How to restore the vehicle if it is lost? How much does it cost and can it be restored without the owner of the car?

It should be noted right away that if you have lost your vehicle passport (PTS), then you need to urgently restore it, since you may need PTS at an unexpected moment. And although it is not always necessary to carry the vehicle passport with you in the car (it is enough to have a license, insurance and STS with you), it is not worth delaying the restoration of the vehicle passport!

Is it really necessary to replace the TCP if it is lost?

What is important to know about PTS? Driving without a vehicle passport is NOT prohibited (a vehicle registration certificate is sufficient), but if the vehicle registration certificate is lost, then, firstly, this document can fall into the hands of fraudsters, which in turn can create problems for the legitimate owner of the car, and - secondly, without PTS it will be difficult or impossible for you to sell a car, or to remove a vehicle from the traffic police department for registration in another region.

Thus, it is in your best interest to restore the title as soon as possible in case of loss or theft. Let's take a look at the ways to restore the TCP, as well as what is needed for this.

Documents for the restoration of the TCP in case of loss

To restore the title of your car, in particular, to obtain a duplicate of the lost title, you need to contact the traffic police department in which you registered your car with the traffic police. To restore the car's passport, you will need to collect and submit the following package of documents to the traffic police department:

  1. Applicant's passport;
  2. A deed of ownership of a car, for example, a vehicle sale and purchase agreement;
  3. Application for the issue of a duplicate PTS. The application has a standard form, the application form will be given to you to fill out when contacting the traffic police. In the application, it is necessary to explain the reason for the need for the restoration of the TCP;
  4. In addition, an explanatory note is written in which the applicant details the circumstances in which he lost the title;
  5. Vehicle registration certificate. But if all the documents for the car, including the STS, have disappeared, then you will need to write an application and restore the vehicle registration certificate;
  6. MTPL insurance policy and a receipt for payment for the restoration of the title.

Inspection of the vehicle in the traffic police when restoring the vehicle title

To restore the TCP, you need to drive the car to the traffic police. Authorized traffic police officers will inspect the car, check the body and engine numbers with the numbers available in the traffic police registration documents (in the traffic police database).

If all the numbers (body and engine of the car) correspond and the inspector did not reveal any comments, then a decision is made to issue a duplicate of the title to the applicant.

How to restore a TCP without an owner?

If you own a car by gender, then in order to restore the lost vehicle title, you will need to provide the traffic police with a general power of attorney from the owner of the car.

The general power of attorney provides the authorized person with a wide list of powers and can only be issued by a notary. Please note that the gender of a car comes into effect only after the document has been certified by a notary office.

When restoring PTS without the presence of the owner of the car, an authorized person can resolve this issue in the traffic police on behalf of the owner of the car only if such an action is clearly spelled out in the text of the general power of attorney, among the powers that the owner of the car trusts to perform on his behalf.

The text of the general power of attorney must contain the following data:

  • Full information about the principal - the owner of the vehicle;
  • Full details of the representative empowered on behalf of the principal;
  • Information about the list of powers that are provided to the authorized person;
  • Data on the existence of the right of assignment or the absence of such a possibility;
  • Data on the date of issue of the document;
  • The validity period of the general power of attorney.

The cost of restoring PTS and STS after loss

When restoring documents (vehicle passport and registration certificate), state fees are paid in the following amount:

  • For issuing a duplicate PTS - 800 rubles in accordance with clause 36 of Art. 333.33 of the Tax Code of the Russian Federation;
  • For issuing a duplicate STS - 500 rubles in accordance with clause 36 of Art. 333.33 of the Tax Code of the Russian Federation;

Please note that the issuance of a new STS is necessary due to the fact that upon restoration it will receive a new number, and the TCP number is duplicated in the vehicle registration certificate, therefore, when changing the passport, it is necessary to change the STS at the same time.

Reasons for refusal to issue a duplicate PTS

The traffic police may refuse to issue a duplicate PTS. The main reasons for the refusal of the official bodies of the state traffic safety inspection can be:

  • The car or license plates are wanted;
  • If there is a suspicion that the car is stolen;
  • There are legal restrictions on car registration.

The decision to refuse to issue a duplicate Title Deed must be formalized in writing and supported by justified reasons. The applicant has the right to appeal against the decision of the traffic police, which he considers unfounded.

Do not postpone registration of the Title Deed in case of its loss. Failure to take steps to rebuild the TCP within a reasonable time could lead to potential problems in the future.
