Government approved amendments to regulations road trafficrestricting novice drivers. It also approved amendments to the rules for issuing driving license.

Changes in the traffic rules were discussed at a meeting in the government with Prime Minister Dmitry Medvedev and his deputies.

Let us recall what specific restrictions are introduced by these amendments. A driver with less than two years of experience cannot tow other vehicles. More experienced drivers should do this.

Novice moped and motorcycle drivers are prohibited from transporting passengers before reaching two years of experience. And one more news: for the absence of the sign "novice driver" will be fined.

Statistics of recent years show that the work to streamline traffic is bearing fruit. As First Deputy Prime Minister Igor Shuvalov noted at the meeting, in 2016 the number of road accidents compared to 2015 decreased by 5.6 percent to just over 173.5 thousand. The number of the wounded decreased by 4.3 percent - 221,140 people; the number of deaths was 12 percent less, but still a lot.

The death toll on the roads last year amounted to 20,308, Igor Shuvalov said. The mortality rate at pedestrian crossings has decreased by 17 percent.

The numbers are huge, but every year for several years in a row both the number of injured and the number of deaths in road accidents is getting smaller, - stated Shuvalov.

According to him, there was a great demand in the society for the appearance in the traffic rules regarding young drivers. An analysis of the relevant practice in other countries showed that in some of them novice motorists are even regulated which cars they can drive and have limited speed limits.

We did not go according to the most severe scenario, as it works in other countries. So far, we have managed with such restrictions, - said the First Deputy Prime Minister.

Now a document has appeared that allows such a practice to be introduced everywhere. Fortunately, the experience of the capital has shown that this is a successful experiment.

But I must say that the possibility of exchanging driver's licenses at the MFC does not negate the possibility of exchanging licenses at the State Traffic Inspectorate.

The fact is that the MFC in this situation acts as an intermediary. He receives documents from you and transfers them to the traffic police. The traffic police conducts all the necessary checks and, in case of a positive decision, issues the license. In case of negative - writes a refusal indicating the reasons.

After that, the MFC gives the person either a license or a refusal.

But for this, the driver will have to visit the MFC twice: to submit documents and to obtain a license. In the traffic police, this procedure will take no more than an hour. Only this hour must be planned in advance, signed up, come ...

Another important point of this document. The fact is that some citizens had to change their driver's license even before its expiration date. For example, a person goes on a long business trip abroad - for three years. And his rights expire in a year and a half. He appeals to the traffic police with a request to replace them ahead of schedule, and they tell him that we can do nothing. We can change it, but the validity period will be the same.

To avoid such situations, these rules were rewritten. A person can change a driver's license at least every day. But if he does not provide a medical certificate stating that he is admitted to management, then the new rights will be valid only until the date that was in the previous ones. If he provides a medical certificate, the license will be issued for a period of ten years, from the date of their issue. Thus, the Ministry of Internal Affairs eliminated the controversial position.

Amendments to the Rules of the Road will impose restrictions on novice drivers. It will also be prohibited to operate cars without identification marks if they are to be installed on the car.

The idea of \u200b\u200bintroducing some restrictions for novice drivers has been discussed for a long time. They were really dangerous on the road. Drivers with up to two years' experience accounted for almost a quarter of accidents. It is for this reason that a radical reform of the driver training system began.

One of the most controversial points is the restrictions for novice drivers with a driving experience of up to two years. For them, the maximum speed will be limited to 70 km / h on all roads. In the same amendments to the Rules, they are allowed to move on highways at a speed of 110 km / h, that is, like motorists. But novice drivers will not have such privileges.

Let us recall a few more subtleties of this solution. Driver training programs require driver candidates to be able to drive at the maximum permitted speed. But a candidate is not a driver yet. He must learn to drive at a speed of 90 km / h, and even 110 km / h. But as soon as he gets his license, his speed will be limited to 70 km / h.

According to the rules, long distance and small buses all roads are allowed to travel at a speed of 90 km / h. Other buses, as well as trucks with trailers, in other words, wagons, on highways can move from maximum speed 90 km / h. And on all other roads - 70 km / h.

Tatiana Shutyleva, President of the Interregional Association of Driving Schools, told the "RG" correspondent that despite the fact that a person will get the profession of a driver, even in such "difficult" categories as "C" or "D", he will hardly be able to get a job in his specialty. Who needs a driver intercity busif he crawls along the roads so modestly. At the same time, there is a risk that he will not comply with the schedule. Or break the rules.

Who will hire a truck driver for a long-distance route if this driver's speed is limited. In general, such an amendment to the rules also restricts novice drivers in employment.

Reduced speed is not the only limitation for novice drivers. They will also be prohibited from towing. And for novice motorcycle and moped riders - to carry passengers.

But how to distinguish a novice driver on the road? After all, he can drive any car, not necessarily the one that belongs to him. The answer to this question is simple. The car must have a sign "Novice driver" - exclamation point in the yellow square. The obligation to hang it is spelled out in the main provisions on the admission of vehicles to operation - this is an appendix to the Rules of the road. However, not everyone wants to hang it on their car. Ultimately, no punishment has yet been provided for the absence of this sign.

According to the new amendments, the punishment for this will appear. If the requirements specified in this paragraph of the main provisions are not met, the operation of the machine will be prohibited. That is, the driver will be fined 500 rubles under Article 12.5 of the Code of Administrative Offenses.

Let us recall that the practice of restrictions for young drivers was still in the Soviet Union. In 1987, young drivers were given temporary licenses. Outwardly, they were the same as the full-fledged ones, only they had the stamp "temporary". Within two years, such a driver had to move along the roads at a speed of no more than 70 km / h. You could get behind the wheel from five in the morning until midnight. And in no case could you drive a car with a trailer.

In addition, a car with a novice driver was equipped with a special sign indicating that he could not go faster than 70 km / h.

Restrictions will affect speed mode and transportation of passengers.

Beginners and statistics

The proposal to introduce additional restrictions did not come by accident. According to statistics, every year 13 thousand accidents occur on the roads due to the fault of newly-made drivers. Driving instructors note that almost 1.5 thousand people die in these accidents.

It is because of such terrible numbers that the authors of the initiative believe that restrictions should be introduced as soon as possible. For beginners, there will be an additional speed limit and a ban on the carriage of passengers.

To control the innovation, experts propose to introduce a temporary VU category "B".

If a motorist has not been prosecuted for violating the rules two years after receiving such a certificate, then he will be issued a permanent license for a period of 10 years.

If the traffic rules were violated at least once, then the driver will need to undergo retraining courses and pass the exam again.

Young drivers may also be prohibited from transporting large loads and towing other vehicles. Recall that all changes in traffic rules must be approved at the government level, and public discussion of the new document will last until April 4, 2016.

Note to motorcyclists

Another interesting proposal concerns future motorcyclists. Experts are sure that a requirement for newly minted bikers should be introduced into the law on road safety. The rights of category "A" should be issued only after a person receives the category "A1".

Moreover, the driver will have to leave without accidents for at least two years. It is proposed to introduce another category "A2", something in between "A" and "A1".

Temporary rights

Experts say that it is high time in Russia to divide driver training programs into professional and amateur ones. So, in practice in Europe, graduates of driving schools first receive a temporary certificate and only after a trouble-free drive (from one to three years) can a person get permanent "crusts", and even then after successfully passing the test.

The experience of Europeans proves that restrictions are a must for motorists with up to two years of experience, as they have a beneficial effect on road safety.

Do not rush

Representatives of the Guild of Driving Schools say that it is necessary to introduce innovations, but it is impractical to do it in a hurry. To begin with, you should familiarize yourself with the statistics data, applying a scientific approach, to determine the main mistakes of beginners on the road, where these mistakes are made most often (in traffic jams, on the highway, at night, under adverse weather conditions, etc.).

The Administrative Code does not provide for a penalty for exceeding the speed limit by 20 km / h. So in practice the upper speed limit for beginners will be limited to 90, not 70 km / h.
