Is it possible to sell the car but leave the numbers. How to sell a car while keeping license plates

Previously, each registration act for a vehicle was accompanied by the issuance of new state identifiers. Simply put, when making a purchase and sale of a car, you were required to receive new license plates. It was possible to travel by proxy, but this method did not provide legal purity and legal security of ownership.

The sharp increase in vehicles and the limited number of license plates prompted lawmakers to amend the regulatory framework regarding the issuance of vehicle numbers. Now the car owner has the right not to receive a new number, but to use the old state sign for another car.

You can also sell a car along with an existing license plate. These amendments gave rise to such a phenomenon as the sale of "beautiful numbers". It looks like this: there is a certain car with a market price of 20,000 rubles (a conventional inferior domestic car). If numbers like "e 999 kx" are installed on it, then such a car will increase in price in the secondary market by 2 or 3 times.

Reasons why car owners leave numbers

The following factors play a role here:

  • The motorist is the owner of "nice numbers" and wants to keep them for further use or resale;
  • The car enthusiast is used to the current sign and does not intend to replace it;
  • The driver does not want to pay the state duty for new numbers or delay the process of re-registering a car;
  • The machine has restrictions on registration actions.

The described changes in the legal framework have significantly simplified the procedure for buying and selling in the secondary market. Especially when it comes to transactions that are made between parties from different constituent entities of the Russian Federation. Simply put: buy a car with local numbers in the conditional Kostroma region, go to your Vologda region and own a car without restrictions and penalties.

Normative base

Pay attention to the following regulations:

  • Order No. 1001 of November 24, 2008, which defines the procedure for registering a vehicle. An addition has been developed for it in the form of rules for registering vehicles and car trailers. These rules define an important point: if the vehicle is acquired by a legal entity, then re-registration is required with a new license plate at the place of "registration" of the organization. The same order gives rise to an interesting precedent: the owner can remove the car from the register with conventional "nice" numbers. He can write a statement about the release of this identifier, so that it can then be transferred to another person. The full law is available at the “Consultant;
  • Federal Law on the state registration of the vehicle dated 07.28.2018. The new law officially allows the transfer and preservation of license plates. The document has been at the stages of development and approval since 2013, but was signed by Putin only in the second half of 2018. Changes are relevant from 01/01/2019

Procedure

You decided to keep the numbers for yourself if you sold or deregistered a car. Procedure in this situation:

  1. Submission of the relevant application to the traffic police: in it you apply for the exercise of the right to keep your numbers. The document is filled in free form, does not require reference to regulations. In the application, you need to record the data about the car, put a signature, indicate the date of filling. From 2019, submit a petition to the traffic police: such issues will be included in the area of responsibility of licensed firms;
  2. Inspection of the license plate: the car inspector will check the existing plates for compliance with GOST 50577-93. The plates must be free of significant deformations. Symbols should be defined as readable: the state sign is recognized as readable, in which all signs are visible from 20 meters in the dark. Also, the inspector has the right to check the plate for the presence of special coatings that impede the correct operation of video recording systems;
  3. If deficiencies are found and the old plates, according to the law, cannot be mounted on the machine, duplicates must be made. This is done by accredited identification plate production centers. You need to come to them with a package of documents confirming the identity of the owner and the ownership of the car.

Starting from 2019, such procedures can be initiated through the "Gosuslugi" portal.

Recently, car owners have the opportunity to leave their favorite registration plates when transferring ownership of the vehicle to another person. Those who want not to part with their favorite combination of numbers and letters are interested in the question of how to leave their numbers when selling a car.

The new regulations for registering a vehicle entered into force on October 15, 2013. From that moment on, motorists had the opportunity to choose: to retain the right to use registration numbers when selling a car, or to sell it along with the numbers.

Registration of the vehicle is currently carried out according to the new regulations, according to the Order of the Ministry of Internal Affairs dated 07.08.13. No. 605.

The innovations are as follows:

  • No need before selling. From now on, this action can be performed by the buyer.
  • The need to obtain transit numbers has been canceled.
  • If the new owner has not re-registered 10 days after the signing of the purchase and sale agreement, the former owner can cancel the previous registration on his own.

One of the significant changes in the law is the ability, at the request of the vehicle owner, to retain the previous registration number for use when registering a new car.

Sequence of actions when transferring numbers

Most drivers have heard about the changes made to the car registration procedure, but do not know specifically how to save their numbers and transfer them to a newly purchased car.

The procedure for issuing an old license plate for a new car is quite simple. It is enough to contact the MREO with an appropriate application and a prepared package of documents. According to the new rules, it is possible to re-register a car in any MREO, regardless of its initial registration.

External inspection of the machine and signs

You can leave the old number for future use only if it has retained a suitable appearance. The number must not be dented or erased. According to the rules, the numbers must be read from a distance of 20 meters. Therefore, all letters and numbers on them must be clear.

Important. If you have lost their previous appearance, you should take care of making duplicates in a specialized center in advance. It is not advisable to tint the erased numbers or letters on your own, since the traffic police recognize them unsuitable for use.

The resulting duplicates should not be in a hurry to install them on the car. In accordance with the regulations of the Ministry of Internal Affairs (clause 57), acceptance of numbers for storage is carried out without inspecting the car that was registered on their basis. But this is in the event that the old car was previously re-registered.

During this procedure, the traffic police officer must inspect the car at a special parking lot to verify the wine code on the engine and body. The car must first be prepared for the procedure.

In order to hand over license plates for storage, they must be submitted to the nearest MREO along with a package of documents:

  • RF passport.
  • CTP policy.

When transferring numbers for storage together with a package of documents, the car owner must submit an application. This document can be written in advance by downloading the form on the Internet, or filled out directly in the MREO on the form issued by the employee.

The storage period of the license plate removed from the car

The maximum storage period for numbers in MREO is 180 days. After this period, the previous owner of the numbers loses all rights to them. The license plates will be issued to the other applicant in chronological order of the vehicle registration. The extension of the storage period is not provided for by law, therefore, after 180 days, it is useless to apply for them to the traffic police, and no explanation of the reasons for the delay will help.

After purchasing a car, you need to go to the traffic police department, where the numbers are stored, and write an application for registering the car. The STS will be replaced by the owner of the car and a corresponding mark will be made in the vehicle registration certificate of the new car.

Fees for keeping numbers

The procedure for transferring old numbers to a new car will cost their owner more than registering a car with obtaining new numbers. This is due to the fact that before selling an old car, you need to hang new numbers on it. And this procedure will cost a total of 2850 rubles. The price includes the price of rooms and changes to the TCP (350 rubles), as well as the issuance of a new STS (500 rubles).

After the selection of a new vehicle, it will be necessary to register it using the old numbers. You will not have to pay for the issuance of registration license plates, but you need to pay for the issuance of a new STS and a mark in the PTS in the same amounts as during normal registration.

Currently, there is an opportunity to save a certain amount by overweighting old numbers on a new car. To do this, you need to use the State Service portal. After registering on the portal, it will be possible to submit an electronic application through it and pay for the registration of the car by bank transfer. This allows you to save up to 30% of the amount of the state duty paid in cash through the traffic police department.

An important point in preserving a favorite number is compliance with the terms of its use. If the owner of "nice" numbers is not going to urgently purchase a new car in the near future, it is better to think about selling the number, and not about keeping it. Moreover, numbers with the original combination of numbers have recently become quite popular goods and you can get a rather large amount for them.

The procedure for overweighting the old number on a new car is not difficult, the main thing is to take into account all the nuances and take all actions in accordance with the legislative norms.

Since October 2003, the car can be sold together with state registration plates without deregistering. However, not everyone is ready to part with the usual combination of numbers or their own numbers. If this is your case, then don't worry. The seller has the right to retain the old numbers. To do this, he needs to perform a series of actions in advance in a certain sequence. This will take some time and money, but it will leave the beloved numbers for the new car.

We save the numbers. What you need to know.

This event, like any re-registration of a vehicle, is under the authority of the traffic police. Modern technologies make it possible not to stand in long queues, but to sign up through the State Services portal. In this case, the following points should be taken into account.

1. Set of documents... No special documents required. Everything is standard: a passport of the owner of the car, a certificate of and a CTP policy. In fact, you will need 4 documents. When registering a new car and re-visiting the traffic police, a sales contract and an application for the delivery of license plates for storage will be added to these documents.

2. Number plates... They are subject to statutory requirements. The plate should be free of the following defects:

  • Scratches and peeling of the reflective layer;
  • Rust, including from cheap self-tapping screws;

Rust on the license plate - such a license plate in the traffic police will not be accepted for storage

  • Additional holes;
  • Bent areas and dents.

Among other things, the presence of the manufacturer's mark is mandatory on the reverse side.

If the license plate does not meet at least one of the above requirements, it will be refused acceptance for storage. In this case, you will have to deal with making duplicates.

3. CTP policy... Any re-registration will entail the need to amend the current policy.

Preservation of license plates. The price of the issue.

First, you get new numbers for the car you plan to sell. You hand over the old ones to the traffic police for storage. Then, when registering documents for a new vehicle, these deposited license plates are returned to you, and you have the right to continue using them for the new car. Thus, you will have to make changes to the TCP and STS twice. Each time it will be necessary to pay three state fees.

However, when using the State Services portal and making cashless payments, you get a 30% discount.

Do not forget that the cost of making duplicates may be added to the amount of duties if the existing license plates do not meet the above requirements. Usually it is from 1,000 rubles per plate.

Procedure

Having taken note of the above information, we begin to act.

Step 1. We register with the traffic police.

We do this through the State Service website. It will be cheaper and faster this way. To save the numbers, you need to select the "Vehicle registration" column, because officially this procedure looks like "Change of vehicle owner data". When filling out the questionnaire, do not forget to note that you need to get new license plates, as you will deposit the old ones for further installation on your new car. Here on the site, payment of 3 state fees is carried out.

ATTENTION: It is recommended to save the payment ID, which is indicated in the payment receipt or payment details. It is needed in case it is requested from the traffic police to speed up the registration process. At the same time, traffic police officers will be interested in specific numbers, and not in the presence of a receipt. It is enough just to write them down somewhere in order to dictate them in the future.

Step 2. We go to the traffic police.

Taking a full package of documents and making sure that the license plates are in perfect condition, registering through the State Services website and paying the necessary fees, we go to the traffic police.

ATTENTION: Inspection of the car is not required at this stage, therefore we ignore the corresponding "hint" on the website of the State Services.

In the traffic police you have to go through five windows. Do not be intimidated by this, as the whole process is moving quickly.

1. After you have been summoned to the first window, we submit a package of documents to the employee. Be sure to advise that you need to save the numbers. You will receive two applications, one of which you need to check and the other to fill out.

Delivery of license plates to the traffic police

2. Here you have to deposit the license plates, which will be stamped on the main application.

ATTENTION: The storage of state registration plates is carried out for 360 days, after which they are destroyed.

3. Now is the time to stand in the first line. Here you will need an application, passport, STS, TCP and the payment ID that you wrote down after paying the state duty. Employees will check and enter data into the system.

4. Finally, they will give out the documents with the changes made, calling you by your last name.

5. You have already been here when you handed over the numbers for storage. Now in this window you are given new license plates.

Step 3. The second time we register with the traffic police

Having decided to buy a new car, you again go to the State Services website and select the "Vehicle registration" column. However, now we are talking directly about registration, so the final service sounds like "Registration of a vehicle at the State Traffic Inspectorate." Then you act as in the first case: fill out the form.

ATTENTION: Despite the fact that your numbers are stored in the traffic police, you need to pay a state fee and put a mark in the need to issue new numbers.

Step 4. The second time we go to the traffic police

You will have about the same circle that was completed earlier. The only thing is that you will not need to hand over the old numbers, but you will have to visit the vehicle inspection site. Also, do not forget to inform the traffic police that you will put the numbers that were left in storage. Then they will be given to you in the last window.

Keeping old registration plates is easy enough if you take care of it beforehand. You will need to allocate an extra day, but you can continue to use your favorite numbers for many years.

2. What documents are required for the procedure?

The procedure for storing numbers for the current owner from a formal point of view does not differ from other procedures for re-registering a car, therefore, it will require a standard package of documents: owner's passport, vehicle passport (PTS), vehicle registration certificate, etc.

3. What is the procedure for storing numbers for the current owner?

The procedure for storing numbers is regulated by clause 42 of the Order of the Ministry of Internal Affairs of Russia dated November 24, 2008 N 1001 (as amended on February 13, 2015) "On the procedure for registering vehicles". He exhaustively describes all the conditions for the implementation of this procedure:

At the request of the owner of the vehicle, state registration plates can be retained for him, provided they comply with the requirements of the legislation of the Russian Federation.

The issuance of such registration plates is carried out by the registration department, where the surrendered registration plates are stored for newly acquired or previously registered vehicles for the owner.

The shelf life of signs should not exceed 180 days.

After the expiration of the storage period, they are subject to re-issue. The issuance of these registration plates is carried out in the chronological order of their registration.

In order to keep the numbers for the indicated 180 days, you need to contact the traffic police department and write a statement on the preservation of the number plates for subsequent installation on another car and the issuance of new number plates for installation on the existing car. You attach your valuable numbers to the application and hand them over for safekeeping at the traffic police. In return, you will be given other license plates, as well as a new registration certificate and Title Deed with a mark on the change in registration data.

Having purchased a new car, you simply return to the traffic police department and write an application for the issue of deposited license plates. Assigning them to a purchased car also follows the standard scheme for changing registration data, with the only exception that you do not have to pay a state fee for issuing license plates, since you already have them.

So, once again let us designate the algorithm of actions when changing a car while keeping numbers. Before selling the car, you must contact the traffic police and at your own expense change the numbers to others, handing over your old numbers for safekeeping. Then you sell your car according to the standard scheme, along with the new numbers. Well, having purchased a new car, you again apply to the traffic police, get your old numbers and, together with the change in the owner's data when re-registering the car in your name, change the data on the license plates.

4. How much will it cost to transfer numbers to a newly purchased car?

In fact, you will carry out two procedures for reissuing a car with the replacement of the registration certificate and amending the vehicle title: first for the old car, and then for the new one. The only difference is that you will have to get new numbers for the old car. Accordingly, when changing numbers on an old car, you will pay 500 rubles for issuing a new registration certificate, 350 rubles for making changes to the vehicle registration and 2,000 rubles for issuing license plates. When registering a newly purchased car, you will pay only the first two duties. Thus, the whole procedure for transferring a license plate to a new car will cost you 3,700 rubles.

As before, you can save 30% on the payment of state fees when submitting an application electronically through the State Services portal and by cashless payment. In this case, the issuance of a new registration certificate will cost 350 rubles, making changes to the TCP - 245 rubles, and issuing new license plates - 1,400 rubles. The total cost of porting a number to a newly purchased car will be 2,590 rubles.

5. What are the nuances in the procedure for storing numbers?

All possible nuances arise from the same clause 42 of the Order of the Ministry of Internal Affairs of Russia: as we remember, the numbers can be saved "provided they comply with the requirements of the legislation of the Russian Federation." This means that the numbers deposited must be readable and not damaged and comply with the current GOST - that is, it will not be possible to keep the old-style license plates.

If your existing numbers are worn out or damaged, then before contacting the traffic police it is worth updating them by ordering duplicates from any specialized organization.

How to sell a car with numbers or design features

Many car owners who decide to sell their "four-wheeled friend" are trying to find out how to sell a car with numbers correctly, because since 2011, a law has been in effect that allows you to sell a car with numbers and not remove it from the register before selling it. Let's try to explain how to sell a car with numbers according to the new laws.

It is worth noting that if the car owner knows in all details how to sell a car with license plates, re-registering it to another owner, without removing it from the register, then this will save not only time, but also money. In addition, it is much more profitable to buy such a vehicle, because the buyer saves time on re-registration. But the buyer also needs to buy a license plate for a car, so he saves time and money on finding a motorist who would agree to sell a license plate on a car individually.

Knowing how to sell a car with license plates with the greatest benefit for himself, the motorist gets rid of long paperwork. The fact is that having decided to sell a car with license plates, the car owner will no longer have to deregister his car before selling it, remove the license plate and provide the car to the traffic police inspector for inspection. And earlier, the new car owner, that is, the former buyer, immediately after purchasing the vehicle had to go to the traffic police again to submit documents, write an application, undergo an inspection, receive numbers and documents, but today, having learned how to sell a car with numbers, you can simplify the purchase and sale procedure.

If the car owner agrees to sell a used car with numbers, then according to the new rules, it is only necessary to conclude a sales contract. After that, the new car owner needs to go to the traffic police and re-register the car in his own name. Selling a car with license plates provides for the following re-registration procedure: making changes to the vehicle title and issuing a new registration certificate, which is based on the purchase and sale agreement.

To sell a car with license plates, the sales contract is concluded in duplicate, one being given to the seller and the other to the buyer. If the seller has figured out how to sell a car with license plates, then he should know that it is not necessary to get a notary before the process of drawing up a contract. But the document must be printed in duplicate with the obligatory signatures of both parties.

Selling a car with numbers provides for the preparation of a sales contract with the obligatory indication of the date of sale, data about the buyer and data on the document certifying the ownership of the car. In addition, in order to sell a car with license plates, the technical passport data must be present in the sales contract. Selling a car with license plates requires the new owner to show up at the traffic police and write a statement to change the owner.

Now you know how to sell a car with numbers, this procedure would seem to be a real gift for motorists, but there are certain features, they explain in more detail how to sell a car with numbers according to all the rules.

It is possible to sell a car with numbers in compliance with the existing legislation only within your region. That is, it turns out that selling a used car with numbers without removing the vehicle from the register and without removing the numbers is possible only when the seller and the buyer live in the same region, otherwise this method of sale will not work.

It is up to the seller to decide how to sell a car, with or without license plates. If he decides to keep the numbers for himself, he is obliged to provide a written statement to the traffic police and for a month the numbers will be stored in the traffic police, during this period he can register them for a new car.

To sell a car with license plates correctly, you will have to pay a state fee. If a car is bought with numbers, then you will have to pay up to 1 thousand rubles for the re-registration of documents, while the replacement of license plates will cost twice as much. You can also sell a used car with numbers with insurance, if the policy is still active at the time of sale, only in this case you will have to visit the insurance company and add the buyer to the list of persons who have the right to drive a particular car.
