The resolution "On supplementing the requirements for certain types of goods, works, services purchased by state bodies and state extra-budgetary funds" was signed on December 5, 2016 and came into force on January 1, 2017. Let us remind you that earlier officials were forbidden to buy a car more expensive than 2.5 million rubles and more powerful than 200 hp for state money. However, nothing prevented them from renting such cars or leasing them.

Parking spaces have become real estate

  • you can now change rights on your own initiative, without giving a reason

Now, when changing rights, for example, after marriage and change of surname, new rights are issued with the same validity period as the previous ones. For example, if you received a license 9 years ago and changed them due to a new surname or other reasons, then in a year their validity period will expire and you will have to change them again. • The list of grounds for the suspension of the provision of state services for conducting examinations for licenses and issuing driver's licenses has been clarified. So, the service will be suspended if there is no information confirming the issuance of the submitted documents, the applicant does not reach the specified age, as well as the applicant, who was previously deprived of the right to drive vehicles, does not comply with the conditions for returning a driver's license.
  • Taking into account the experience of conducting practical exams, a number of test exercises and the conditions for their implementation have been changed. • The traffic police no longer issue certificates of accidents
  • In the area of \u200b\u200btemporary signs allowed to install traffic police cameras

All of these changes came into effect on October 20, 2017. More detailed information and comments to the traffic police regulations can be read in the previous material of the portal.

Effective from July 1, 2017. Here the measures have been significantly tightened. Now buses produced more than 10 years ago are not allowed to such a responsible event. Transport of a younger age, in addition to the established requirements for technical condition, must be equipped with a tachograph and satellite system GLONASS.

Grounds: Resolution No. 652 of June 30, 2015 "On Amending Certain Acts of the Government of the Russian Federation in terms of improving the rules for the organized transportation of a group of children by buses."

Regarding the transportation of children by car, there have also been changes in traffic rules: now child seats can only be installed on back seat ... Accordingly, children under seven years of age can only move in a light vehicle in the back seat. At the same time, they must be fixed in a restraint device, which must correspond to the parameters of the child.

Now attention: this innovation also makes it clear that children cannot be on front seat even if it is there installed baby chair... Until January 1, this moment remained unworked. Now, the decree strictly indicates the place where it is allowed to install a child seat, and the fact that it is prohibited to transport a child without it.

Accordingly, it will not work to put your child next to the driver - a fine of 3,000 rubles. For leaving a child unattended in a car - a fine of 500 rubles.

Inspection: innovations 2017

According to the new law, now all vehicles must pass inspection, regardless of purpose. Penalty for lack of technical inspection will be from 500 to 800 rubles, but this is only for the first time.

The second hit threatens the driver with either a larger fine (5,000 rubles), or deprivation of rights for a period of 1-3 months.

However, the government has provided for some changes in the maintenance procedure. This was primarily reflected in the prices. According to the new bill, the prices for passing the maintenance will have two redistributions: maximum and minimum.

Car rental by officials

Effective January 1, 2017.Until the beginning of 2017, officials could lease or rent cars with a capacity of more than 200 hp. and worth more than 2.5 million rubles, but not for budget money. That is, they could buy an expensive car with their own financial resources and use it as a worker. Now these restrictions have also been imposed on personal finances. Now,officials cannot even buy or rent for their own money powerful car ... Moreover, even taking a taxi with a capacity of more than 200 hp would be a violation of the law for them.

Grounds: Resolution "On supplementing the requirements for certain types of goods, works, services purchased by state bodies and state extra-budgetary funds." The bill was signed by Dmitry Medvedev on December 5, 2016 and came into force on January 1, 2017.

Interesting infographics:

Tinting

Effective January 1, 2017.One of the most painful topics of car owners is the punishment for tinting. However, the government does not make concessions and does not soften its demands. Rather, on the contrary - the fine for toning has been increased and the measures for a repeated violation have been tightened.

So if until 2017 the car owner could simply remove the film from the windows in the presence of a traffic police officer and drive on calmly, now this maneuver cannot be avoided. The Duma has developed a whole algorithm of punitive measures for lovers of darkness in the cabin:

  1. On the first hit - a fine of 500 rubles. To remove the film in this case is already useless. The specified amount will still have to be paid.
  2. The second hit is a fine of 5000 rubles.
  3. The third hit - deprivation of rights for a period of 2-6 months.

Thus, the most inveterate tinting lovers may be left without a license for six months.

CTP policies in 2017

Regarding OSAGO policies for 2017, provided immediately three innovations:

Effective January 1, 2017 the law according to which all insurance companies must provide their customers with the opportunity registration of OSAGO policies in electronic form... This should greatly facilitate the procedure for obtaining insurance and exclude the imposition of various additional services that has become habitual.

If the insurance company does not provide such a service, then it may incur a fine of 300,000 rubles. The bill is so far designed for 6 months.

If during this period the situation with obtaining insurance does not improve, then the government promises to monopolize the entire system. This means that there will be one company that will specialize only in issuing OSAGO policies. The rest of the insurance companies will only be intermediaries between this company and car owners.

Grounds: Federal Law of June 23, 2016 N 214-FZ "On Amendments to the Federal Law" On compulsory insurance civil liability of vehicle owners ”.

Effective January 1, 2017.Another new change in traffic rules: now, when calculating its cost, not 9 factors will be taken into account, as it was before, but 10. The tenth factor will be number of traffic violations... Thus, those who like to break the rules will now incur additional losses.

For 2017, more precisely until July 1, extended pre-trial procedure for resolving disputes with insurance companies... If until 2014, in order to obtain insurance, it was necessary to go to court without fail, then starting from 2014 this need arises only if the insurance company refuses to pay insurance.

ERA-GLONASS

Effective January 1, 2017.Since 2017, the ERA-GLONASS system will become mandatory for all imported vehicles... This includes vehicles that must receive an OTTP (Vehicle Type Approval) after the beginning of 2017. If the deadline for obtaining the OTTP has expired, then the ERA-GLONASS installation is not needed.It should be added that the procedure for connecting the car to the system will cost the car owner a rather large amount. This may lead to the refusal of foreign automobile concerns to supply cars to the Russian Federation.

For example, BMW has already withdrawn its 4 and 6 series convertibles. the installation of GLONASS significantly affects the cost of the car itself, which is already too high.

The system should facilitate the accident notification system. In the event of an accident involving a light vehicle, notification occurs automatically, with the participation of commercial vehicles - notification is made manually using a button.

Replacement and obtaining a driver's license in 2017

Effective from February 1, 2017.And here the situation has become more attractive. In order to replace the license, you no longer need to go to the traffic police. This service, starting from February 1, will be provided by multifunctional centers (MFC). Among other changes, it is also planned to increase the state duty for obtaining a driver's license and for a vehicle registration certificate. So far, the amount of these fees is 2,000 and 2,850 rubles, respectively. How much they will change is still unknown.

Plato-2017

Difficult situation with payment system Plato continues to grow. In 2017, the size of the fee for trucks will double... In February 2017, the amount of payment for 1 km for trucks will be 2.6 rubles, and in June - 3.06.

Parking in mortgage

Effective January 1, 2017.The Duma tried to solve the problem with the lack of parking spaces. Now parking spaces can become the private property of the car owner. You can buy a parking space in any territory adjacent to buildings and structures, marked in the cadastral register. Also there should be marked boundaries and markings of the territory.

When buying a parking space, the car owner can mark it with paint on the floor, special stickers or any other barrier elements that do not go beyond the purchased territory. The government foresees the possibility buying a parking space in a mortgage and registration of a place in the property.

Ban on non-environmentally friendly cargo vehicles in Moscow

Starting out from 1 January 2017 trucks with engines less than Euro-3 will be it is forbidden to enter the TTK... Cars of the Euro-2 class and below will not be able to move both inside the Third Transport Ring and inside the MAD. Such measures should improve the ecological situation in Moscow.

Electronic OB van

From 1 July 2017 comes into force electronic PTS Law... In the Eurasian Economic Union, a similar system has been functioning since August 2016. This innovation gives car owners several advantages at once:

  1. When buying a used car, the buyer can easily find out all the information about the car and about its owner;
  2. It will be possible to save information about the passed repair work, THEN, etc.
  3. If the car is a pledge property in the bank, then this fact will also be reflected in the electronic PTS.

Important: Electronic PTS will help avoid fraudulent schemes in which car owners sell their cars that are pledged to the bank and stop paying loan payments. This leads to the fact that the pledged car is confiscated, and the new car owner is left without money and without a car.

Property tax for businesses on a car

In 2017, a law should come into force, according to which legal entities may not pay car tax if the vehicle is less than 3 years old. Such a measure, according to Dmitry Medvedev, should solve two problems at once: instruct business owners to regularly update their fleet andto increase the demand for domestic cars.

GOST for traffic police cameras

Effective from June 1, 2017.The Federal Regulatory Agency has compiled a list of requirements that all visual surveillance equipment used by the traffic police must meet. Fixation equipment can be magnetic, inductive, radar, piezoelectric, laser. Regardless of the type of equipment, it must meet the following requirements:

  1. The range of measured speeds should be 20-250 km / h;
  2. Recognition of vehicle numbers must be 90% accurate, regardless of the time of day and weather conditions;
  3. The snapshot provided by the hardware must be high Quality and allow to find decals on the vehicle.

Existing cameras that do not meet the specified requirements must be replaced by June 1, 2017. Additional cameras should be installed in places of increased danger and in areas where there were more than 3 cases of road accidents within one year.

Fines for car tuning

In 2017, drivers will no longer be able to tune a car with impunity and supplement it with original attributes. Most of the reconstruction of the vehicle can cost the car owner small fine - only 500 rubles. But it is worth noting violations that are fraught with large losses for the driver:

  1. Installation of red headlights on the front side of the vehicle - for such a violation, the driver is threatened with deprivation of his license for a period of 4-6 months;
  2. Installation of flashing lights and / or sound annunciators - deprivation of rights for a period of one to one and a half years;
  3. Using the sign "disabled" on the body of a car - a fine of 5000 rubles;
  4. The use of color-graphic schemes of emergency services - deprivation of rights for a period of one to 1.5 years;
  5. Installation of taxi colors - a fine of 5,000 rubles.

There are also violations that the driver can get rid of a fine of 500 rubles:

  1. Use of additional fuel tanks;
  2. Dismantling and installation of LPG, changes in traffic rules in 2017 add these works to violations;
  3. Replacement of the vehicle body type;
  4. Installation of winches and hoists on cargo vehicles;
  5. Use of xenon and diode lamps as external lighting devices or in addition to them;

The administrative regulations of the State Traffic Safety Inspectorate, which came into force on October 20, contain a number of new provisions and clarifications, which, even before the adoption of the document, caused a wave of criticism. Among the innovations: patrols of the traffic police outside stationary posts, the abolition of certificates of road accidents, the abolition of the norm on recording the actions of an inspector, ambushes and others.

Changes in traffic rules from October 20, 2017, new rules in the traffic police regulations. Filming.

A number of norms were abolished due to the fact that they are already contained in other regulations. Thus, the new regulation eliminated the rule that obliged the traffic police not to interfere with video and photographic recording by the driver during a stop and the use of sound recording equipment. The corresponding permission exists in the law "On the Police", but it was removed from the new regulation due to duplication.

Changes in traffic rules from October 20, 2017, new rules in the traffic police regulations. Stopping cars.

The main thing that appeared in the document and caused anxiety for drivers was the right of traffic police officers to stop cars outside stationary posts. After lengthy discussions, the norm was returned, indicating that the duty stations will be determined based on the current state of accidents on the roads. The head of the traffic police unit will make the appropriate decision, and the inspector will be obliged to explain the reason for the stop. A similar norm existed in the regulation, which was terminated five years ago, and the binding of employees to stationary posts was called a "mistake".

Changes in traffic rules from October 20, 2017, new rules in the traffic police regulations. Accident certificate

Under the new protocol, caught in Accident driver will receive in his hands only copies of the protocol and the decision on the administrative offense. The certificates issued after a traffic accident have been canceled.

"The Ministry of Internal Affairs of Russia currently does not have the authority to approve the form of a certificate of an accident and, accordingly, to organize the issuance of this certificate by police officers," explained Alexander Bykov, head of the traffic police department of the State Traffic Inspectorate. According to him, copies of protocols or resolutions on an administrative offense contain all the necessary information to be presented to insurers.

Changes in traffic rules from October 20, 2017, new rules in the traffic police regulations. Withdrawal of driver's license in the event of an accident.

An important innovation was the restriction on withdrawal driving license in the event of an accident. Previously, the norm provided for the prohibition of the operation of the vehicle by the violator and the implementation of proceedings in the case of an administrative offense. Now the offender will be obliged to hand over the license to the traffic police unit within three days.

The European protocol legalized by the regulation implies that in the event of an accident without victims, the duty inspector must offer an independent paperwork. Drivers will need to fill out an accident notification form in two copies. If the drivers have complaints against each other, they, with the help of the person on duty, will be able to issue an accident at the nearest stationary post or at a police station.

Changes in traffic rules from October 20, 2017, new rules in the traffic police regulations. Road ambushes.

The regulation also provides for the possibility of "ambushes" on the roads to prevent an emergency. Installation of a traffic police car with partial concealment is permissible only behind a break in the relief or engineering structures, as well as in a section of a highway with intensive high-speed traffic. According to the authors of the regulation, such a rule will avoid

Recall that the introduction of the new regulation became known at the end of August. The Ministry of Internal Affairs explained that the document will be aimed at minimizing abuse by traffic police officers and at ensuring an adequate level of protection for citizens.

Changes in traffic rules from October 1, 2017. Debtors traveling abroad from October 1, 2017

Amendments to the law "On Enforcement Proceedings" were prepared in the summer by the State Duma Committee on State Construction and Legislation. According to the document, the debt threshold was increased from 10 to 30 thousand rubles, at which a restriction on traveling abroad is introduced.

The increase in the debt level of debtors for alimony, payments of compensation for harm to health or harm in connection with the death of a breadwinner, as well as those who are obliged to pay property and moral damage will not affect. These categories of defaulters will remain with a threshold of 10 thousand rubles.

The amendment entered into force on October 1, 2017. Now, in particular, with unpaid traffic fines of up to 30 thousand rubles, you can go abroad.

Changes in traffic rules from October 2017. Registration of cars in the traffic police from October 14, 2017

From October 14, 2017, new regulations registration of cars in the traffic police... A number of changes await drivers:

Places for filling out applications should correspond to comfortable conditions for disabled people and optimal working conditions for officials. People with disabilities with persistent visual impairment and independent movement will receive the necessary assistance in the premises where the public service is provided.

The list of actions is detailed, the implementation of which is ensured when providing services in electronic form through the Unified portal of state and municipal services.

The payment of the state duty for conducting exams and issuing driving licenses is given in accordance with the Tax Code - it must be paid before submitting an application.

Upon termination of the vehicle registration in cases related to loss, theft, expiration of the vehicle registration period, and a number of other grounds, a duplicate of the title will be issued instead of the lost one only if there is a corresponding expression of the will of the vehicle owner.

All these innovations are contained in the order of the Ministry of Internal Affairs of Russia "On Amendments to the Normative Legal Acts of the Ministry of Internal Affairs of Russia on Registration and Examination Activities", which comes into force on October 14, 2017.

Changes in traffic rules from October 2017. Exam in the traffic police from October 14, 2017

On October 14, the order of the Ministry of Internal Affairs of Russia "On Amendments to the Normative Legal Acts of the Ministry of Internal Affairs of Russia on Registration and Examination Activities" entered into force, amending the regulations of the Ministry of Internal Affairs for the provision of services for conducting examinations at the traffic police and issuing licenses.

Major changes:

  • Amendments have been made to the regulations on the provision of public services for the conduct of traffic police exams and the issuance of driving licenses, ensuring the possibility of accepting documents and issuing issued Russian national driver's licenses when they are replaced, lost (stolen) and international driver's licenses through multifunctional centers for the provision of state and municipal services. The maximum period for the provision of public services is no more than 15 working days
  • Upon presentation by the applicant of a passport, duplicate entries in Latin in the rights will be brought in line with the passport
  • When submitting a medical certificate in cases where its presentation is not required, a driver's license will be issued for 10 years.
For example, the exercise "high-speed maneuvering" for motorcycles became mandatory, and therefore a second variant of its execution was added to the existing scheme of the test exercise, which can be adapted to any site (the first variant due to the large section required for its execution, 80 meters does not fit on all sites).
  • The issue of holding the exam on the site in winter conditions has been resolved - with a stable snow cover, the boundaries of the test exercises are indicated by additional stands and cones, while the exam will be possible when the surface of the site is treated with anti-icing agents.
  • Adjusted the grounds for terminating the on-site exam and giving a negative mark. Thus, the mark "did not pass" is given in the event of a fall from a motorcycle.

Changes in traffic rules from October 2017. New traffic police regulations from October 20, 2017

A new draft of the traffic police regulations was developed in the spring of 2017. After that, a number of changes were made to it. The order of the Ministry of Internal Affairs, which introduces a new version of the traffic police regulations, was published on the portal of regulatory legal acts. The new regulation comes into force on October 20, 2017.

Let's list the main changes that are contained in the new regulation:

  • rules related to the withdrawal of rights and the prohibition of the operation of a vehicle as measures to ensure the proceedings in the case of an administrative offense have been excluded
  • to ensure road safety, traffic inspectors were allowed to use technical measuring instruments that did not belong to the internal affairs bodies;
  • video recording of procedural actions carried out without the participation of attesting witnesses is allowed
  • a clause appeared concerning the conduct of administrative procedures by a traffic police officer in the field of view of video surveillance systems or wearable video recorders.
  • the procedure for registration of an accident is prescribed without the participation of authorized police officers
  • provides for the conclusion of an OSAGO agreement in the form of an electronic document
  • included a rule that instructs the police officer to accept documents submitted to him for verification without "restraints"
  • the order of actions of police officers when committing administrative offense judge
  • the norm prohibiting stopping vehicles for checking documents outside stationary posts is excluded.
  • if the examination for the state of intoxication is carried out at the nearest traffic police post or other premises of the internal affairs body, in case of a negative result and there are no grounds for referral for a medical examination, the traffic police officer will be obliged to escort the person to the place of suspension from driving or to the location of his car.

It is worth saying that many of these points are already in force, but they were not spelled out in the traffic police regulations. For example, electronic CTP policies have been allowed since last year.

All these changes take effect 10 days after publication, that is, from October 20, 2017.

), as it became known about the next update of the traffic rules. Changes in traffic rules from July 25, 2017.

The new edition comes into force in parts: July 25, 2017, July 1, 2018 and July 1, 2021. In this article, we will talk about the innovations that will take effect from July 25:

Rules for the movement of cyclists on sidewalks

The first important change was made to paragraph 24.2 of the SDA:

It was

- in the following cases:

  • the cyclist accompanies a cyclist under the age of 7 or carries a child under the age of 7 in an extra seat, in a bicycle wheelchair or in a trailer designed for use with a bicycle.

Has become

24.2. Cyclists over the age of 14 are allowed to move:
on the sidewalk or footpath - in the following cases:

  • there are no cycle and cycle paths, a lane for cyclists or there is no opportunity to move along them, as well as along the right edge of the carriageway or shoulder;
  • the cyclist accompanies a cyclist under the age of 14 or carries a child under the age of 7 in an extra seat, in a bicycle wheelchair or in a trailer designed for use with a bicycle.

Please note, prior to July 25, 2017, adult cyclists could ride on the sidewalk or footpath if they accompanied a child under the age of 7. Starting from July 25, 2017, this age has been increased to 14 years. Those. an adult cyclist can ride on the sidewalk if he went out for a walk with a child under the age of 14.

In addition, changes have been made to the description of road sign 5.33 "Pedestrian zone":

It was

5.33 "Pedestrian zone". The place from which the territory (section of the road) begins, on which only pedestrians are allowed to move.

Has become

5.33 "Pedestrian zone". The place from which the territory (section of the road) begins, on which only pedestrians are allowed to move, and in the cases established by clauses 24.2 - 24.4 of these Rules, cyclists.

Now, the description of this sign clearly indicates that in some cases cyclists can also ride within pedestrian zones. Let me remind you that only children under the age of 14 can ride bicycles in pedestrian zones (paragraphs 24.3 and 24.4 of the SDA).

Note. The new description of sign 5.33 mentions paragraph 24.2 of the Rules, which deals with the movement of adult cyclists. However, in this paragraph the phrase "pedestrian zone" is not mentioned at all. Those. cyclists over 14 years old should not ride in the pedestrian zone.

Rules for stopping route vehicles and taxis

The new edition also changed the exceptions provided for the road sign 3.27 "Stopping is prohibited":

It was

3.1 - 3.3, 3.18.1, 3.18.2, 3.19, 3.27 - for route vehicles;

Has become

Signs do not apply to:

3.1 - 3.3, 3.18.1, 3.18.2, 3.19 - for route vehicles;

3.27 - to route vehicles and vehicles used as a passenger taxi, in places where route vehicles stop or parking vehicles used as a passenger taxi, indicated by markings 1.17 and (or) signs 5.16 - 5.18, respectively.

Until July 25, route vehicles could ignore the action of sign 3.27, i.e. stop in the area of \u200b\u200bits action. And this was not a violation of the rules.

Starting from July 25, public transport can stop in the area of \u200b\u200bthe 3.27 sign only at stops public transport, indicated by signs and (or) markings:

Also, taxi cars can stop in the zone of action of sign 3.27 if there is the following sign and (or) markings:

Table "Photo and video recording" with additional characters

Also, changes have been made to the rules for using the "Photo and video fixation" plate:

It was
8.23 "Photo and video recording". Used with signs 1.1, 1.2, 1.8, 1.22, 3.1 - 3.7, 3.18.1, 3.18.2, 3.19, 3.20, 3.22, 3.24, 3.27 - 3.30, 5.14, 5.21, 5.27 and 5.31, as well as with traffic lights.

Has become

8.23 "Photo and video recording". Used with signs 1.1, 1.2, 1.8, 1.22, 3.1 - 3.7, 3.18.1, 3.18.2, 3.19, 3.20, 3.22, 3.24, 3.27 - 3.30, 5.1 - 5.4, 5.14, 5.21, 5.23.1, 5.23.2 , 5.24.1, 5.24.2, 5.25 - 5.27, 5.31, as well as with traffic lights.

The essence of this innovation is that the list of signs is expanded, along with which a plate is used, warning about fixing violations in automatic mode:

When used with the indicated signs, the plate will warn the driver that cameras are waiting for him ahead, fixing traffic violations.

Example
For example, such a combination of road signs means that in locality an automatic camera is installed. In case of exceeding the permitted speed of 60 km / h, the driver will receive a fine.

Well, the following rule change can be attributed to the mysterious group:

It was
1.24.4 - duplication of the road sign "Photo and video recording" and (or) designation of road sections on which photo and video recording can be carried out; markup 1.24.4 can be applied independently;

Has become

1.24.5 - duplication of the road sign "Photo and video recording" and (or) designation of road sections on which photo and video recording can be carried out; markup 1.24.5 can be applied independently;

Renamed 1.24.4 markup to 1.24.5 markup. At the same time, the number 1.24.4 remained skipped and is no longer used. Why this is done remains a mystery. If you have any assumptions, write them in the comments to this article.

Hybrid car in traffic rules

Has become

"Hybrid car" - a vehicle that has at least 2 different energy converters (motors) and 2 different (onboard) energy storage systems for the purpose of driving the vehicle.

Clause 1.2 of the Rules introduces a new concept "Hybrid vehicle". Hybrid vehicles are vehicles that have two different engine and 2 different systems energy storage. (For example, if the car has an engine internal combustion and an electric motor, it belongs to hybrids.)

Please note that hybrid vehicles do not include vehicles with LPG (gas-cylinder equipment), because in the case of LPG installation, the only internal combustion engine that runs on two types of fuel remains in the car.

Electric car in traffic rules

Has become
"Electric vehicle" - a vehicle driven exclusively by an electric motor and charged using an external source of electricity.

Another concept added to clause 1.2 is electric vehicle. In this case, we are talking about cars that have only an electric motor (or several electric motors). Currently, the number of such cars in Russia is small (from several dozen to several hundred units are sold per year). However, lawmakers appear to be planning to make electric vehicles more popular.

New signs for electric and hybrid vehicles

2 new ones are introduced for hybrid and electric vehicles road signs (plates):

It was
Plate 8.4.1 extends the action of the sign to trucks, including those with a trailer, with a permitted maximum mass more than 3.5 t, plate 8.4.3 - on cars, as well as trucks with a maximum authorized weight of up to 3.5 tons, plate 8.4.8 - for vehicles equipped with identification signs (information plates) "Dangerous goods".

Has become

Plate 8.4.1 extends the validity of the sign to trucks, including those with a trailer, with an authorized maximum weight of more than 3.5 tons, plate 8.4.3 - to passenger cars, as well as trucks with an authorized maximum weight of up to 3.5 tons, plate 8.4.3.1 - for electric vehicles and hybrid vehicles that can be charged from an external source, plate 8.4.8 - for vehicles equipped with identification signs (information plates) "Dangerous goods".

Please note that plates 8.4.3.1 and 8.4.15 apply to all electric vehicles, as well as to some hybrid vehicles. If the hybrid vehicle has the ability to recharge from an external source, then the effect of the labels applies to it. If the design is not provided for recharging, then the signs on the car do not work.

In addition, a new service mark is being introduced, which will also help to orientate drivers of electric and hybrid vehicles, with the possibility of recharging:

Has become

7.21 "Gas station with the ability to charge electric vehicles."

New concepts of "Safety Island" and "Dividing Line"

Consider also a few small changes made to the traffic rules:

It was
"Safety island" - an element of road arrangement dividing traffic lanes opposite directions (including lanes for cyclists), structurally highlighted by a curb above carriageway roads or designated by technical means of traffic control and designed to stop pedestrians when crossing the carriageway. A safety island may include a part of the median strip through which a pedestrian crossing is laid.

Has become

"Safety island" - an element of the road arrangement separating traffic lanes (including lanes for cyclists), as well as lanes and tram rails, structurally highlighted by a curb above the carriageway or marked by technical means of traffic management and intended to stop pedestrians when crossing the carriageway. A safety island may include a part of a median strip through which a pedestrian crossing is laid.

Previously, a traffic island could only separate traffic lanes in opposite directions. Starting from July 25, 2017, the phrase “opposite directions” is excluded from the rules, i.e. islands of safety will be able, among other things, to separate the passing lanes. In addition, traffic islands can also be used between car lanes and tramways.

It was
"Dividing strip" - an element of the road, structurally and (or) using the markings 1.2, separating adjacent carriageways and not intended for movement and stopping of vehicles.

Has become

"Dividing strip" - a road element, structurally and (or) using markings 1.2, separating adjacent carriageways, as well as the carriageway and tram rails and not intended for movement and stopping of vehicles.

The concept of a "dividing strip" has undergone similar changes. Now the dividing strip will be able to separate not only the carriageways, but also be located between the carriageway and tram tracks.

Replacement of technical regulations

It was
Note. The designation of the vehicle category in this paragraph is established in accordance with Appendix No. 1 to the technical regulation on the safety of wheeled vehicles, approved by the Government of the Russian Federation of September 10, 2009 No. 720.

Has become

Note. The designation of the vehicle category in this paragraph is established in accordance with Appendix No. 1 to the technical regulation of the Customs Union "On the safety of wheeled vehicles", the decision Commission of the Customs Union dated December 9, 2011 N 877.

Another small change was made to the list of faults and conditions under which the operation of vehicles is prohibited. Previously, the text of the document used a link to technical regulations "On the safety of wheeled vehicles", which has not been valid for 2.5 years (since February 19, 2015). The updated text of the traffic rules will use a link to the current technical regulations of the Customs Union.

From April 2017, they will begin They will touch on the rules for the transportation of children, including organized, the requirements for novice drivers, replacement of a driver's license and changes speed mode for motorcyclists on motorways.

New rules for drivers with less than two years of experience

From April 4, 2017, changes and innovations in the traffic rules come into force, according to which drivers with less than two years of driving experience will be subject to additional fines and acquire some restrictions on the road:

It is forbidden to carry passengers to novice motorcyclists and moped drivers;

It is forbidden to drive machines with dangerous, heavy and oversized cargo;

Only drivers whose driving experience is 2 years or more can tow the vehicle.

Rules for the carriage of children

Now, in accordance with the rules of the road, it is necessary to submit a notification about the organized transportation of groups of children on buses. This can be done remotely via the Internet. The procedure is detailed in the order of the Ministry of Internal Affairs of Russia dated December 30, 2016 No. 941:

The notification is submitted to the district traffic police department at the point of departure, in the absence of a branch - to the traffic police department of the territorial body of the Ministry of Internal Affairs for the subject;

The document must contain reliable information about the carrier, data of the driver, bus, person who submitted the notification;

The deadline for submission is set - at least 2 days before the start of the trip;

After that, the vehicle, on which the children will be taken, and its driver will be checked for administrative violations.

In addition, since April, the use of child car seats has become unnecessary for transporting children under 12 years old. Instead, you can use clamps, boosters, adapters and other devices that meet the requirements of the technical regulations of the Customs Union.

Replacement of a driver's license and other innovations

From April 4, 2017, it will be possible to change rights on its own initiative without explaining the reasons and the expiration of the previous certificate. The new rights will also be valid for 10 years. These amendments were made to the Decree of the Government of the Russian Federation No. 326 of March 23, 2017.

Also, the new rules remove the previous speed limit for motorcycles on highways (previously it was 90 km / h, now - 110 km / h).

We add that now, according to traffic rules, the absence of identification signs (speed limit, spikes, transportation of children, deaf driver, road train, training vehicle, bulky cargo, slow-speed vehicle, long vehicle, dangerous cargo, novice driver) will bring problems to motorists with traffic police officers and lead to to the imposition of a fine.
