Any vehicle must have a passport, the original of which is issued in the following order:
- if the car was purchased outside the Russian Federation, the issuance of the PTS is within the competence of the customs authorities, through which the car is legally imported;
- if the vehicle is manufactured at a Russian enterprise, the TCP will be issued by the manufacturer;
- if the vehicle passport is to be replaced or restored, you must contact the traffic police.
The need for a title deed for the legal owner of the car is due to its content. The passport contains all information about the car, its individual components and assemblies. In the event of a legal change in the technical characteristics of the vehicle, the passport must be replaced in a planned manner in the traffic police.
In the course of the current operation of the car, this document is practically not used, however, when making transactions with the car, it is from the passport that the parties will receive the bulk of information for the execution of the purchase and sale agreement. For this reason, the ability to dispose of the machine depends on the timeliness of issuing a re-title in case of its loss or damage.

Recovery methods
If the TCP is lost, you must immediately apply for its restoration. This is due to the possible illegal actions that can occur with the stolen document. There are many cars on the market with similar technical characteristics, and stolen documents can be used to legalize them.
Currently, the following options for recovering a vehicle passport are available:
- through the territorial body of the traffic police;
- by contacting the Multifunctional Centers;
- by filling out an application through the portal of public services.
When applying with an application through the website of public services, it is necessary to first verify the identity of the user. After verification, the application will be certified by a simple electronic signature of the citizen.
Recovery documents include:
- an application to the authorized body indicating the reasons for the appeal;
- general passport of the owner or legal owner of the vehicle;
- machine registration certificate;
- documents confirming the legality of car ownership (sale and purchase agreement, power of attorney to drive and dispose of the car, etc.);
- valid CTP policy;
- a payment document confirming the payment of the state duty for the issuance of a repeated vehicle passport and registration certificate.
Note!
Information about the PTS (series and number) is indicated in the form of the registration certificate, therefore, when issuing a second passport, the registration certificate must also be replaced. For this reason, the applicant must submit documents confirming the payment of the state fee for the issuance of two new documents.
How much does it cost to restore the TCP?
As of 2017, the size of the state duty is:
- for making a duplicate passport of a vehicle - 800 rubles;
- for the issuance of a new registration certificate form - 500 rubles.
How to restore the TCP with different treatment options?
If an application was submitted through the portal of public services, the system will immediately give out the date and time of applying for a duplicate. At the appointed time, the owner of the car must come up with the documents to the territorial office of the traffic police and pick up the ready-made form.
When contacting the traffic police directly, a duplicate passport is issued in accordance with the Administrative Regulations, the deadline for issuing a finished document should not exceed one hour from the moment all the necessary certificates are submitted. If the owner of the car has contacted the Multifunctional Center, the term for issuing the PTS can be up to four days, which will be required to send documents between the MFC and the traffic police.
How to restore a TCP without an owner?
If the representative has a properly executed power of attorney, he will be able to issue a duplicate even in the absence of the owner. Such situations are typical when the sale and purchase is carried out by issuing a general notarial power of attorney for the right to drive and dispose of a car.
When a duplicate is issued, the original TCP will lose its validity. Even if the original document is later found, its use is not allowed.
