Fog lights during the day. Is it possible to drive with side lights instead of low beam during the day? Punishment for high beam lighting in urban areas

I am glad to welcome everyone to our site! Today in the heading "" let's talk about the following: is it not a violation of traffic rules to use fog lamps (PTF) instead of daytime running lights (DRL) as well as low beam headlights.

You all know that according to clause 19.5 of the rules road traffic Russian Federation "During daylight hours on all moving vehicles for the purpose of their designation, dipped headlights or daytime running lights should be turned on. "In this regard, many motorists had counter questions, namely: is it possible to use dimensions, or PTF instead of DRL, and whether this will not be a violation of the rules that may entail a protocol and a corresponding fine.

Some motorists were not just confused, they were outraged and puzzled by the question why, in the daytime, turn on the running lights, and even more so the dipped beam? The fact is that studies have shown that, moving along the highway on high speeds Drivers respond better to vehicles with DRLs or dipped headlights on. This allows you to notice the approaching transport in time and perform the maneuver in time. In general, in one word, turning on the light during the day is aimed at reducing accidents that occur during the day.

With this sort of figured out, but what about the differences between DRL or side lights?

The problem is that the design modern headlights sometimes very seriously confuses car owners, who themselves do not fully understand that they have turned on the running lights or dimensions. Why is this so critical? Yes, because DRL is allowed to be used as a light source, this will not be a violation and will not entail penalties. What can not be said about the "dimensions" it is impossible to use them instead of daytime running lights, as well as dipped beam headlights! This is why this point is very important.

Why are side lights banned, what is wrong with them? The fact is that "dimensions", unlike DRLs, are used to designate vehicles in the dark, while in the daytime they are of little use. The light that they emit is not enough in the daytime, since it is very weak and invisible (power is about 5 watts), so it is forbidden to use them instead of low beam, as well as daytime running lights. Brightness according to GOST (GOST R 41.48-2004) should be in the range from 400 to 800 candelas.

It would seem that everything simply does not have daytime running lights - turn on your neighbor and live in peace ... But, not everything is so simple. The fact is that the constantly switched on dipped beam leads to premature failure of lamps, the price of which can reach several hundred dollars. In addition, it has been proven that the headlights increase fuel consumption (about 0.5 liters per 100 km), the cost of which has not made anyone happy lately ... In short, it’s not profitable to drive with your neighbor always on.

But what about protivotumanok, can they be used instead of low beam and DRL?

As it turned out, this question worries many and here's why. The fact is that not everyone has daytime running lights, as we found out, it is impossible to drive on the dimensions, and it is not profitable to turn on the neighbor from an economic point of view. But tumanki have mail for everyone, besides, they are less voracious in terms of energy consumption. But the question is whether it is possible to use PTF instead of DRL? The answer to this question can be found in the traffic rules.

p. 9.4. Fog lights can be used:

  • in conditions of insufficient visibility with close or high beam headlights;
  • at night on unlit sections of the road, together with low or high beam headlights;
  • instead of dipped headlights in accordance with paragraph 19.5 of the Regulation.

The only caveat is that on some cars tumanki work exclusively together with low beam headlights, so many refuse such an alternative to daytime running lights.

Let's sum up

As you can see, there is a way out. You can ride a close one if you don't worry too much about the fuel consumption and the destruction of the lamp life. You can also use PTFs if they are installed on your car, this will not be a violation of the rules and you will not have any questions from the inspectors. The third option is to install daytime running lights. DRL consumes significantly less energy compared to dipped headlights, as well as PTF, while they shine brighter than the dimensions and are clearly visible at any time of the day - therefore, they are the most profitable and acceptable option!

Driving with one faulty headlight or headlamp is a fairly common occurrence on russian roads... This is due to partial or complete breakdown of the electrical wiring.

They sin like cars domestic production, and produced jointly with foreign manufacturers.

In Renault Logan, which is so fond of Russian motorists, the fuse, which is responsible for the high and low beam headlights, as well as dimensions, often flies.

It is good if the owner of the vehicle noticed the lack of light in time or prompted the drivers of oncoming cars, carefully signaling with flashing headlights. If not, then the result is the same - a wave of the traffic police inspector's wand, drawing up a protocol and a receipt for payment for the violation.

To what extent do the representatives of order on the road subscribe? According to article 12.20 of the Administrative Code, punishment for traffic with headlights off entails liability in the form of a monetary penalty in the amount of 500 rubles.

Administrative Code of the Russian Federation, Article 12.20. Violation of the rules for using external lighting devices, sound signals, alarm or an emergency stop sign

Violating the rules for using external light devices, sound signals, emergency signaling or emergency stop sign -
shall entail a warning or the imposition of an administrative fine in the amount of five hundred rubles.

ATTENTION!In fact, if the violation was committed for the first time, the inspector may limit himself to a verbal warning.

Very often, a breakdown in the wiring occurs on the track, while moving from one point to another. What to do in such cases, especially in the dark?

According to the rules of the road, if only one headlight has burned out, you can continue driving with the utmost caution. Repair of electrical wiring or replacement of a light bulb must be done in the first settlement that you meet on the road.

If, while following the highway from one point to another, the right headlight suddenly burns out, move the work lamp into it from the left. Do this in order to comply with more than your own safety.

Can I drive fog lights without dipped beam?

Very often, drivers do not know whether it is possible to use additional lights in the city or when entering the federal highway.

The law clearly regulates this moment of traffic rules (clause 9.4).

PTF (fog lights) can be turned on at night, as well as in poor visibility conditions on the road. Punishment for not turned off PTF in the village is not provided for by law.

They can be used both day and night, on the highway or in the city. In short, if it seems to you that there is not enough visibility on the road, or, on the contrary, there is enough visibility in abundance, calmly turn on the foglights and continue driving.

IMPORTANT! PTF can be used as additional lighting, and the main one (with and without low beam) - depending on visibility, and also as a replacement for other lighting. There is no penalty for such driving.

What is the penalty for non-included headlights?

A few years ago, driving without permanently on near headlights was considered the norm on the road and was not considered an offense, respectively, no punishment was provided for it. Since 2010, the situation has changed: according to article 12.20 of the Administrative Code, it is forbidden to move without the lights on 24 hours a day.

This forced measure was borrowed from foreign colleagues and led to a reduction in road accidents. However, not only the requirement to move with the headlights on, but also a number of other factors contributed to the reduction of road accidents: repaired roads, a ban on drunk driving, etc.

Nevertheless, many traffic police inspectors note considerable merit in reducing the accident statistics precisely due to the requirement to turn on the headlights before moving on the road.

Driving without low beam during the day

When you start driving, turn on the low beam headlights no matter what time of day you are moving.

A fine for driving without dipped beam during the day is 500 rubles. You will not be fined if the violation was committed for the first time (the traffic police inspector may limit himself to a verbal warning).

High beam in the city

A fine for a high beam in the city bears an administrative penalty of 100 rubles, as it is a violation, in this case, of the rules for using lighting devices.

Such requirements for daytime running lights are due to the fact that the high beam in the city dazzles oncoming drivers, which can lead to an emergency on the road.

Do not turn on the main beam headlights when driving in a village. By dazzling the driver in oncoming traffic, you create a threat to the life and safety of other people!

Riding with one headlamp

What is the penalty if one low-beam lamp is off and can you continue driving in this case? The traffic police inspector, if he notices, will almost always stop the “one-eyed” driver and issue a fine of 100 rubles.

If you don’t feel sorry for the time, you can try to challenge this administrative penalty within 10 days after the decision is made. But before doing this, you should ask yourself - is this correct?

IMPORTANT: After all, by not following the rules on the road, you thereby create emergency both for yourself and for oncoming drivers.

However, if we speak within the framework of the law, then in this case it is very contradictory. On the one hand, it seems like you can move to your destination with damage to the lighting devices, taking precautions by turning on the emergency lights.

In fact, when a traffic police officer stops a car, the driver rarely manages to leave without. So, if it seems that the inspector was unfair to you, you can try to challenge in court the imposition of an administrative penalty in the form of a monetary penalty.

How can traffic police officers prove this offense?

The traffic police officer who stopped you and issued a fine for a high beam in the city always refers to the law, in this case (when proving a violation when driving with one headlamp) on Art. 12.20 of the Administrative Code.

You can appeal the protocol in court within 10 days, informing the circumstances of the offense as follows.

It should be written in the statement that the headlamp burned out when leaving. Be sure to indicate that you have checked all lights before driving, and lighting devices were in perfect working order.

In fact, the rules do not prohibit driving with one switched off (faulty) headlamp during the day or with sufficient lighting. Therefore, the official representative on the road had to issue only a verbal warning.

Is it possible not to bring the matter to a fine? When the inspection officer stops, try to politely explain that you are moving to a car service to fix a malfunction. Explain to the traffic police inspector that when you got behind the wheel, the lights were in perfect order.

REFERENCE: Show that you know the Traffic Rules by convincingly referring to Art. 12.20 of the Administrative Code.

As practice shows, in 90 percent of all such cases, the traffic police inspector releases the driver, giving a verbal warning, since not everyone wants to write out a protocol because of the insignificant amount of 100 rubles, knowing that later the administrative penalty can be challenged in court.

What if the article is incorrect?

Not often, but it happens that the traffic police inspector writes out a fine for a faulty headlight in the amount of 500 rubles, referring to, which says that it is impossible to move or drive vehicles with faults that prohibit the operation of the machine.

In this case, the actions of the traffic police inspector are illegal. It would be advisable to refuse to sign the protocol or to indicate in the place of signature “I do not agree”, and then appeal the decision in court. However, whether it is worth spending your time on it is up to you.

In short, driving a car with partial or complete malfunction of lighting devices most often entails an administrative penalty in the form of a fine - a monetary penalty in the amount of 100 to 500 rubles.

Check the car carefully before leaving in order to avoid the close attention of the traffic police.

Ukrainian drivers are probably already well aware that, according to clause 9.8 of the SDA, from October 1 to May 1 on all motor vehicles when driving outside settlements daytime running lights must be switched on, and if they are absent in the vehicle structure - dipped headlights. At the same time, the well-known domestic human rights activist, author of the books "100 arguments against traffic police fines" and "Karavaev's arguments against traffic police fines" Vladimir Karavaev asserts that of this paragraph Of the rules, Ukrainian drivers can use "fog lights" instead of dipped headlights. In particular, this is provided for in paragraph 4 of Art. 32 of the International Convention on Road Traffic, which states that "Fog lights can only be switched on during thick fog, snowfall, heavy rain or similar conditions, as for the front fog lamps, they can also be used instead of passing lamps." Volodymyr Karavaev recalled that Ukraine joined this Convention back in 1974.

In turn, the domestic traffic police insists that "fog lights" are not suitable for fulfilling clause 9.8 of the SDA. According to Colonel Vasily Bryantsev, the head of the legal support department of the State Traffic Inspectorate, the Ukrainian Rules contain a strict rule - "daytime running lights must be turned on, and if they are absent in the vehicle design, dipped headlights must be on" That is, there are only two types of light lights, but the use of fog lights in this case is not provided for by our traffic rules.

Whereas the Convention declares a softer requirement - "... fog lights can also be used instead of passing lamps." Vasily Bryantsev insists - despite the fact that the Convention has supreme legal force in relation to our Rules, traffic police officers control the implementation of Ukrainian traffic rules by domestic road users and fine for their violation. If the drivers drive outside the city with the "fog lights" turned on instead of the dipped headlights, the inspectors will bring them to justice, in accordance with Part 2 of Art. 122 of the Administrative Offenses Code of Ukraine for "Violation of the rules of using external lighting devices by drivers of vehicles", which provides for a fine in the amount of 425 to 510 UAH.

Do not support the idea of \u200b\u200busing fog lights instead of dipped headlights to highlight vehicles in the daytime and leading Ukrainian automotive journalists... So, according to the deputy editor-in-chief of the Autocentre magazine Yuri Datsyk, the issue of using fog lamps as running lights or dipped headlights is rather controversial, since these light sources are designed to perform very different functions. Thus, fog lights installed in the lower part of the bumper or under the bumper provide illumination of the road with a directional beam, which should not rise above the horizontal axis of the headlight. This was done on the basis that in most cases, suspended micro-droplets of water that form fog are absent directly above the road surface at a height of somewhere up to 30 cm. It is in this gap that fog lights are located, which illuminate the road surface. If the rays of light are directed upwards, i.e. will enter the zone of high density of water microdroplets suspended in the air, due to the refraction of light in front of the driver's eyes an almost opaque white canvas is formed, which significantly impairs the visibility of the road.

Yuri Datsyk also explains that daytime running lights, on the contrary, should shine so that their bright ray of light shines not downward, but into the distance. At the same time, the axis of this beam should be parallel to the road, and the lighting sector should ensure good visibility of the running lights by drivers of all passing and oncoming vehicles. In the case of foglights, this cannot be achieved, since the downward beam of light is not always visible, for example, in bright sunny weather, for high-sitting drivers of trucks, buses and various construction and agricultural equipment.

Can I use fog lights instead of dipped beam during the day? There are no daytime running lights.

19.4.

19.5. During daylight hours, dipped-beam headlamps or daytime running lights must be switched on on all vehicles in motion for the purpose of their identification.

yes, I saw it somewhere, there were just doubts. I also ordered a lace for myself, so I will probably be able to enable this function soon! ... Well, if foglights are in the law!)

In accordance with the traffic rules, it is necessary and sufficient to turn on the daytime running lights during the day to indicate the vehicle in front.

All complete sets of Tig DRLs have!

Fog lights from the point of view of traffic rules are optional equipment of the car, as well as high beam headlights.

black_boom, in general, PTF cannot be turned on instead of a neighbor, like it is written in the rules, they can only be used in conditions of insufficient visibility, but we have all hammered into this and use PTF as they want

Howsky, show exactly where it is written in the traffic police that you can use PTF as running lights

decided that nefig xen burn around the clock, traffic rules allow

And that in the daytime you need to use DRL or low beam

Is it something else written

instead of dipped headlights in accordance with paragraph 19.5 of the Regulation.

This is, by the way, the PPC blinds in wet weather, here's the traffic rules for you :)

you are inattentive \u003d) everything was there

Particularly happy people are pumping xenon into the PTF.)))

I have a car of 2011 mod of the year, it doesn't. that's why I think. And it's really a pity to burn xenon. Here comes the ordered lace. I'll try to turn on the function: fog lights, like daytime running lights, and turn the power down to 60 percent.

Well, then I'll do it!)))

The middle one is better visible than fifty percent foglights. This is about security in terms of "Be visible!"

Yes, there is no talk of saving fuel. And talk about suckers - finally kindergarten, to be honest.

If you read the topic normally, it will become clear that in this case it is a pity to burn xenon during the day, which is several times more expensive than fog lights and halogen combined! And if you have a halogen, then this topic is not for you)))

The middle one is better visible than fifty percent foglights. This is about security in terms of "Be visible!"

Sand, I have a halogen, but I like it, and that's it! by the way, and the load on the generator is much less (but that's me, it's simple!) and even about suckers, it's not on this forum IMHO

or even put a blue flashing light!: D

Sand, I have a halogen, but I like it, and that's it!

The theme is just for those who have a halogen. And people with xenon have LED daytime running lights.

Generally, if what. I created a theme.

And, secondly, this is not the first time I say - I have xenon, but no LEDs!;)

IMHO this is the best option!)))

but did not see the point. the topic is not about that!)

serso, well, if you have daytime running lights, you don't need to bother with fog lights at all. : rolleyes:

I programmed the DRL through the PTF, set the power to 30%.

I do not accept any claims at my own expense! After all, there is a mirror dimming function and driving glasses! And about the ranks just do funny. King of the Hill?

Counter fogs set at 50% do not blind at all!

And if someone is blinded by something and at the same time annoying - you must stop driving. rolleyes:

DRL programmed through PTF

i have the same theme!

bad dancer (read to the driver) and fog lights interfere!)))))))

For the gifted, your foglights at normal times, not fog and rain, blind me

and in the fog and rain do not blind?: D

I have these "rules":

For the gifted, your foglights at normal times, not fog and rain, blind me in the rearview mirror.

During the day? I do not believe. At night in wet weather - PPC are reflected from wet asphalt agree.

Well, it depends on what kind of fog lights. Clean boys like to pump xenon in them. Well, they don't blind at all. Would decrease.

I have these "rules":

Dark / poor visibility \u003d near

Normal daylight \u003d fog lights

A bright sunny day \u003d DRLs, which I have implemented through "full-blown distant" (since rear dimensions in this case it is still not visible)

Yes, this is just hell in the dark. And you can't go anywhere if you're stuck in a traffic jam.

I say nothing for 50%. But if you want to, then I don't care. But I also don't see much sense in this action.

But often there is a desire for some PTF fans to break these same PTFs.

this is correct, here I agree 101%

In normal countries in winter, they are not transported by bicycle on the road

6 meter sewer pipes.

In the afternoon I think this is unnecessary.

In the evening and at night, PTFs highlight cyclists and

This is our country.

I don't understand this myself.

I bought the last car with self-made xenon headlights and foglights. I quickly redid everything, as it should be, xen sold it. well, you can't drive like that.)

I never fit into this.

In general, I am, I am nothing.

Ps and to save bulbs, you can turn off all the lights, and to save fuel, do not drive

Sometimes you go, you see such a chandelier and even the rear fog lights are on and you realize that either the chick is stupid, or a 20-year-old jelly who imagines himself a racer and believes that he can be seen better this way.

And if neither the first nor the second, and the rear fog lamps are turned off, and the front ones shine by 50% and do not bother anyone, but still something annoys you. then maybe there is something wrong with you. ;)

And as Lado correctly noted, with a link to post 2, the legality of using PTF instead of DRL is not prohibited.

1. It is corny that there is no desire to burn xenon during the day, it is known not to dim the brightness.

2. It's corny to reduce the load on the battery, already weak from birth on a diesel engine, you won't give a full load on xenon

3. If someone is blinded by a halogen PTF at 50-60% brightness during the day, and 100% xen in the near does not irritate - well, so as not to offend anyone, I will refer to self-hypnosis.

4. The headlight washer does not work, although I will probably switch it to a separate button.

5. Well, if you like - I like it more.

Do you turn it on at night?;)

By the way, and nobody is blind with the regular DRL from Fabia in PTF !?

DRL, I would say generally brighter than 50% counter-fogs! (IMHO)

Low beam, daytime running lights and fog lights before and after 20 November 2010.

Good afternoon, dear readers.

I think that you have already heard many times that from November 20, 2010, changes in the rules of the road come into force and that from this moment it will be necessary to use daytime Running Lights.

However, in this article I will not consider the changes in the rules for the use of lighting devices themselves. It will be about how you can use lighting devices before November 20, how - after this date.

Those. we'll talk about the best way to switch from driving with low beam off to driving with it on. Let me remind you that there are less than three months left before these changes to the rules come into force, so it's time to think about their study and implementation.

I warn you right away that in this article we will consider the use of lighting devices only in daylight hours.

Use of lighting devices before November 20, 2010

Currently, when driving during daylight hours, some categories of vehicles must include dipped headlights. This is evidenced by paragraph 19.5 of the traffic rules:

19.5. When driving during daylight hours, in order to indicate a moving vehicle, the dipped headlights must be turned on:

  • on motorcycles and mopeds;
  • when moving in an organized transport convoy;
  • on route vehicles moving along a specially designated lane towards the main traffic flow;
  • at organized transportation groups of children;
  • when transporting dangerous, bulky and heavy cargo;
  • when towing motor vehicles (on a towing vehicle);
  • when driving outside settlements.

Note that the listed vehicles must use dipped headlights. However, this does not mean that other vehicles cannot do the same.

The use of fog lamps is described in paragraph 19.4 of the road traffic regulations:

19.4. Fog lights can be used:

  • in conditions of insufficient visibility, both separately and with dipped or high beam headlights;
  • at night on unlit sections of the road, together with low or high beam headlights;
  • instead of the dipped headlights under the conditions provided for in paragraph 19.5 of the Regulation.

Notice fog lights can be used... Those. may or may not be used. Accordingly, even if your car is equipped with fog lights, you can never turn them on. Conversely, you can always drive with the fog lights on.

As for the daytime running lights, they are not mentioned at all in the current edition of the traffic rules. Well, since this type of lighting devices turns on simultaneously with the start of the car engine, then you do not need to remember about it at all.

Let's summarize. At present, during daylight hours, lighting devices should only be turned on on the vehicles listed in paragraph 19.5. The rest of the vehicles can also turn them on as needed.

Use of lighting fixtures after 20 November 2010

After November 20, 2010, the text of paragraph 19.5 of the road traffic regulations will be significantly reduced, however, the group of vehicles that it will cover will increase significantly:

19.5. During daylight hours, dipped-beam headlamps or daytime running lights must be switched on on all vehicles in motion for the purpose of their identification.

The dipped headlights should now be on on all vehicles and always. He also had an alternative - the use of daytime running lights, which are always on.

With regard to fog lamps, paragraph 19.4 has undergone minor changes:

19.4. Fog lights can be used:

  • in conditions of insufficient visibility with dipped or high beam headlights;
  • at night on unlit sections of the road, together with low or high beam headlights;
  • instead of dipped headlights in accordance with paragraph 19.5 of the Regulation.

Therefore, fog lights are also an alternative to low beam.

Let's summarize. After November 20, 2010, at least one of the listed lighting devices must be switched on on each vehicle: low beam, daytime running lights, fog lights.

Moving to new traffic rules

In this part of the article, we will consider how best to switch to the new traffic rules for drivers of various cars.

Most lucky owners cars with daytime running lights... They don't need to think about anything at all. They can ride under the same rules both before and after November 20.

Although, in fact, the situation of such cars will even improve, because they will no longer be required to turn on the dipped beam outside the city, when towing, etc.

That is, in such a car, you can just get behind the wheel and go without thinking about using lighting devices.

The same drivers whose cars not equipped with daytime running lights, it is recommended to switch to the new traffic rules as follows.

Approximately 10-15 days before November 20, 2010 i.e. On November 5-10, you need to start using the dipped headlights when driving during the day. Fog lights can also be used. The choice depends on your preferences.

If there are those willing, they can start using dipped headlights or PTF right now, the existing rules do not prohibit this.

Well, if someone wants, on the contrary, to pull to the last, then no one forbids waiting right until November 20, and only then start using the low beam.

Let's summarize. Owners of cars with daytime running lights do not need to think about changing paragraphs 19.4 and 19.5 of the traffic rules at all, while the rest should prepare themselves for the fact that starting from November 20, 2010, they will have to constantly keep the dipped beam on. You can turn on the dipped beam during the day and before this date.

Good luck on the road!

And how to make sure that our "Duma" does not adopt stupid laws, such as traffic with a mandatory light in the daytime, and even increase the fine for this "wild act"? This corrupts the traffic police inspectors. They smoke bamboo and carry out a plan for fines by catching gape of motorists. And for a minute, the fine is already 500 rubles. I specifically watched, not a single driver was given a warning, perhaps just because I watched (remember, for such a violation the fork is from a warning to 500 rubles). At the same time, they do not react at all to driving on the side of the road, although the fine is already much higher. Or have we again introduced tacit amendments to the traffic rules?

Some motorists forget to turn on the low beam during daylight hours. What is the penalty for this offense?

Six years ago changes were made to the traffic rules. All the car drivers are steel must move to the vehicle with the dipped headlights on, fog lights or daytime running lights at any time of the day.

Changes confirmed 19.5 SDA... As explained by the traffic police, the movement of a car on city roads and suburban roads with light makes the car more noticeable.

Driving without low beam

Some car enthusiasts forget to turn on the dipped beam when they start driving. It also happens that both headlights are damaged due to an accident or faulty wiring. Driving on city roads and highways with the headlights off is prohibited!

For driving with the dipped headlights off, an official warning issued by a traffic police officer or a monetary penalty is provided 500 rubles (Administrative Code of the Russian Federation - Article 12.20).

If a traffic inspectors notice car without included dipped headlights, daytime running lights or fog lights, such a vehicle will definitely be stopped... Is it possible to drive on foglights without dipped beam.

Fog lights may be used instead of dipped headlights in accordance with clause 19.5 of the SDA, i.e., including during daylight hours on all moving vehicles for the purpose of their designation.

The stop will happen and if the dipped beam was turned on in the line of sight of the car by the traffic police.

So that the driver is not imposed administrative penalty, should is always check low beam headlights and fog lights before driving.

Exist traffic regulations to daytime running lights, according to which it is required to check the performance before each start of movement.

Driving with one faulty light fixture

One lamp (headlight) of the dipped beam does not light up or is burnt out, will a fine be imposed in this case? There are times when by car one lamp in the headlights burns out, one fog lamp or one daytime running lamp... If a traffic police inspector stops a person driving a car and imputes a traffic violation to him, there are several options for the development of the situation.

In the Traffic Regulations ( paragraph 2, part 3.1) there are explanations of such situations, but it is so contradictory that it can be interpreted in both directions (driver and inspector).

  1. On-site replacement... If the malfunction can be eliminated within five minutes after stop, traffic police inspector has no right to impose a fine... It should be noted that if one lamp in the fog lamps has burned out or one daytime running lamp has burned out, you can turn on the dipped headlights. Thus, the malfunction will also be eliminated and the car owner will be able to continue driving without hindrance without imposing a fine;
  2. Driving to the place of fault elimination. Explaining correctly traffic police inspector the reason for driving with one unlit lamp, you can avoid punishment. If the light bulb burns out while driving and cannot be replaced on the spot, the person it is possible to drive the vehicle to the place of repair;
  3. Drawing up a protocol and imposing a fine.If the inspector begins to draw up the protocol, and the person driving the car, do not agree with the presented traffic violations , he does not have to sign the protocol... After all the documents and papers are handed over to the driver, within 10 calendar days necessary appeal the protocol in the local traffic police.

In the dark, drive a car with one inoperative headlight, fog lamp or one daytime running light can only while taking precautions while driving.

Attention should also be paid to point 3.3 in the list of faults in which driving is prohibited. It says about the prohibition of the movement of the car with the car lighting devices not working in the established mode. This clause is also governed by article 12.20 of the Administrative Code.

Lack of light is fine

What is the penalty for non-included headlights (driving without) dipped beam during the day? Regardless of what kind of violation a traffic police officer imputes to a motorist, he can make written warning or arrange protocol.

When taken out by the inspector written warning, administrative punishment for the vehicle owner not provided.

If the inspector is protocol offenses, the driver will have to pay an administrative penalty 500 rubles... The appeal is made within 10 calendar days by filing an application with the traffic police.

In the case when the inspector refers to the list of faults ( point 3.3), the car enthusiast faces written warning violation or monetary punishment - 500 rubles... There is also a fine for high beam in the city, it must be switched in accordance with traffic rules.

Punishment for high beam lighting in urban areas

Using high beam lighting within city limits with proper lighting roadway prohibited (19.1 SDA). If the vehicle is stopped on a lighted city road, when the car was moving with the headlights on, an administrative fine will be imposed on the owner. 500 rubles by 12.20 Administrative Code Russia.

Penalty for driving with one low beam headlamp

What is the penalty if one low beam headlamp is off? The penalty for driving with one inoperative dipped beam, fog lamp or daytime running light is the same as when driving with the lights off - official warning / fine 500 rubles (12.5.1 Administrative Code). When elimination of a malfunction during a stop is not punished.

Evidence of wrongdoing

According to the laws of the Russian Federation, traffic police officers must prove their case. A person is not obliged to prove his innocence (until the guilt is proven, the person is considered innocent) - Presumption of innocence article 1.5 of the Administrative Code.

Traffic police officers must provide visual evidence. Such evidence is photography, filming, witness's testimonies.

If there are no such materials, all irrepressible doubts should be interpreted in favor of the person driving the vehicle. As practice shows, traffic police inspectors often violate the law when drawing up a protocol, misleading the driver.

It is also not uncommon for an inspector to indistinctly explains the situation to witnesses and asks to sign the protocol as an attesting witness.

The judicial practice of the Russian Federation shows that in most cases judges take the side of the traffic police (there is no reason not to believe the words of the inspector) and do not take into account or ignore the evidence base by the person driving the vehicle ( testimony, photography, video filming).

Punishment for driving with the dipped beam switched off or one dipped beam headlamp not working, fog lamp or daytime running light usually imposed if the car owner cannot fix the problem on site... In order not to prove to the traffic police officers and magistrates that they are right, before each start of movement, check the health of the entire lighting system car. If a person does not agree with the instructor's accusations, you need to directly write about this in the protocol.

First of all, let's turn to the main road law -. So, paragraph 19.5 reads: "During daylight hours on all moving vehicles for the purpose of their designation must include dipped beam headlights or daytime running lights." In this case, the Rules clearly allow one possibility of replacing the dipped beam - clause 19.4. permits the use of fog lamps instead of dipped headlights.

Thus, you have either low beam headlights, or fog lights, or daytime running lights in front of you during the day. There is no mention of the fact that side lights are enough during the day, in the traffic rules there is no.

How to distinguish side lights from DRLs?

Let's say you're buying a car, new or used, and you want to determine if it has a DRL. Running lights are fundamentally different from conventional side lights both in greater brightness and in the mode of operation. Even if the vehicle lighting control is in the “OFF” position, when the engine starts, the DRLs light up themselves, and when the headlights are turned on, they either reduce the brightness or turn off altogether.

Light and law

Although the Rules have put everything in their place, many motorists are trying, who do not yet have full-time DRLs. What is the reason? The fact is that the need to burn low-beam lamps all day can lead to the fact that you are much more likely (especially if you have halogen light sources) with one functioning headlight. And then any inspector on the road at night can stop such a one-eyed car, fine the driver, and even forbid further movement... And it will be right! According to clause 2.3.1, "it is prohibited to drive with unlit (absent) headlights and rear marker lights in the dark or in conditions of insufficient visibility."

In other words - either learn to change in the dark, under the snow, in the cold, and quickly, like assembling a Kalashnikov assault rifle, or take care of the dipped headlights. Therefore, I advise you to drive with fog lights or DRLs during the day. The owner can install the latter independently or in a car service, but at the same time it is necessary to comply with the requirements for the placement and brightness of such lights.

How not to do:

  • Installation in colorless direction indicators lED lampsthat glow brightly white while driving until the turn signal is on. Then they start flashing orange. Due to the use of LEDs, the idea may fail when meeting with.
  • Using electronic unitwhich, when the engine is started, turns on the lamps high beam (or high beam spirals in combined lamps) with reduced (40–70% of the nominal) brightness. The headlights are located above the fog lights, and therefore are better visible. Traffic police officers are unlikely to distinguish them from simply burning dipped headlights, especially if two-filament lamps of the H4 type are used. And they should not dazzle oncoming drivers because of the reduced brightness. And, of course, as soon as you turn on the dipped headlights, all of the above functions should be turned off.
  • Installation of powerful LED instead of "dimensions" (weak incandescent bulbs). Then it is enough to turn on the "dimensions" and all the problems are solved? Not certainly in that way! Firstly, there may be problems with the traffic police, and secondly, with this mode of use, a lot of lamps on the instrument panel and on the back of the car will burn in the car. And, I remind you that the side lights will burn and burn out from behind, for which the inspector can arrange for you to spend the night in an open field, if the lamp does not light up, and you do not know how to change it.

I highly recommend (unless you have a system automatic activation light during the day): mark your car in some way, because the surrounding drivers and pedestrians are already accustomed to the fact that the car on the road is clearly marked with the help of light devices. Therefore, vehicles with non-burning lighting technology are perceived as a kind of ghost, which may not even be noticed.

And further. switch DRL to low beam. Repeatedly saw how the traffic police crew were waiting for the drivers who were too lazy to do this at the exit of the tunnel. And remember that you cannot drive around the clock with the DRL turned on, because after dark your car will become a ghost for those driving behind - the side lights in the lanterns do not light up. And the light from the DRLs themselves at night will not be enough to illuminate the path.
