There are not enough illustrations in the decrees of the President of the Republic of Belarus on Traffic Rules. In 2009, a scientific and practical edition appeared - a commentary on the Rules of the Road, 560 pages in size with black and white illustrations.

The Belarusian traffic rules, in principle, do not differ much from the Russian ones. Although they have their own specificity. Characteristic feature Belarusian traffic rules is the presence of a large number of terms and concepts, enshrined in the section " General Provisions».

The Traffic Regulations of the Republic of Belarus provide a clear distinction between the terms “overtaking” and “advancing”. The Belarusian traffic rules give the following interpretation:

  • overtaking - outstripping one or more moving vehicles associated with leaving the oncoming lane traffic (side of the carriageway);

If, to get ahead of the vehicle in front, you drove into the oncoming lane, then you are overtaking. However, if the road has two (or more) lanes for movement in a given direction and to get ahead of the vehicle in front, you do not need to enter the oncoming lane, but it is enough to change to the left lane in the same direction - you are ahead. In Belarus, the signs “Overtaking is prohibited” and “Overtaking by trucks is prohibited” prohibit drivers from overtaking, while being ahead remains a permitted maneuver.

Strict requirements Belarusian traffic rules apply to traffic in residential areas. In particular, on the territory of residential and pedestrian zones, as well as adjacent territories, it is prohibited:

  • movement at a speed of more than 20 km / h;
  • transit traffic;
  • training in driving a power-driven vehicle;
  • parking a power-driven vehicle with a malfunction of the anti-theft audible alarm known to the driver and randomly giving continuous audible signals;
  • parking trucks with a technically permissible total weight of more than 3.5 t, buses, wheeled tractors and self-propelled machines outside specially designated areas road sign"Parking place", if it is not related to the performance of their work.
For violation of traffic rules in residential areas, the driver may be imposed administrative penalty in the amount of up to three basic units, which at the time of this writing was approximately $ 50 (one basic unit is 35,000 Belarusian rubles, or about $ 17).

In Belarus, fines for traffic offenders are measured in basic terms. The base amount is a statutory indicator used to calculate fines, penalties, forfeits, tariffs, government duties and other similar payments.
In general, the road legislation of the Republic of Belarus is distinguished by high fines for violation of the Road Traffic Rules. For example, the following violations are punishable by a fine of one to five basic units (that is, at the moment from $ 17 to 85):
  • non-compliance with the requirements of road signs;
  • non-compliance with road marking requirements;
  • non-compliance with the requirements of traffic lights and traffic controller;
  • violation of the rules for towing motor vehicles;
  • violation of the rules of maneuvering;
  • violation of the rules for crossing intersections;
  • violation of the rules for the transportation of people and goods;
  • failure to provide an advantage to other road users (including pedestrians on unregulated pedestrian crossings).
For violation of the rules for the use of lighting devices and sound signals you can be fined up to four base rates (up to $ 68). The same sanctions will follow for violation of the rules for the use of hazard warning lights and emergency stop signs, as well as the rules for driving on highways.

For failure to provide an advantage to operational vehicles or failure to take measures to ensure their unimpeded passage, the driver may not only be imposed impressive fine from two to ten base values ​​($ 34-170), but also deprive the right to drive a vehicle for up to one year.

If, while driving in Belarus, you violate the rules for placing vehicles on the carriageway or go into oncoming traffic where it is prohibited, you will be fined from five to ten base units ($ 85-170). In addition, for such violations, an automobile inspector can deprive the driver of the right to drive a vehicle.

If any of the above violations caused an emergency, then the driver will be fined in the amount of ten to twenty base units. In this case, the perpetrator may be deprived of the right to drive a vehicle for up to two years.

Unlike Russian traffic rules, the Belarusian Road Traffic Rules clearly state the rights of vehicle drivers (not to be confused with a driver's license). In particular, the driver has the right to:

  • drive a vehicle in accordance with the established procedure;
  • know the reason why a traffic police officer or other authorized official the vehicle was stopped, as well as the name and position of these persons. At the same time, persons who have the right to check the driver's documents are required to present a service certificate at the driver's request;
  • transfer the control of a vehicle to another person who has a driver's license for the right to drive a power-driven vehicle of the corresponding category with a coupon to it (a certificate of a tractor driver of the corresponding category with a coupon to it, a temporary permit for the right to drive a power-driven vehicle).
  • Often, drivers in an unfamiliar country violate the rules for stopping and parking vehicles. According to Belarusian Traffic rules stop and parking of vehicles is prohibited:
  • within the coverage area, respectively, of the road signs “Stopping prohibited”, “Parking prohibited”, “Parking prohibited on odd days of the month”, “Parking prohibited on even days of the month” and (or) horizontal road markings 1.4, 1.10;
  • in places where the distance between a solid line of horizontal road markings (except for the edge of the carriageway) and a stopped vehicle is less than 3 m;
  • at pedestrian crossings and closer than 15 m from them in both directions;
  • at intersections and closer than 15 m from the edge of the intersected carriageway (except for residential areas), with the exception of the side opposite the side passage of three-way intersections that have a solid horizontal road marking line or a solid dividing strip;
  • at stopping points of route vehicles and closer than 15 m from them, except for cases of stopping for embarkation (disembarkation) of passengers, if this does not create obstacles for the movement of route vehicles;
  • on bridges, overpasses, overpasses and under them, except for specially equipped parking lots;
  • at the exits of transport interchanges at different levels and the entrances to them;
  • on level crossings and closer than 50 m from them in both directions;
  • on road bends marked with road signs "Dangerous bend", "Dangerous bends", in other places with limited visibility of the road and where the visibility of the road is less than 100 m in at least one direction of travel;
  • on the carriageway of a two-lane road opposite a vehicle standing on the opposite side of the road;
  • on the left side of the road, with the exception of one-way roads and roads with one lane for traffic in each direction without tram tracks in the middle;
  • on tram tracks and in the immediate vicinity of them, if this creates an obstacle to the movement of trams;
  • in places where the vehicle will block traffic signals, road signs or other technical means traffic organization;
  • on sidewalks, except for specially designated places marked with the road sign "Parking place" ("Taxi parking place");
  • on lawns and other areas with green spaces;
  • on driveways in courtyards from the side adjacent to residential buildings;
  • in places where a standing vehicle will create an obstacle to traffic, the operation of operational vehicles and vehicles of road utility services (entrances to yards and exits from them, driveways in arches, narrow local passages, places for placing containers for collecting household waste, etc. .);
  • closer than 10 m from the service doors of stores through which loading and unloading operations are carried out, closed gates, including garage doors.
Parking of vehicles is also prohibited outside settlements on the carriageway and the side of the road, and for vehicles with a total permissible mass of more than 3.5 tons - in places that are not marked with signs "Parking place" or "Resting place".

Thus, the rules for stopping and parking vehicles in Belarus are much stricter than in Russia. For example, if in Russia it is impossible to stop closer than 5 m in front of a pedestrian crossing, then in Belarus it is prohibited to stop closer than 15 m on both sides of a pedestrian crossing. Belarusian traffic rules, unlike Russian ones, also prohibit stopping on a two-lane road in front of a vehicle parked on the opposite side. By the way, there is an important reservation in the Belarusian Traffic Regulations: the driver turning on hazard warning lights when stopping and parking in places where they are prohibited does not exempt him from liability for violating the requirements of the rules for stopping and parking vehicles.

This provision is aimed at preventing situations when drivers stop at prohibited places in order, for example, to run for a pack of cigarettes or for some other business. By including alarm it will not be possible to make excuses, and a considerable fine will be imposed on the violator.

While in Belarus, remember that in this country, changing lanes is prohibited at intersections. Exceptions are intersections with roundabout, which, however, is not surprising: they cannot do without rebuilding. For violation of this requirement, the driver is subject to a fine in the amount of one to five base units ($ 17-85).

If on a road that has two (or more) lanes for movement in the same direction, the adjacent lane (lanes) is occupied by moving vehicles, then the driver is allowed to rebuild into it only to perform the appropriate maneuver (turn, turn, avoid an obstacle or stop). In other cases, it is prohibited to occupy this lane, as this may complicate the traffic situation.

The Belarusian Rules contain a very important and useful provision aimed at preventing traffic congestion. If on a road that has two or more lanes in the same direction, due to an obstacle on one of them, a traffic jam has formed, the driver of each vehicle moving in the adjacent traffic lane must allow one of the vehicles standing in the jam to change to its lane. ... Failure to do so traffic regulations qualifies as a violation of the rules of maneuvering and is punishable by a fine of one to five base units ($ 17-85).

U-turn in Belarus is prohibited in the same places as in Russia. However, there is important nuance: if in Russia it is impossible to turn around at pedestrian crossings, then in Belarus this maneuver is also prohibited at a distance of 15 m on each side of the crossing (except when making a U-turn at intersections in a permitted place).

As for the movement reverse, then in Belarus it is prohibited in the same place as the U-turn, as well as at intersections, with the exception of intersections in residential areas.
