How to restore PTS without an owner?

To restore the TCP without the owner, you need not direct, but in fact indirect presence of the owner, in other words, a general power of attorney from the owner to you.

A general power of attorney is the maximum possible power of attorney of all possible powers of attorney; they provide an extremely wide range of rights and powers. Since this power of attorney provides a very wide range of opportunities, the person who received it, therefore, it is mandatory to certify it by a notary.

At the same time, despite its wide sector of the general power of attorney, in order to obtain a title deed without an owner, the general power of attorney must necessarily contain the right to specific given actions, that is, restoration of the title deed, if this is not spelled out, then the traffic police may refuse to restore the title deed. ...

Plus, the general power of attorney must also contain the following rights and grant them to the person who received this power of attorney:

  • all data of the owner (car owner) whose title is restored by the person;
  • list of powers granted;
  • availability of the right of substitution;
  • date of issue of the power of attorney;
  • validity period of the power of attorney.

Why is it necessary to replace the document?

A vehicle passport (PTS) is a necessary document, without which it is impossible for a car to move on any roads of the Russian Federation, even closed ones, it is mandatory for all cars.

Loss of a vehicle passport can lead to serious consequences, not to mention the fact that you can be stopped and your car confiscated, you simply cannot do the simplest actions with a car, move across the border, sell a car.

If you suspect that you have not lost your TCP. and your PTS was stolen, then you immediately need to contact the traffic police.

Vehicle inspection

If the inspector does not have any questions and comments, he makes a decision to issue a duplicate passport of the vehicle, if there are any comments, the inspector requires them to be eliminated, if there is an opportunity on the spot, then he also immediately makes a decision, if there is no opportunity to place, you will need to re-bring the car for inspection at the traffic police.

What papers are required?

Today, the traffic police work system is changing, but the motorist or his representative can still restore the vehicle title or get a duplicate for the car only in the department of the State Traffic Safety Inspectorate where he was registered or where his documents are.

There are no time limits to restore the title, but the traffic police always require that after the loss of the title, the driver begins to restore it as soon as possible, or his representative begins to restore the title.

To restore the TCP, the following documents will be required:

  • Citizen's application for a duplicate, where he describes the reason for the need to restore the vehicle passport. The traffic police have standard forms for this application.
  • Explanatory letter, in which the traffic police will ask you to explain the circumstances of the loss of the vehicle.
  • Citizen's passport or a certified copy of the owner's passport.
  • Purchase and sale or donation agreement or a document confirming the transfer of the machine to the owner.
  • Machine registration certificate... If it is lost in the same traffic police department, first ask for a copy of it, you will need to write a statement.
  • CTP policy.
  • Receipts for payment of state fees.

How much does it cost to restore the TCP?

To obtain a copy of the PTS or a new PTS, you will need to pay the following costs:

  1. State duty for issuing a TCP or its duplicate - 500 rubles.
  2. State duty for providing a certificate of registration of a car - 300 rubles.

That's the principle, and that's all, if you do not have a compulsory motor third party liability insurance policy or, for example, it has run out first, you will get bored of getting it.

If you receive a PTS through a representative, then you will have to pay the amount for the general power of attorney, which is approximately 1,100 rubles.

If you cannot drive a car and do not want to take risks, you will also have to pay for a tow truck that will take the car to the place of inspection and back.

Prices differ in different cities, but at least you will have to pay 1,000 rubles for a tow truck.

Refusal to issue a duplicate

There are several reasons for refusing to issue a copy of the TCP or restore the TCP:


  • a suspicion that the car was recently stolen, or even more so, is being stolen;
  • finding a vehicle or its license plates on the wanted list;
  • if the legislation of the Russian Federation or ratified international acts prohibits the registration of this vehicle or issuing a copy, this reason is mainly encountered when registering the vehicle, but it can also be used when issuing a vehicle title again.

Any decision to refuse must be reasoned and drawn up in writing, as well as signed by the appropriate inspector. This decision can be appealed against in court, in the city court, considering administrative or civil cases.

A common mistake when restoring a TCP

If your vehicle passport has been stolen, then remember you have the right to contact the police. But if a criminal case is initiated there on this fact, then you will have to wait until the case is either closed or transferred to court. Until these moments, the traffic police will not have the right to give you a copy or restore the vehicle title.

For the highest possible probability of restoring the TCP, you can follow the following rules:

  • do not indicate in the explanatory note anything about the theft of your passport, formulate everything as vaguely as possible;
  • do not file a complaint about the theft of a document with the police (or do not indicate the TCP in the list of stolen documents);
  • in oral communication with an employee when submitting documents, do not mention the theft of the TCP;
    do not try to return justice - it will drag on for many months.

To drive on the roads of Russia, you always need a PTSD with you, if you did not take it, you can be stopped and prohibited from further movement, as well as a fine.
