car has two outside rear-view mirrors, then the light transmission of glasses of category 2 is not standardized.

Note 2: Traffic rules allow the use of curtains on the windows of buses, as well as blinds and curtains on the rear windows of passenger cars equipped with two (right and left) outside rear-view mirrors. It turns out that you can have a completely curtained (and tinted) rear window.

Why is the permitted percentage of tinting on the front windows reduced in the new GOST?

The light transmission coefficient of even new auto glass never reaches 100%, and at best is 85%. Let the light transmission coefficient of the tint film be 75% (a fairly common indicator), then the final light transmission coefficient will be:

0.85 x 0.75 \u003d 0.6375, i.e. 63.75%

It turns out that such a film could not provide the required light transmission according to the old GOST 5727-88, not only for the windshield, but also for the front door glasses.

The highest light transmission coefficient of new (not used) tint films is in the range of 80-90%. It turned out that their use on windshields according to the old GOST was deliberately illegal, because:

  • typically a new windshield has a typical light transmittance of 80-85%;
  • after several years of operation, the coefficient decreases to 75-80%.

A light transmission coefficient exceeding 75% can be obtained only at the maximum values \u200b\u200bof the coefficients of new glass (85%) and new film (90%):

0.9 x 0.85 \u003d 0.765, i.e. 76.5%.

In reality, this value is practically unattainable (in any case, it is rare). Typically the resulting film-to-windshield ratio is below 75% but above 70%. That is why the new GOST 32565-2013 lowered the lower limit to 70%.

Today the answer to the question: "Is it allowed to tint the front windows?", Rather positive than negative. If the measurement of the light transmission of the windshield + tint film system, performed at a car service or by a traffic police inspector, gives a reading above 70%, then there is no reason to punish the driver and demand to remove the tint.

The same can be said for the tinted windows of the front doors. To accurately comply with the new GOST, they should also be tinted, without reducing the resulting light transmission coefficient below 70%. Rear door windows and rear windshield can be darkened as you like, without fear of punishment.

Allowed car window tinting: what is allowed and what is not?

The adoption of the new GOST finally legalized the tinting of auto glass with films, since it contains the definition of safety glass with a polymer coating, although the word film is not used.

What kind of toning is allowed in the Russian Federation? Any that complies with GOST 32565, technical regulations of the Customs Union and traffic rules. Today, you can tint the glass of the car yourself, both by spraying and with films from the outside or from the inside of the cabin.

A separate question is whether mirror tinting is allowed? It is not directly prohibited by the new GOST, however, the technical regulations of the Customs Union in clause 4.5 establish that the mirror effect created by the coating of auto glass is unacceptable. Not removed from the "DSLR" and the ban imposed on it by the norm of 1993, containing the procedure for admitting vehicles to use. After all, driving behind a car with a mirror tinted rear window is sometimes simply dangerous - the reflected light is blind.

Although the light transmission coefficient of the rear windshield and rear door windows is not standardized, it should be remembered that a film with a light transmission of less than 60% begins to noticeably "mirror". Therefore, it is better to use a more transparent film with additional curtains.

Athermal tinting: is it allowed or not?

It is known that neither the climate control system nor the air conditioner often helps without tinting, the driver and passengers feel like they are in an oven, the mood drops, especially if your car is overtaken by a tinted one. In general, without dark glasses, just nowhere.

By the way, in the state of California for four years now tinting has become a mandatory attribute of all cars. Auto glass is tinted with special metal blotches that reflect the sun's rays as much as possible. As a result, the following positive phenomena take place:

  • the car interior does not overheat,
  • motorists turn on air conditioners less,
  • accordingly, fuel consumption is reduced,
  • reduce harmful emissions into the environment.

But what about the light transmission capacity? After all, shaded glasses will clearly not give a light transmission coefficient higher than 70%. It turns out that the solution has already been found, and it is called "athermal" tint film. It has a high transmittance of visible light - a coefficient of the order of 90%, however, strongly glorifies the ultraviolet and infrared part of the spectrum of the incident light flux. This tinting has the following positive aspects:

  • the interior does not overheat and does not fade from bright sunlight;
  • the system "windscreen + athermal film" has a light transmission coefficient of about 80%, i.e. knowingly pass according to the new GOST;
  • at night the driver is not blinded by the headlights of oncoming cars;
  • the glasses have an attractive appearance with a shimmer;
  • from the outside, the interior is visible worse than in the absence of tinting.

It should be emphasized once again that athermal toning does not weaken the visible part of the incident light. Therefore, it will not work to shade the back seat of the car with it. Here you can not do without curtains on the rear windshield and rear door windows.

Is athermal tinting allowed in the Russian Federation? After the release of the new GOST, we can confidently say that yes, it is allowed. Indeed, in clause 3.4 it contains the definition of the so-called. "Safety light and heat-shielding glass" with a polymer coating that can attenuate the infrared part of sunlight. And what is this if not athermal toning?

A type of athermal, but with a variable degree of reflection of thermal and UV radiation (stronger in bright sun, weaker on a cloudy day), is the so-called. chameleon tinting. Is it allowed or not? The answer is unequivocal. If the light transmission coefficient of the glass + film "chameleon" is not lower than 70%, then everything is in order, the traffic police should have no complaints.

Conclusion

Summarizing all of the above, you can give the following answer to the question: "What tinting is allowed according to GOST in 2019?" - any tinting is allowed that corresponds to GOST 32565-2013 and the technical regulations of the Customs Union, except for creating a mirror effect.

Many car owners resort to window tinting more for the status and solid appearance, comfort and coziness of the car. Nevertheless, high-quality and correct toning is not always found. To shade the windows of your car in accordance with all the rules and requirements, we will consider this issue in detail.

Changing the appearance of the car, in general, it is worth noting the additional advantages of high-quality glass tinting:

  • Safety in the event of an accident. Broken glass will settle on the film and will not fly in all directions, causing additional injuries.
  • Thermal insulation. In the summer, during the hot months, the interior warms up less, and in winter it retains heat better.
  • Protects the driver's eyes and reduces fatigue. Especially important at night driving from the glare of the headlights of the oncoming traffic.
  • Protection against interior burnout, thereby retaining its original appearance and increasing the service life.
  • Poor visibility of the cabin for strangers, which significantly increases the protection of personal property.

Front glass tinting according to GOST

Following the prescribed regulations in order to avoid a fine, additional tinting of the front windows is at least 70% of the throughput, taking into account the factory and is considered the norm. Mirror film is prohibited by law in accordance with clause 4.5. in the application of dimming car windows. Thus, the side windows are allowed to be tinted by 30% at the initial result of completely transparent glass of the new car, not tinted by the manufacturer.

Windshield tinting according to GOST

Considering that the new glass has no more than 80 - 95% throughput, and it is allowed to darken according to the regulations by no more than 70%, then in practice, the tinting of the windshield with the lightest film will eventually become no more than 66.5% in accordance with the formula calculus 0.95 * 0.7. The windshield of second-hand cars, due to their rubbed surface with brushes and taking into account dust, can reach up to 30% light absorption, while this indicator increases over time during operation. It turns out that the permitted tinted windshield would be a violation of the rules.

According to clause 4.3 of the technical regulation, the light transmission of windshields and through those where front visibility for the driver is provided is allowed to be at least 70%.

It is allowed to dim the rear windows at the request of the car owner up to 100% in the presence of rear-view mirrors.

Rules for measuring toning

Tinting not according to GOST is one of the most common penalties. According to statistics, measures were taken to tighten the control of violators. Last year, only employees of technical supervision had the right to measure the throughput at the post, in 2016 any of the traffic police officers, including the rank and file, can check the glass darkening.

According to Part 1 of Art. 28.3, art. 26.8 and clause 6 of part 2 of article 23.3 of the Administrative Code of the Russian Federation to initiate a case, use means for measuring and make a decision on this set of offenses, all traffic police officers with a special title have the right.

Thus, the traffic police officers are allowed to measure the degree of light transmission, but only at the checkpoint.

The conditions for measuring the throughput of glasses must be strictly observed following the order of the Ministry of Internal Affairs No. 1240.

  • It is at the traffic police post that control of car windows is allowed.
  • Control by technical supervision or traffic police is carried out and a special mark in the service certificate should indicate this.
  • Measuring devices must be registered in the state register and have a certificate with a note of the last verification of the device, as well as with the required frequency of verification.

Diagnostics is carried out on a dry, clean surface in 3 places of one glass and the average reading of the device will be the final.
Temperature prerequisite for outdoor measurements according to GOST 27902 - 88

  • at air temperature +15 to + -25
  • provided that the air humidity is 40% to 80%
  • pressure 86 to 106 kPa.

Without measuring weather indicators, the check is considered illegal and a violation, it is allowed to challenge it within ten days from the decision of the violation. The readings of the device used in the winter are considered illegal. Errors and individual characteristics of instruments for measuring car glass differ from each other, but cannot exceed 2%, if more is allowed, it is allowed to require compliance with GOST 27902 - 88.

Measure the toning at a temperature from +15 to +25, having taken a measurement of pressure, air humidity and voltage at the battery terminals in advance. That is, you need to measure correctly with 5 devices, with certificates and instrument checks, if at least one requirement is not met, feel free to go to court to appeal the fine.

Important features

Be sure to ask for a certificate and a technical passport of the device used for measuring and its latest verification, check whether everything declared corresponds to the device. So, for example, the most common "Blik" meter, the technical parameters of which make it possible to measure at a temperature not lower than -10 degrees, gave distorted readings, in fact, normal readings of -5 degrees are obtained. The newly introduced device "Light", as it turned out, in fact, the old one was entered in the register back in 2008. Now it is allowed to be used all year round, but still only on a dry and clean surface.

Before tinting a car, independently or by a master, you must first measure it and only then calculate the permissible rate to apply tinted according to the rules of GOST, not forgetting to use the calculation formula (glass% * film with the selected%) and adding 2% device error to the result obtained.
It is not necessary to go to the post to measure the percentage of toning, because, on a legal basis, the employee is first obliged to carry out an administrative detention, but having considered Part 1 of Art. 27.3 of the Code of Administrative Offenses, it can be understood that detention cannot be used to identify violations. Therefore, the detention procedure provided for by the administrative regulations, then it can be carried out after the identification of violations, and not before that.
Pay attention to the color of the film, which is not allowed to distort yellow and red, green and white, this is considered a violation of the law, only an expensive high quality film from a reliable manufacturer will give a guarantee and a positive effect.

Important: only a court can make a decision on punishment in the form of a second fine or arrest. Moreover, according to the bill for January 2016, the amount will be doubled or tripled. If the situation is repeated within 12 months, according to the approved 32 part 12.5 of the Administrative Code of the Russian Federation, the fine will be 5,000 thousand rubles. or deprivation of driver's rights up to 3 months.

Outcome

Without these preliminary steps, vehicle inspection is very difficult to pass.
At the tinting point, the masters themselves measure the glass and, knowing the percentage of light penetration, tint the car without breaking the law.
When applying the film, it is important to know that during the operation of the car from year to year, the coverage percentage will begin to increase slightly, and this applies primarily to the cheapest samples.

In this article, we will analyze the new 2019 tinting law. How does he threaten drivers? How to get around its norms? Is it possible not to pay draconian fines and still drive with tinted windows? I will tell you about this and many other interesting things below.

By the way, here is a new bill abolishing fines for tinting.

Can you download.

I never understood people who tint their car windows before. What do they do when they hide in the dark? Eating sandwiches? Do they drive without clothes? Poking your ears and nose? All my life I moved in the "aquarium" and was incredibly happy - everyone around saw me, radiant and completely open to the world. And the "men in black", on the contrary, aroused mistrust. Not only did they look like the brothers from the 90s, but, in my deep conviction, they broke the rules most often.

The outlook changed a week after buying the 2018 Opel Astra J. Once I left my brand new car in the parking lot, I went about my business. A couple of hours after returning, I discovered that the radio tape recorder and the iPad had been brazenly stolen from the cabin. There was no limit to my indignation: how could it be? I closed the car and put it on the alarm. And they stole it anyway? For what and why? Poraskinuv brains, I understood the reason: for disdaining toning. Indeed, on that day, my neighbors in the parking lot had dark windows - so no one crawled to them.

Immediately going to the garage, I decided to do some magic and pasted a dark film on all the windows. The car immediately changed, acquired a more muscular appearance and became an order of magnitude more solid. I also liked the ride with the new clothes, because with tinting you see everyone around, and you - nobody.

And I got caught again

But the blessed time did not last long - the other day I was expecting another financial waste. This time on the part of the traffic police. I was fined 500 rubles for the fact that the tinted windows of my beloved Opel let in less than 75% of the light. It turned out that, having solved one problem, I got involved in another. Finally convinced that this world is extremely cruel and unfair to me, I went to consult a lawyer I know, a judicial officer who deals with administrative appeals. He explained to me on his fingers the amendments to the 2019 tinting law. We also talked with him about how to avoid sanctions from the guards of law and order, and at the same time leave the glass dark.

In our country, car tinting rules have been in effect for several years. And since drivers are very reluctant to open up to the world and “strip” their cars, sanctions for violations in this area are getting tougher every year.

The new laws on tinting in 2019 concerned primarily the changes in the Code of Administrative Offenses, which establish fines for non-compliance with the Road Traffic Rules. In particular, clause 7.3 of the above document states that automotive glass must have a light transmission coefficient corresponding to GOST. If its value is less, the operation of the vehicle is prohibited. The 2019 law does not mention how to properly tint car windows. But he refers in this part to by-laws.

So, according to GOST 5727-88, car windshields must transmit at least 75% of the light, and the front side windows must transmit at least 70%. The materials used for tinting must not distort the red, green, yellow, blue and white colors passing through the glass. You can tint the rest of the windows as you like - at least fill it with resin. Also on the front glass, you can apply a dark tint strip no more than 14 centimeters wide.

The law on tinting cars by law enforcement officers, as it turned out, is being applied with great pleasure, and drivers are fined right and left. In addition to the monetary sanction, traffic cops can also prohibit the operation of the vehicle if the cause of the violation is not immediately eliminated. In other words, if you fail to peel off the tint film from the glass directly in the presence of the inspector, the latter will have every right to unscrew the license plates.

What should the driver do? On the one hand, there are sanctions that are set by the state as if for the sake of road safety. On the other hand, the safety of the property in the car, which the authorities also cannot provide at the moment. Below we offer options for not paying fines and keeping things.

The best defense is offense

The easiest way, and also absolutely free, is to study the new toning law well, and then teach it to the inspector who stopped you. The fact is that the procedural rules regarding the fixing of an offense and the imposition of sanctions for incorrect tinting are so complex that traffic cops almost always make a mistake somewhere. This is what we suggest you take advantage of.

Lyapov, the lords of striped wands, because of ignorance of the norms in practice, make a great many. Let's consider some of these rules:

  1. Measurement of the correctness of toning can only be carried out using a special device - a taumeter. If this is not the case, the inspector has no right to measure. In this case, start the car and drive on.
  2. The taumeter must have a certificate and a seal on the case. If you were offered only a copy of the certificate, and the seal is damaged - today is your day, and law enforcement officers are obliged to let you go in peace.
  3. On the battery, you can check the maximum allowable power supply of the device - 12 volts with an error of 0.6 volts. If the voltage is not correct, send an inspector for a new device.
  4. It is prohibited to carry out measurements in rainy weather with a humidity of 45-80% - you should first take the car to a dry place. If it is far away, the law enforcement officer will most likely leave you alone. The main thing is not to forget to remind him of this rule.
  5. The same applies to atmospheric pressure - the maximum allowable value is 645-795 mm.
  6. Some devices, for example, the same "BLIK", can measure light transmission at temperatures not lower than 10 degrees. If it's colder outside - feel free to protest.
  7. And, of course, the inspector should have devices for measuring atmospheric pressure, temperature and humidity levels. If they are not there, say goodbye!
  8. You also have the right to demand that the measurement be taken in the presence of 2 attesting witnesses. In this case, it is done at 3 different points on the glass of the car. If the inspector measured the light transmission at only 1 point, and this is recorded in the protocol or at least recorded by video, such a procedural document will be invalidated.
  9. Glass inspection is allowed only at stationary posts. Therefore, if you are stopped and offered to take a measurement in another place, feel free to refuse. Moreover, when asked to drive to the post - also do not rush to do it. The traffic cop can accompany you there only by making an administrative detention. And for this he must have good reason.

As you can see, this tinting is a difficult matter for inspectors. The changes in the 2019 law were indeed intended to significantly worsen the lives of drivers. But to live comfortably with them, it is enough to just learn these legal norms. Otherwise, you will either have to drive around in the aquarium or pay fines.

Necessity for inventions of mudra

Now let's turn to the technical side of the issue. Car enthusiasts are using more and more new inventions designed to circumvent the law. Here is some of them.

Automatic tinting. Installation of the so-called "chameleon glass", which changes color from dark to transparent and vice versa in a matter of seconds, can cost a round sum - about 10 thousand dollars. Such a device guarantees an almost 100% guarantee of avoiding a fine. But in this case, I do not understand something else. If the driver has several thousand for an expensive glass, is it really expensive for him to pay the unfortunate 500 rubles? Somehow it doesn't fit very well. Although, maybe it just brings pleasure to drivers - after all, they managed to bypass the system!

Tinting "on tape". Drivers have known about this trick for a long time: tinting is glued to a transparent film, after which the latter is attached to the glass with the help of double-sided tape. You can delete it in a few moments. But this will not work with most inspectors. Noticing the blatant arrogance on your part, he, most likely, will draw up a protocol on the offense and indicate in it that you brutally ripped off the illegally installed tape at the moment of stopping the vehicle. At the same time, he will not carry out any measurements. Then you yourself will go to court for 500 rubles and prove that you are right.

Parking toning. Special plastic curtains are designed primarily for parking purposes. But in practice, drivers take them off only immediately in front of the patrol post. The issue price is a little less than $ 100. The risks are the same as in the case of “scotch” tinting. However, it is faster and easier to hide the shutter than to tear off the film. Maybe the inspector won't notice.

Double-glazed windows. They can always be raised in sunny weather and lowered at night or when approaching a patrol post. They cost about $ 500 with installation. You risk the same as in the previous paragraphs, but to an even lesser extent.

As you can see, none of the technical ways to bypass the amendments to the 2019-2020 tinting law, with the exception of automatic tinting - the adaptation of wealthy fighters with the system, gives 100% of the result. Therefore, we recommend using several methods in combination at the same time. First, you can memorize legal norms well and learn how to properly debate with inspectors. In 80% of cases, this will be enough to get left behind.

In case the traffic cops suddenly turn out to be extremely advanced and do everything right, use one of our proposed technical methods. Your chances of avoiding a fine in this case will increase significantly. And even if the result is negative, you can always remove the tinting at the place of drawing up the protocol, and the license plates will not be removed from your favorite car.

Glass tinting, GOST

The operation of a car on the territory of the Russian Federation is regulated by a wide range of documents, including Federal laws, traffic rules, articles of the Administrative Code, Technical Regulations of the Customs Union, government decrees, presidential decrees and various GOSTs.

If we talk about toning, then the key value for understanding the boundaries of permissibility should be sought in GOSTs.

Tinting in accordance with GOST 2018 - how is it? Many sources indicate GOST No. 5727-88 as the basic GOST for toning, but in 2015 it was replaced by the new GOST 32565-2013 and this is important to know.

Tinted front side windows 2020

The key parameter of GOST, it has not changed front side windows light transmission car. It should not be - at least 70%. If we take into account that the thirty missing percent of light transmission is reduced due to the properties of glass and factory tinting, it turns out that, according to the law, glass cannot be tinted additionally. The entire stock of dimming provided by GOST is spent already when creating a car. small, 500 p. and it has a 50% discount (we write about this in a separate article), however, it can be subscribed as many times as you like, and in some cases, the vehicle registration is even canceled for toning.

Tinting of the front side windows of a car can be tried to fit into GOST using the so-called removable tint. This type of tinting involves the production of soft tinted inserts that are glued to the car windows from the inside. When checking, the removable tinting is removed and the readings of the instrument measuring the light transmission remain applicable.

Windshield tinting 2020

The GOST requirements for the windshield in 2018 are even higher than the requirements for the front side windows. Here the minimum transparency is acceptable at 75% (5% more transparent than in the case of side windows). The remaining 25% backlash goes to factory shading and material features. The windshield of a car in 2018, as well as its front side windows, cannot be tinted. Any paint or film will reduce the light transmittance of the dripped to a level prohibited by law. An exception to the windshield is only for the narrow top strip. According to GOST, it is permissible to tint the top of the windshield.

Rear window tinting 2020

According to GOST in 2018, any tinting of the rear window and rear side windows is permissible. The traffic police never check it. Even if the rear windows are covered with a completely opaque film, this is not a reason for a fine, this is not a violation of the law. You can darken the rear windows in any way you like.

Acceptable glass tinting 2020

Russian laws, including the Administrative Code, allow glass tinting. There is nothing illegal in the very fact of toning. It is only important to darken the car windows according to the rules with an eye to GOST.

You can tint to an opaque state the rear windows of the car and the rear side windows. Full opacity of the rear hemisphere is not illegal.

For front windows, the 70% / 75% rule applies. Based on it light transmission side, front windows should not be less than 70%, and windshield less than 75%. In addition, GOST allows an opaque strip in the upper part of the windshield.

Mirror tinting

The use of mirror (reflective) film is not directly prohibited in the Administrative Code. However, in accordance with the rules of the "Technical Regulations on the Safety of Wheeled Vehicles" adopted by all countries of the Customs Union, mirror films are not allowed on cars.

The ban on the use of mirror tinting applies to both the front and building glass of cars. The limitation is due to the reflection of headlights on mirrored surfaces. It is believed that large mirror areas on cars can distort the beams of headlights, confuse the driver and lead to accidents.

The practice of applying the ban on mirror tinting differs depending on the regions of Russia.

Athermal tinting ("Chameleon")

There are many types of "athermal" tinting, but in Russia this type of protective coating is often called "hamillion". "Athermal" tinting, unlike classic tinting films, does not darken the glass, but only prevents the penetration of a part of the sunlight spectrum into the elephant.

Modern car glass manufacturers often take into account the "athermal" factor in their glasses by making them greener. It is possible to add “athermality” with the help of additional films. One caveat - the front glass with films should transmit 75/70 percent of the light. This GOST indicator in the case of "athermal" films is quite achievable.

Plus "athermal" films:

  • Reducing heating of the car interior
  • Saving fuel at air conditioner operation
  • No burnout effect of interior materials

Fines for incorrect shading 2020

Measurement of tinting in accordance with GOST in 2020 is carried out only in a stationary post, by a traffic police officer with proven competencies and subject to a fairly strict bureaucratic procedure.

You need to understand that in fact, tinting is allowed in Russia - at least 100% in the back, at least 25% in the front. However, it is illegal to glue something de facto in the front 99% of the time. After all, what kind of tinting is allowed according to GOST, this is what the traffic police officers check.

The fine for toning in 2018 is 500 rubles. With a discount for urgent payment within 20 days, the amount of the fine will be 250 rubles.

In some cases, traffic police officers, instead of a fine, issue the motorist an order to eliminate faults. In this situation, the next meeting with a traffic police officer may result in cancellation of registration for the vehicle.
