Car scrapping terms and conditions. How to hand over a car for recycling with maximum benefit: step by step instructions

Conditions for car recycling in 2019 according to the requirements state program the exchange of old cars for new ones have undergone minor changes compared to the previous year. The main innovation was the admission to the disposal of almost all vehicles, with minimum requirements for the period of ownership and year of production. In this case, the mileage technical condition, make and model, country of assembly do not matter.

The program includes almost all types of equipment, with the exception of certain categories special transport and tractors. So, you can get a certificate of compensation compensation for the purchase of all types of cars, SUVs and light trucks, medium-tonnage and heavy equipment, minibuses and specialized modes of transport.

The terms and conditions of the car scrapping program in 2019 at the time of this writing are valid until the first quarter of this year, then the Government of the Russian Federation will resolve the issue of extending the validity and the corresponding requirements of state subsidies for the development of the Russian automotive industry.

The timing of the 2019 car scrappage program will be determined by the Russian Government for at least one year. According to the President, the Prime Minister and the persons responsible for the implementation of the program, the state is not going to stop subsidizing the exchange of old cars for new ones, considering the project relevant and in demand among the population.

Car disposal conditions

If the question is until what date the exchange of old cars for a certificate of compensation will last, the car scrappage program of 2019 does not currently give an unambiguous concrete answer, but its conditions have already been determined.

The main condition for disposal: the machine has all the units and documents in order.

To dispose of an old car in 2019, the owner must provide the following documents to the dealer showroom:

  • passport of a citizen of the Russian Federation (vehicle owner);
  • the passport vehicle;
  • certificate of deregistration of the vehicle with the traffic police;
  • the act of handing over the vehicle to the utilizer.

The original or copies of documents to be presented to the dealership are determined depending on the auto exchange format chosen by the owner of the car being disposed of (recycling or trade-in).

Requirements for vehicles under the recycling program

In accordance with the terms of the federal car recycling program in 2019, mandatory requirements for a vehicle handed over for scrap have been determined in Russia.

Scheme of requirements for accepting cars for scrap.
  • availability of documents establishing the right to own a car;
  • complete technical base Vehicle with all units and assemblies;
  • the car must be owned by the owner for at least six months.

The law provides for the possibility of presenting to a recycled vehicle additional requirementsinstalled by the dealership. Also, the representative office of car manufacturing plants can mandatory conditions participation in the program include a clause on the need to dispose of the vehicle exclusively in recycling companies included in their own list.

The recycling program may not be available to owners of old cars for the following parameters:

  • non-compliance of the vehicle with the conditions of the federal program or the proposal of the dealership;
  • lack of citizenship Russian Federation;
  • false documents provided for the vehicle or inappropriate technical base of the car, deliberately completed from different models and brands;
  • the car is completely new, or bought on lease, credit, bank installments and at the time of disposal is pledged to the bank.

The refusal to provide a discount by the dealership is determined by it independently and may have no reasoned reason, since the format of mutual cooperation between the dealership and the car owner is not regulated and is exclusively in the contractual plane.

Discount rate for the recycling program

Before deciding on the disposal of a car, you need to make sure that the desired vehicle, which the owner plans to purchase to replace the old one, participates in the recycling program or Trade-In. Compensation certificates often apply to specific car models, each with its own maximum discount.

The minimum threshold of monetary compensation for the purchase of a new car to replace a scrapped vehicle depends on the car manufacturer and the scrapping format (program or Trade-In). So, the VAZ company offers minimum amount discounts of 20,000 rubles, while the maximum amount of compensation compensation is 80,000 rubles.

A valid certificate for a discount under the recycling program can reach a maximum of 600,000 thousand rubles, is offered by Mitsubishi partner dealerships and applies exclusively to Mitsubishi cars Pajero sport.

On average, the size of the compensation compensation varies from 50,000 to 350,000 thousand, depending on the purchased car. The discount will be valid only in a specific dealership, and its size is determined on an individual basis. Often, the owner of a scrapped vehicle is offered participation in special promotions, which, if additional requirements are met, imply more favorable conditions for purchasing a new vehicle.

Conclusion

In conclusion, it should be noted that the car recycling program in Russia will continue to operate in the coming years. State subsidies for auto manufacturers located in Russia allow to remove hazardous and faulty vehicles from the roads, replacing them with new, safer and more comfortable vehicles.

During operation, any car wears out, as a result there comes a moment when it becomes unprofitable to repair it, it is necessary to purchase new model... For this purpose, you should use the opportunities provided by the recycling program. To buy a car under the recycling program in 2019 means to become the owner of a car purchased with substantial discounts.

In order to maximize favorable terms to become the owner of a new vehicle, you must clearly understand how the recycling program works. It was first tested in 2010 and has been improved annually since then. Its main tasks are:

  • increase in sales of cars produced domestic producers, as well as enterprises owned by foreign companies, but operating in the territory of the Russian Federation;
  • increasing traffic safety due to the termination of the operation of vehicles with a high degree of wear;
  • improvement of the environmental situation by reducing emissions of exhaust gases into the atmosphere.

Those citizens who would like to become the owners of a used car can resort to the services of car dealerships, some of them practice such sales within the trade-in system, when the cost of a rented car is taken into account when buying a car selected in the salon. However, it should be borne in mind that the specialists of the salon will estimate the rented car significantly lower than its market value, therefore such a deal will not be very profitable.

State car recycling program in Russia

It is obvious that technological progress is dramatically changing the content and appearance of our life. Private car, which was once an unattainable dream for many, today serves faithfully in almost every family. But after serving the due date, it invariably becomes outdated. And there are a lot of such old cars in the hands of Russian owners.

Over time, such "junk" becomes a headache for the car owner (the car cannot serve, but it is a pity to throw it away, and not so easy), a considerable threat to the environment (leakage of fuels and lubricants, rust, decay of chemical components) and unaesthetic obstruction of the surrounding space.

History of the state program for the recycling of old cars in Russia

It was necessary to somehow deal with the growing iron car material, and the government of the Russian Federation proposed an alternative solution in 2010 - a well-thought-out and developed action plan for how profitable and painlessly it will get rid of old car... This program was aimed at performing important tasks:

  • clearing the area from automobile rubbish;
  • activation of the car market;
  • support of the domestic auto industry.

2010 was an unusual innovation, it started on March 8th and offered unexpectedly favorable conditions to car owners. First of all, this is the issuance of a cash subsidy to the owner of the car, in the amount of 50 to 90 thousand rubles for the purchase of a new car.

For those years, it was a huge compensation, and thousands of owners of old cars took advantage of it. With the rise in prices for domestic cars, the program underwent stagnation and oblivion, and in 2014 it was finalized and resumed.

New conditions of the Car Recycling Program have become attractive to many car owners

Since 2014, the Russian government has not only allocated a lot of money for this project, but also supplemented it with profitable and convenient touches:

The car recycling scheme has been greatly simplified and today it looks like this:

  1. The owner of the old car removes it from the traffic police register;
  2. Delivers a car to a dealer participating in the program;
  3. A contract is drawn up for the disposal of the machine;
  4. The owner is issued a document on the actual disposal;
  5. The owner chooses a car dealership where he purchases new car with discount.

For stimulation russian market the automotive industry, as well as with the aim of renewing the country's vehicle fleet, the government of the Russian Federation has launched the next stage of recycling old cars. It's no secret that we have quite a lot of cars that cannot be called such. Some of them rot in the yards, some continue to drive on the roads, threatening to crumble at any moment right on the go.

History of the state car recycling program

For those who are not familiar with this program, we will explain: under this program, the owner of an old car can return it when buying a new one, and at the same time receive a discount of 50 thousand rubles. Quite a good supplement for a piece of old iron, and an argument to think about replacing junk with a normal vehicle. The program is valid not only when buying domestic car, but also applies to a number of imported car brands that are produced in Russia.

The first stage of car scrapping, launched back in 2010, showed that this experiment is fully justified. Then the quota of 200 thousand cars sold out at lightning speed, and the program was extended until the end of 2011. At this stage, AvtoVAZ was the winner - almost half of the cars of this manufacturer sold in 2010 accounted for the recycling program.

Initially, the owner of the old car, who decided to hand it over under the program, had to pay the dealer a fee of 3 thousand rubles for recycling, as well as pay income tax (although it was later canceled).

Recycling program 2017

The current wave of scrappage in 2017 has greatly expanded the opportunities for car owners. You can hand over cars over 6 years old (before that the minimum threshold was 10), not only cars (compensation amount from 40 thousand), but also trucks (compensation up to 350 thousand). You can use the discount when buying a car, truck and even a bus.

If you have been thinking for a long time about the fact that it would be worth buying a brand new car instead of an old one, perhaps the recycling program 2017 is exactly what you need.

Any used car is an inconvenient burden for its owner's budget! After all, until the car is removed from the register, it is an object transport tax... In addition, the maintenance of the machine itself, whose service life is many years, is fraught with serious financial losses. And, if such a car is not of interest to collectors, it is best to send it for recycling, for which there is a car recycling program.

IMPORTANT! The recycling fee for "cars" in 2018 was increased by 87-125 percent. It depends on the volume of the engine.

Why does the state need a car recycling program?

Is the service working now in 2019?

The start date of the program called "Car Recycling", initiated by the state, is considered March 2010. The essence of the program was to pay everyone who voluntarily handed over their old car, subsidy. However, there were plenty of people who wanted to use the recycling of vehicles, and therefore the program lasted until December 2011 - too many budget money was wasted during this time, especially during the summer of 2011! But, nevertheless, despite the recognition by the Government of the Russian Federation of the program as ineffective, its reopened in September 2014- the state interest prevailed and everyone was able to dispose of the car again.

What's the interest?

The interest of the Government of the Russian Federation in its own program was caused at first by the need to stimulate the supply of new cars. russian production, and then, in order to generally increase the demand for cars russian assembly regardless of the brand, the price of which should gradually decrease. It is for this purpose that the recycling program was introduced so that everyone could hand over their car. In addition, there is an additional goal, which few people remember and think about: stimulating the sale of new cars inadvertently leads to an increase in the cost of their insurance and to an increase in the amount of transport tax that is levied on each horsepowerconstituting the engine power.

Well, as a "bonus" - such a program helps to remove old cars from the streets that have not been used by their owners for a long time. Indeed, over the years of the utilization program's existence, the number of abandoned vehicles has significantly decreased, including trucks.

And what does such a recycling program for old cars give an ordinary car owner? First of all, the opportunity to buy a new car on favorable (relatively favorable) terms!

What is the recycling program?

Infographics - car recycling

The recycling program of old cars includes two areas of its implementation:

  • an exchange program operating on the "trade-in" system, i.e. taking into account the cost of the vehicle handed over to the dealer against the purchase of a new one;

  • elimination of old cars with a discount for buying a new car.

If not trade-in, then liquidation - cars along this path are sent to scrap and remelted

In both cases, the amount of "remuneration" will fluctuate depending on the model of the purchased car and on the type of utilization program, but within the general limits it will be from 50 to 350 thousand rubles. In addition, discounts when buying a new car through the "trade-in" system and on disposal are provided only for cars that are assembled at Russian car factories, including foreign brands. In particular, at the moment in the territory of the Russian Federation there are more than 400 factories where cars are assembled - UAZ, VAZ, GAZ, Skoda, Nissan, and others. Therefore, both domestic brands and imported models that are assembled in Russia, in particular:

  • Audi - when buying an Audi A8, a trade-in discount is 150 thousand rubles, and for an Audi Q5 model - 80 thousand rubles;
  • BMW - for example, when purchasing a BMW X6 model in 2019 through the trade-in system, a discount of 80 thousand rubles is offered, and for a BMW X1 - 50 thousand rubles;
  • Peugeot - a discount of 100,000 rubles is provided for the purchase of a Peugeot Boxer model through the trade-in system, and, for example, for a Peugeot 301 model - only 60,000 rubles;
  • but the “Ford” concern participates in the program of liquidation of old cars, and in the “trade-in” program. So, for example, when purchasing the model " Ford Fiesta"Is provided 93 thousand rubles, and for" trade-in "- 40 thousand rubles.

In order to actually realize the specified discount, you should contact any official representative of the auto concern in which the new purchase will be made. At the same time, each carmaker can additionally provide for its own conditions for disposal, for example:

  • Peugeot accepts cars with a mileage of no more than 160 thousand km and a service life of no more than 8 years. In addition, not every model can be bought from the concern at a discount - and you need to find out directly from the dealers;
  • ford extends the use of trade-in and scrapping discounts to just a few models - Transit, Explorer, Mondeo, Focus, Fiesta, Kuga, EcoSport. At the same time, cars that have passed on time are accepted for trade-in. maintenance, do not have serious damage and have complete set, what the model of this brand should be.

In addition, many dealerships accept vehicles for their recycling program different brands, but usually in good condition... Therefore, if the car owner hands over the damaged car, then the dealer decides on his own acceptance.

It is also worth noting that the recycling program involves not only carsbut also trucks, buses, light commercial vehicles and SUVs. For example, a discount is provided for the purchase of GAZ vehicles weighing over 7.5 tons under the trade-in system of 300 thousand rubles, and under the liquidation program - 350 thousand rubles.

What needs to be done to participate in the recycling program?

First of all, you need to check with the official dealerships about their participation in the program and its conditions. Further, the buyer to purchase a new car assembled in Russia on terms of recycling (not trade-in) will need:

  • provide all documents of title to the car, confirming the ownership of this vehicle for at least the last 6 months. In this case, the car itself can be of any year of manufacture and origin;
  • remove the car from the register at the traffic police in Russia;
  • to provide a fully equipped machine for disposal, i.e. so that she has seating available, dashboard, gearbox, battery, etc .;

You need to understand what a car, as in the photo, will not go through the recycling program, because it's just a piece of scrap metal

  • prepare a copy of the passport for the car with a note on the removal of the car from the traffic police registration, as well as a copy of the certificate of handing over the car for recycling. Or instead of a copy of the passport, an original certificate issued by the traffic police body is provided on the removal of the car from the register due to its disposal.

If the car participates in the "Trade-in" program, then the originals will be required from its owner:

  • Vehicle registration certificates.

In this case, the car itself, transferred under the "trade-in" program, must meet the following requirements:

  • any brand, year of issue and country of origin;
  • must be owned by a person who wants to take part in the program, at the time of his application for at least six months;
  • be registered with the Russian traffic police.

It should be noted that all of the above conditions are general, and in each specific case of handing over the car under the scrappage program, the conditions should be clarified with official dealers... For example, the period of ownership of a Ford vehicle must be at least the last 12 months, and for KIA - at least 6 months, etc.

Obligatory documents are also the passport of the owner of the recycled car and a document that certifies the transfer of the car from its owner to the utilization company - a certificate. This document is required when the vehicle is subject to liquidation. Only a copy of the document certified by a notary is provided.

In addition, not only can take part in the recycling program for old cars individualsbut also the organization. For them, the conditions for transferring cars are similar to those for ordinary citizens.

It is also worth noting that individual carmakers have launched their own recycling programs. Therefore, in order to take part in them, it is imperative to check the information with official dealers.

Program duration

The utilization program has been prolonged more than once and even interrupted in December 2011. But at the moment it will be valid until the end of 2019, but it will automatically stop when all funds allocated for the implementation of the program are exhausted. And this is almost 10 billion rubles. so in 2019 the program is still relevant, in addition to this, as we already wrote, you can always contact car salon any of the car manufacturers and find out what programs they currently have related to the exchange. Therefore, those who expect some innovations and simplifications from the car recycling program in 2019 will most likely be disappointed, because nothing radically new is foreseen.

How do I hand over my car for recycling?

Let's repeat - which car is accepted for scrapping?

First of all, you need to choose a car dealer, to which the car owner is going to contact about the purchase of a new car and about the disposal of the old one. Moreover, you can only contact the dealer who takes part in the recycling program. It is to this person that the car is transferred. Employees of this dealership will be engaged in the removal of the vehicle from the traffic police register and in obtaining a certificate for the subsequent disposal of the car.

In order for all this to be possible, the car owner himself must:

  • issue a power of attorney for transfer to the disposal of your car. The power of attorney is drawn up at the dealership and it should indicate that all actions related to the disposal of the car are allowed;
  • simultaneously with the preparation of a power of attorney, an agreement must be concluded between the owner of the car and the dealer, according to which the car will be transferred to the dealer for safekeeping for its removal from the register and disposal;
  • then the power of attorney and the car itself are transferred to the dealer. The car owner is given a vehicle acceptance certificate;
  • after an employee of the dealership has handed over the car to an organization engaged in the utilization of vehicles, the former car owner is issued a recycling certificate, which serves as the basis for obtaining a discount when buying a new car. The utilization certificate must be of a strictly unified form, which is approved by the Ministry of Industry and Trade of the Russian Federation in order No. 10 of 01/14/2010. It is with this certificate that you can get a discount.

If you are recycling yourself, then you need to:

  • independently deregister the transport by presenting driver's license, passport, as well as title and vehicle registration certificate;
  • the traffic police will issue a certificate for disposal;
  • with this help, you need to go to the recycling organization. You can find its address yourself or check with the traffic police;
  • in this organization, a certificate is issued for the car being disposed of, the presence of which serves as the basis for obtaining a discount at dealerships when buying a new car. The form of this certificate is approved by the Ministry of Industry and Trade of the Russian Federation.

Nuances of the recycling program

The recycling program applies only to the purchase of new cars. Those. the discount received in the course of recycling or trade-in can only be spent on the purchase of a new, not used vehicle.

The possibility of receiving a discount under the scrappage program does not depend on which car is rented out, but depends on which car is purchased. Those. from that participates this model or not in the program.

If the car is scrapped (liquidated) before the start of the scrapping program, then you cannot count on a discount when buying a new vehicle, since the program applies only to those cars that were scrapped after its entry into force.

Only the owner of the car is entitled to participate in the recycling program. Anyone can go through the scrapping procedure with the appropriate power of attorney, but when buying a new vehicle, it will be issued to the owner of the scrapped vehicle.

If the owner of the car gives it to another person, then new owner will have to pay 13% of such a gift (provided that the donee and the donor are not close relatives). But even in this case, the new owner, most likely, will not be able to take part in the scrappage program - many carmakers have installed minimum term for possession of a scrapped car in 6 months. And some have more. And that means you have to wait.

These are the main carmakers offering recycling (or trade-in) programs in Russia. Dealerships in each city can also offer their programs. Such information must be found out specifically in each salon. Will they provide car scrappage services in 2019? Yes, they will, because it's profitable.
