What is the base rate?

The cost of the MTPL policy is calculated based on a number of fixed variables, the main of which is the so-called base rate.

The base rate is understood as a statutory amount, on the basis of which the cost of the policy is subsequently determined by applying various coefficients. The base cost is the same for all citizens of the country, regardless of the region, driving experience and other individual parameters. The only parameter that is taken into account when calculating the base rate is the form vehiclefor example, for a truck, this figure is 1.5 times higher than for a passenger car.

According to the law (No. 40-FZ of 25.04.2002), all the powers to regulate basic tariffs are vested in the Central Bank of the Russian Federation. Since the introduction of the first CMTPL rate in 2003, it has remained unchanged for a long time. Determining its value, the regulator was primarily guided by the principle that the amount of money collected by companies from the sale of policies should exceed the cost of paying insurance premiums.

The first increase in the base tariff occurred in October 2014. It was due to the fact that for many years, during which the rate did not change, while the economic situation has changed significantly, and taking into account inflation, the funds received by organizations from the sale of policies simply ceased to be enough to cover payments for insured events. As it turned out later, the new prices did not last long, and their increase was one of the urgent measures to stabilize the auto insurance market. A full-fledged revision of prices and the establishment of new base rates for the CMTPL policy from April 1, 2015 at the time of publication of the Central Bank of the Russian Federation directive No. 3604-U.

Tariff corridor from April 01, 2015

According to the above-mentioned instructions of the Central Bank of the Russian Federation, instead of a fixed base rate, a so-called tariff corridor was introduced, which allows companies to use any amount in the range from 3,432 to 4,118 rubles for the initial calculation of the policy cost. This decision was made based on the following considerations:

  1. To create competition in the OSAGO market, and as a result of competition to improve the quality of car insurance. When the rate was a fixed amount, the offers of most companies differed little from each other, and the battle for customers was mainly at the advertising level, since more serious steps in this direction were impossible due to the clearly stipulated limitation in the price of the policy.
  2. Provide insurance organizations with flexibility in terms of pricing for different categories of clients (individuals, individual entrepreneurs, pensioners, etc.) and different regions.

At the moment, it cannot be said that the measures taken are working effectively, since the price corridor is practically not used. Due to the long term of the previous tariff system, the sale of OSAGO policies was a loss-making enterprise for many companies. In this regard, insurance organizations simply increased prices, relying on the cost calculation for a new maximum permissible rate of 4,118 rubles (for example, Renaissance Insurance, Consent, Uralsib set such a rate in all regions of the Russian Federation, and SOGAZ, Ingosstrakh, VSK, AlfaStrakhovanie, RESO -Warranty in most regions).

How does the price band work in practice? Suppose you have a standard 120 hp car. The owner of the car (over 22 years old) lives in Moscow, has a driving experience of over 3 years, and has not previously been insured. Depending on the base rate, the price of an annual policy for a given vehicle can range from 8,236 to 9,883 rubles, that is, the difference is almost 20%.

It should be noted that with the introduction of the order, not only the total cost of the policy increased, but also the maximum amount of insurance payments. If earlier it was 120 thousand rubles for compensation for damage caused to property, and 160 thousand rubles for compensation for harm to life and health, then in 2016 the maximum payment limit would be increased to 400 and 500 thousand rubles, respectively.

Together with the adoption of the law on new tariffs, the Central Bank obliged all insurance companies post and promptly update relevant information about the cost of the policy on their websites and online calculators. In addition to the new tariff rate, the Central Bank's decree also provided for a change in regional coefficients. This parameter is determined for different regions based on the degree of road congestion and the average accident rate in the area. The highest coefficient was established for such cities as Murmansk, Chelyabinsk - 2.1; Kazan, Perm, Tyumen, Moscow, Surgut - 2. The cheapest new insurance will cost residents of such regions as the Chechen Republic, the Republic of Dagestan, Kalmykia, Crimea, the Trans-Baikal Territory - a coefficient of 0.6.

Prospects for price liberalization

In the future, PCA plans to gradually liberalize the tariff system. Moreover, a special working group has already been created, whose task is to develop a new system with free prices for an insurance policy, set by the companies themselves.

According to PCA representatives, the introduction of free tariffication will create real, and not imaginary, competition in this area. At the same time, the organization, together with the Central Bank, plans to continue to exercise control over the pricing policy of insurers, in particular to monitor its economic feasibility.

Despite such assurances, vehicle owners are afraid of an even greater increase in prices for OSAGO. One way or another, at the moment all work in this direction is in the initial stage, and the specific timing of the introduction new system was not announced.

Change in base rates for compulsory motor third party liability insurance

In the fall of 2014, a decree was issued to increase the base rate for compulsory motor third party liability insurance. It was due to the fact that such a long preservation of the base rate of car insurance, in the end, made compulsory car insurance unprofitable for insurers. And even later, there was an increase in the base tariff for OSAGO since April 2015. These changes have led to the fact that the base rate of OSAGO from April 12, 2015 increased by about 40%. That is, the basic coefficient of OSAGO since 2015 represents more than one strictly fixed amount. Now the maximum and minimum base rate for OSAGO is introduced in the amount of 20% of the rate. The head of the ARIA, Igor Yurgens, in a comment to TASS refrained from forecasting when to expect the tariffication of OSAGO according to the new principles. In theory, everything can be done in a few days, he said. However, the Central Bank of the Russian Federation notes that a number of legal issues are associated with the liberalization of the "auto civil liability" tariff. To this we add that Russian officials are not inclined to the speed of innovations. However, the cost of OSAGO 2016 may change dramatically. As recently reported to TASS in the All-Russian Union of Insurers, the head of the Central Bank of the Russian Federation, Mrs. Nabiullina, clearly expressed her consent to the liberalization of the tariff for "car insurance". And she even offered auto insurers to prepare a "road map" for the transition to a free tariff.

According to experts, the changes will increase competition among insurers, which will lead to lower tariffs.
