e. organizing and conducting regular activities with children, including issues of safe behavior at the gathering points and while waiting for the bus, the procedure for getting on and off the bus, rules of behavior while driving and stopping the bus, behavior in the event of dangerous or emergency situations during transportation and methods of providing first aid to victims (when conducting classes with older children).

Transportation of children is prohibited:

  • * in the dark;
  • * in conditions of insufficient visibility;
  • * in icy conditions and other difficult road conditions affecting the safety of transportation;
  • * at an ambient temperature below 35 ° С in the city, below 32 ° С intercity transportation;
  • * upon official announcement by authorized bodies of "storm warning".

In the dark, as well as in the period from 23.00 to 06.00, as an exception, it is allowed to transport children by single buses to and from railway stations and airports with a route length of no more than 50 kilometers (hereinafter referred to as one-time transportation in the dark).

In the obligatory vehicle escort of the State Traffic Safety Inspectorate (hereinafter referred to as the traffic police), the following are carried out:

  • - mass transportation of children;
  • - one-time transportation in the dark.

The number of children transported in each bus together with accompanying persons must not exceed the number of seats equipped for seating. Transportation of children in additional folding seats or in the driver's cab small bus not allowed.

The speed of movement is chosen by the bus driver, and in the case of mass transportation of children and one-time transportation at night - by the driver of the traffic police patrol car, depending on road, meteorological and other conditions, but the speed should not exceed 60 km / h.

Responsibilities of the director of the boarding school to ensure road safety when organizing school transportation

Supervisor educational institution when organizing school transportation, is obliged to ensure:

  • Compliance of the qualifications of bus drivers engaged in school transportation with the requirements enshrined in current regulations by legal acts Russian Federation.
  • · Carrying out pre-trip and post-trip medical examinations of bus drivers.
  • Pre-trip medical examinations of car drivers Vehicle, are carried out by a medical worker of the institution, as well as by medical workers of a health care institution on the basis of agreements concluded between organizations and health care institutions.

The purpose of pre-trip medical examinations of drivers is to identify persons who, for medical reasons, cannot be allowed to drive, both from the standpoint of ensuring road safety and protecting the health of the driver and passengers.

Pre-flight medical examinations are carried out only by certified medical personnel.

During the pre-trip medical examination, the following is carried out:

  • * collecting anamnesis;
  • * determination of blood pressure and pulse;
  • * “Determination of the presence of alcohol and other psychotropic substances in the exhaled air or biological substrates by one of the officially recognized methods;
  • * if indicated - any other approved medical research necessary to resolve the issue of admission to work.

For drivers with hypertension, an individual blood pressure rate is determined based on the results of measurements of at least ten pre-trip medical examinations.

Drivers are not allowed to drive in the following cases:

  • * when identifying signs of temporary disability;
  • * with a positive test for alcohol, other psychotropic substances and drugs in the exhaled air or biological substrates;
  • * when identifying signs of exposure to narcotic substances;
  • * when identifying signs of exposure to medicinal or other substances that negatively affect the driver's performance.

When admitted to the flight, the waybills are stamped "passed the pre-trip medical examination" and the signature of the medical worker who performed the examination.

Carrying out state technical inspection, Maintenance and repair of buses in the manner and terms, which are determined by the current regulatory legal acts.

Termination of bus traffic in the cases stipulated by the current legal acts and in accordance with their powers.

Parking the bus in conditions that ensure its safety, the possibility of maintaining the bus, preparing it for the trip.

Obtaining by bus drivers the necessary operational data and information about the features of school transportation.

Open bus routes for school transportation in accordance with established procedures.

Draw up and approve for each route of regular school transportation its passport and scheme.

To approve the list of students, pupils using school transportation.

Appoint adult escorts from among the employees of the educational institution and instruct them on traffic safety and first aid rules. Enter information about this in the instruction book.

When organizing regular transportation, briefing is carried out once every six months before the start of transportation, as well as in the following cases:

  • * change of the accompanying person;
  • * route changes.

When carrying out other types of transportation, briefing with accompanying persons is carried out before each trip, about which an entry is made in the relevant journals.

Provide accompanying persons with a list of child passengers.

Determine the places where the vehicle stops in such a way as to exclude the embarkation and disembarkation of children from the side of the carriageway.

Ensure the presence of a medical worker during the mass transportation of children (regardless of the length of the route).

Provide children with food sets ("dry rations") when they are on the way for more than three hours, and also provide for the observance of the drinking regime during the movement in accordance with sanitary legislation.

Ensure compliance with other requirements provided for by applicable law and other regulations.

Basic requirements for ensuring the safety of transporting children on a school bus

When organizing the transportation of children, the following requirements must be met:

Transportation of children is carried out accompanied by persons determined by the order of the director of the institution and who have undergone appropriate instructions on labor protection.

Children must be transported by bus with the dipped headlights on, the speed is selected by the driver depending on road, meteorological and other conditions, but at the same time should not exceed 60 km / h.

Accompanying persons must be at the door of the bus.

When moving, transported students, pupils should not leave their seats without the permission of the accompanying person.

Persons on the bus are prohibited from smoking, using profanity and drinking alcoholic beverages.

The windows in the passenger compartment of the bus must be closed when driving.

When carrying out regular transportation with children, regular classes should be organized according to a special program, including the following issues:

  • * about the rules of safe behavior at the collection points and while waiting for the bus;
  • * on the procedure for boarding and disembarking from the bus;
  • * about the rules of conduct while driving and stopping the bus;
  • * on behavior in case of dangerous or emergency situations during transportation;
  • * on the methods of providing first aid to the injured (when conducting classes with older children).

When conducting classes, the use of visual aids, discussion of practical situations arising in the process of road traffic during transportation should be envisaged.

It is forbidden to stop the bus outside the places provided for in the route passport, except in cases of forced or emergency stop.

In cases where road or meteorological conditions pose a threat to the safety of transportation of children, the head of the institution, the accompanying person, road utilities, the traffic police are obliged to stop the movement of buses on school routes.

In case of arrival of brought students on the registered day, the children are sent by school transport in accordance with the regulation "On the organization of transportation by school bus".

Obligations of accompanying persons

Accompanying persons during school transportation are obliged to:

Before the trip, undergo training on the safety of transporting children with mandatory registration in the appropriate magazine.

Know about rescue measures in case of accidents, as well as where fire extinguishers, first aid items are located in the cabin and be able to use them.

Conduct instructions for children with the mandatory inclusion of the following questions:

  • * on the procedure for boarding and disembarking from a vehicle;
  • * about the rules of conduct while driving and stopping (parking) a vehicle;
  • * on the rules of conduct in cases of deterioration of health, in case of dangerous and emergency situations during the trip.

Have with you a list of child passengers and, in established cases, the original application for the carriage of children with marks from the traffic police on coordinating the route, traffic conditions, instructing the driver and passing an additional technical inspection of transport, and for intercity (inter-municipal) and suburban (over 30 kilometers) transportation - also means of mobile communication.

Ensure proper order among children during boarding and disembarking from a vehicle, when the vehicle is moving, during stops and parking.

Provide unhindered access for vehicles to the landing site. At the time of delivery of the transport, children, accompanying persons and other persons should not be at the landing site.

Board children only after the vehicle has come to a complete stop through the front door.

Take the children to the pick-up point in an organized manner and seat them at the entrance to the bus in turn.

Place carry-on luggage so as not to endanger the safety of passengers and not to limit the driver's view.

Before starting the movement, make sure that the number of children does not exceed the number of seats, the transport windows are closed, and give the command to close the doors.

To be at each door of the vehicle while driving, when using buses, the design of which provides for one landing platform, one accompanying person is on it, the others are near emergency (emergency) exits.

Do not allow children to get up from their seats, walk around the cabin, stick out through the open windows and throw various objects into them while the vehicle is in motion.

Disembark children after a complete stop of the vehicle through the front door.

One attendant leaves first and is at the door, the second attendant provides an organized exit for children and taking out luggage in the cabin. After the children return to the bus, make sure that all children are in their seats, and only then inform the driver about the possibility of continuing the trip.

Requirements for the school bus driver and traffic conditions

The driver is obliged:

Before starting the trip, go through a signed instruction on the features of the route, on the procedure for transporting children established by this Regulation, on observance of traffic safety rules.

Carry out parking at the places of embarkation and disembarkation with the engine inoperative, the gear engaged and the hand brake engaged.

Open the doors before boarding and disembarking only at the command of the escort (except for cases requiring emergency evacuation of passengers).

When the hazard warning lights are on, board and disembark children only from the sidewalk or shoulder.

Make sure that carry-on baggage placed in the cabin does not endanger the safety of passengers and does not obstruct the view from the driver's seat.

When driving a vehicle, pay special attention to the smoothness of the ride, avoid sudden starting and braking.

Stop further movement:

  • * in the event of technical malfunctions that threaten traffic safety;
  • * with a deterioration in their health;
  • * when road and weather conditions change.

If impossible further movement notify your immediate supervisor about this.

In case of a forced stop of the bus caused by a technical malfunction, stop the bus so as not to interfere with the movement of other vehicles, turn on alarm and place an emergency stop sign behind the bus at a distance of at least 15 meters from the bus - in the built-up area and 30 meters outside the built-up area.

When transporting children on one-time intercity (intermunicipal) and suburban (over 30 kilometers) routes, inform the administration about arrival at the destination.

The normal working hours of a driver cannot exceed 40 hours per week. In cases where, according to the conditions of carriage, this requirement cannot be met, the driver is established with a summarized accounting of working hours with a daily work duration of no more than 10 hours. In exceptional cases, in the presence of objective circumstances, the duration of daily work can be increased to 12 hours.

If the driving regime provides for more than 12 hours of working time, two drivers must be sent on the flight. In this case, the bus must be equipped with a sleeping place for the driver-replacement.

After the first three hours of continuous driving, take at least 15 minutes of rest from driving. In the future, breaks of this duration should be carried out no more than every 2 hours. When two drivers are sent to one bus, transfer control of the bus at least three hours later.

If a child receives an injury, a sudden illness, bleeding, fainting and other deterioration of health on the way, immediately take measures to deliver him to the nearest medical center (institution, hospital) to provide qualified medical care.

The driver is prohibited from:

  • * Carry out the transportation of children if the conditions of transportation provided for by this Regulation are not met;
  • * when the vehicle is at the place of embarkation and disembarkation of children, leave it, and when children are in the bus, get out of the cab, and also carry out: movement reverse;
  • * deviate from the previously agreed bus route; make stops in places not provided for by the schedule; exceed the established speed limit; not to comply with the work and rest regime; when driving in a convoy - overtake other buses;
  • * while driving to be distracted from driving (talking, eating, smoking, turning on loud music in the cockpit);
  • * carry in the vehicle any cargo, luggage or inventory, except for hand luggage and personal belongings of children, as well as items, substances and materials prohibited for transportation.

School bus requirements

The bus must comply with the safety requirements for the technical condition of vehicles GOST R 51709 - 01 and for buses for transporting children GOST R 51160 - 98. С reliable work of all units, assemblies and equipment that ensure traffic safety in any conditions.

The bus must be equipped with a speed limiting device (SPD).

Driver's workplace:

  • * should not have any blank partitions separating it from the passenger compartment;
  • * must be equipped with sound and light signals about the need to stop, which are switched on from the places where children are accommodated;
  • * equipped with indoor and outdoor car loudspeaker installation.

The bus must have at least two seats for adult passengers accompanying children. Their location should allow to exercise control over children while the bus is in motion.

Must be equipped with a device that prevents the start of movement when the passenger doors are open or not completely closed.

Doors must have serviceable locking devices, excluding the possibility of their spontaneous opening while driving, and have devices for forced opening and closing by the driver.

Have illumination of passenger door openings, allowing the driver to see the entry and exit of children into (from) the bus (s) at any time of the day.

Equipped with interior and exterior mirrors that allow the driver to control the process of children entering and exiting the bus (s) from road level to the surface of the bus floor.

The material covering the floor of the bus and steps should not be slippery when wet.

The heating device must operate smoothly.

Tires must guarantee traffic safety.

In each transverse row of seats, under the lower edge of the window, a signal button "Request to stop" should be provided.

The front and rear of the bus must be equipped with identification signs "Carriage of children" in the form of a yellow square with a red border (side not less than 25 cm, border width 1/10 of the side) with the image of the symbol of the road sign 1.21 "Children" in black.

On the outer side sides of the body, as well as in front and behind along the axis of symmetry of the bus, contrasting inscriptions "Children" must be applied in straight capital letters with a height of at least 25 cm and a thickness equal to 1/10 of its height.

Special inscriptions or pictograms should display:

  • * places for seniors;
  • * location of fire extinguishers and medical kits;
  • * location of emergency stop buttons;
  • * places of entry - exit from the bus;
  • * places of emergency exits with an indication of the way to open them;
  • * rules for using the bus.

The bus must be equipped with:

  • * two medical kits;
  • * two fire extinguishers, one should be near the driver's seat, the other in the cabin;

with hammers to break glass or rings on the collapsible emergency exit cords;

  • * a set of repair tools;
  • * an emergency stop sign or a red light;
  • * two wheel chocks;
  • * a route diagram showing hazardous areas and stops;
  • * "Rules for the carriage of children."

The frequency of inspection, adjustments and maintenance of mechanisms, assemblies and parts that determine the safety of the bus ( steering, braking system, tires, fire extinguishers, emergency exit control mechanisms) should be halved in comparison with the frequency of inspection of the bus, on the basis of which the bus for transporting children is made.

The person responsible for the release of buses on the line (mechanic) is personally obliged to check these buses, their technical condition. Upon detection technical malfunction submit an application to the School administration.

Buses for transporting children must be fully provided with all the necessary equipment.

Daily transportation of children

The school bus operates daily in the morning and in the evening, according to the approved route and transportation schedule.

The number of children carried in one trip must correspond to the number of seats on the bus - 20 people.

The approved list of children (40 people) using the school bus for travel along the route: stop (home) - school and school-stop (home) include:

  • * children with disabilities enrolled in classes of SD and GU O;
  • * children with disabilities at the primary stage of education (grades 1-4);
  • * children of the primary stage of education (grades 1-4);
  • * disabled children of the middle level of education (grades 5-9);
  • * children of the middle level of education from families of low-income, large, disadvantaged; from families in a socially dangerous situation (5- .; grades).

All controversial issues when compiling a list of children who use the school bus daily are considered and resolved by the director with the participation of decision-makers and stakeholders.

Amended, if necessary, the list of children using the school bus daily is approved by the director and transmitted to the person responsible for the daily transportation of children and is an addition to the "REGULATION on the organization of transportation by school bus".

The schedule of transportation of children may vary and be adjusted depending on technical condition a bus, a change in the route, the impossibility of carrying out transportation on certain days and other objective reasons related to the activities of the Boarding School. All changes in the transportation schedule are approved by the director and brought to the attention of the responsible persons and parents (guardians) of children.

The schedule of transportation of children is in addition to the "REGULATIONS on the organization of transportation of children on a school bus."

A school bus is a specially equipped vehicle with 8 or more seats designed for school bus transportation.

A carrier is a legal entity, an individual entrepreneur who, under the contract for the carriage of a passenger, a contract for the carriage of goods, is obliged to carry the passenger and deliver the baggage, as well as transport the cargo entrusted by the shipper to the destination and issue the baggage, cargo to the person entitled to receive them.

Customer - municipal educational organizations responsible for the organization of training, recreation, treatment of students, sports, health, tourist and excursion, cultural, educational and other events that use the services of a carrier to deliver students to the places of events.

School bus route- the established route of the school bus between the starting and final points when transporting students.

The passport of the school bus route is the main document characterizing the route of the school bus, the presence of linear and road structures, stopping points, the distance between them, the condition of the road, turning areas, as well as the operation of school buses on the school bus route since its opening.

Instructions for issuing a passport for a school bus route are specified in Appendix No. 1 to this Regulation.

Contractor - the person responsible for drawing up the passport of the school bus route.

3. This Regulation has been developed in accordance with the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation"; Federal Law of December 10, 1005 No. 196-FZ "On Road Safety", Federal Law of 08.11.2007 No. 259-FZ "Charter of Road Transport and Urban Land Electric Transport", Traffic Regulations of the Russian Federation, approved by the Resolution of the Government of the Russian Federation dated October 23, 1993 No. 1090; Decree of the Government of the Russian Federation dated February 14, 2009 No. 112 "On approval of the Rules for the carriage of passengers and No. 112" On approval of the Rules for the carriage of passengers and baggage by road by land transport", Guidelines for ensuring sanitary and epidemiological well-being and transport safety organized groups children by road, approved by the Rospotrebnadzor of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation of September 21, 2006, the Regulation on escorting vehicles by cars of the state traffic safety inspection of the Ministry of Internal Affairs of the Russian Federation and the military automobile inspection, approved by the decree of the Government of the Russian Federation of January 17 2007 No. 20.
2. Procedure for opening regular school bus routes

2.1. To organize the transportation of students, the Customer must conclude an agreement with the Carrier.

Customers who have the necessary production, technical, personnel and regulatory and methodological base to ensure road safety in the implementation of school bus transportation, organize school bus transportation independently. In this case, the Customer and the Carrier are one person.

Customers who do not have the necessary production and technical, personnel and regulatory and methodological base to ensure road safety when carrying out school bus transportation, conclude contracts for the maintenance and repair of school buses with specialized organizations with the appropriate certificate, and for medical support and security of school buses - with organizations that have the appropriate licenses.

The contract for the organization of school bus routes must provide for:

the route of the school buses, their number, the initial, final and intermediate points of the school bus route, the places of embarkation and disembarkation of students;

the number of students transported, their age;

the frequency and timetable of school buses;

surname, name, patronymic and position of the person responsible for organizing the transportation of students and accompanying persons for each school bus;

obligations to be fulfilled by each contracting party, indicating the procedure for reimbursement of expenses, renewal, amendment and termination of the contract.

Contracts for the transportation of students on school bus routes are concluded no later than 30 days before the start of school bus transportation.

2.2. School bus routes are opened on the basis of the order of the administration of the municipal formation - the city district of the city of Skopin, Ryazan region, subject to the conditions ensuring traffic safety, as well as in the presence of an act of inspection of the school bus route and the passport of the school bus route.

2.3. Assessment of the conformity of the condition of highways and access roads with traffic safety requirements is carried out on the basis of a survey conducted by a commission formed by the decision of the administration of the municipal formation - the city district of the city of Skopin, Ryazan region at least twice a year (May-June - inspection of all school bus routes with the identification of shortcomings, July-August - re-examination with verification of the elimination of the identified comments) consisting of:

chairman of the commission:

the head of the administration (first deputy head of the administration) of the municipal formation - the city district of the city of Skopin, Ryazan region;

members of the commission:

OGIBDD representative of the Ministry of Internal Affairs of Russia (as agreed);

GKU representative (as agreed);

a representative of road, communal and other organizations in charge of highways, streets, level crossings available along the school bus route;

head teacher.

Based on the results of the survey of road conditions, reports of the survey of the school bus route are drawn up, which indicates the identified deficiencies that affect road safety.

Inspection certificates of the school bus route are drawn up in several copies, and must be transferred to all legal entities that are in charge of highways of republican, federal and municipal significance, streets, railway crossings and other artificial structures available along the school bus route (Appendix No. 2) ...

The decision on the possibility or impossibility of opening a regular school bus route is made after eliminating the deficiencies identified during the survey and indicated in the school bus route survey report or taking compensatory measures. If it is possible to open a school bus route, this decision is indicated in the passport of the school bus route.

2.4. In preparation for the implementation of school bus transportation, the Carrier, together with the Customer, determine the rational places for the collection, embarkation and disembarkation of students.

School bus stops must comply with the requirements of OST 218.1.002-2003 “Bus stops on highways. General requirements".

Stops must be marked with road signs 5.16 in accordance with GOST R 52289-2004, GOST R 52290-2004, indicating the time of passage of school buses carrying students, and also cleared of dirt, ice and snow.

2.5. The opening of school bus routes through unregulated level crossings is prohibited.

2.6. Transportation of students during daylight hours should be carried out with the dipped headlights on or daytime running lights... The speed of movement is chosen by the driver (and, if accompanied, by the supervisor to ensure it), depending on road, meteorological and other conditions, but in all cases the speed should not exceed 60 km / h.

2.7. The number of students transported on a school bus together with accompanying persons must not exceed the number of seats equipped for seating. All seating positions must be fitted with seat belts.

2.8. The timetable for the movement of school buses must be approved by the Customer, posted at the School and at the stopping points of the route of the school bus route by the Director of the School.

2.9. In case of unfavorable changes in road conditions in the autumn-winter period, requiring a decrease in the speed of the school bus, the school bus schedule should be adjusted. The Carrier must notify the Customer about the change in the schedule, which takes measures to timely notify the students.

2.10. Transportation of students is carried out on condition that they are accompanied by a group of teachers or specially appointed adults (parents (legal representatives) of minor students).

3. Ensuring safe road conditions on the routes

3.1. The technical condition of highways, streets, artificial structures, level crossings along which school bus routes pass, their engineering equipment, the procedure for their repair and maintenance must meet the traffic safety requirements established by the State standards of the Russian Federation, building codes and regulations, technical regulations repair and maintenance of highways, other regulatory documents.

3.2. The movement of school buses can be carried out on roads of categories I - IV that meet the requirements of road safety, as well as when implementing compensatory measures prescribed in the inspection report of the school bus route.

It is allowed to move a school bus on V category roads with a width of the reinforced roadway surface of 4.5 meters or less, which must be marked with road signs 2.6 and 2.7 in accordance with GOST R 52289-2004. The speed of movement of a school bus on these road sections should not exceed 40 km / h. 3.3. 3.4. 3.5. In cases where road or meteorological conditions pose a threat to the safety of transportation of students, the School carrying out school transportation is obliged to immediately, in accordance with its authority, stop the movement of school buses.
4. Duties of the head of the municipal educational organization, carrying out school transportation

4.1. When organizing school bus transportation by school buses, the Head of the School, in whose jurisdiction they are, is obliged:

4.1.1. Draw up a passport and a school bus route diagram for each school bus route, indicating hazardous areas and features of road conditions, road network of settlements, federal, republican and local roads.

4.1.2. Coordinate the passport of the school bus route with all interested parties.

4.1.3. To approve the Passport of the school bus route by the order of the head of administration (first deputy head of administration) of the municipal formation - urban district, the city of Skopin, Ryazan region.

4.2. The passport of the school bus route is coordinated by:

representative of the OGIBDD Ministry of Internal Affairs of Russia as agreed);

representative of the education department of the municipal formation - the city district of the city of Skopin, Ryazan region;

representatives of organizations in charge of republican, federal and municipal roads, streets, railway crossings and other artificial structures located along the school bus route.

4.3. To develop schedules for the movement of school bus routes based on the determination of the normative values ​​of the speed of movement of school buses on the school bus route and its individual sections between stopping points, taking into account the observance of the work and rest regime of drivers, regulated by the current regulatory documents.

4.4. Organize control over the observance of traffic schedules, norms for the capacity of school buses, school bus routes.

School bus schedules for each school bus route are compiled after the school bus routes, the number of flights, the brands of school buses, and the speeds along the sections of the school bus routes have been established.

School bus schedules and drivers' working hours should ensure:

timely delivery of students to the School and back;

safety of transportation of students;

compliance with the work and rest regime of drivers established by the legislation of the Russian Federation.

4.5. To approve the lists of students who need to organize transportation, indicating their place of residence and names of school bus stops.

4.6. Admit a driver who meets the requirements of paragraph 6.1 to school bus transportation. of this Regulation.

4.7. By order, appoint an employee of the School who has been instructed in labor protection, special training and certified in accordance with the established procedure, responsible for ensuring road safety in the implementation of school bus transportation.

4.8. Assign accompanying persons from among the School employees and provide them with instructions on road safety and first aid rules for victims.

4.9. To develop and approve for all employees whose activities affect the provision of road safety, job descriptions that establish their responsibilities for the prevention of road accidents, and monitor their implementation.

4.10. At least ten days before the day of the planned transportation of groups of students by an organized transport convoy of at least three school buses, submit an application in accordance with the requirements of the Ministry of Internal Affairs of the Russian Federation to accompany the convoy with patrol cars of the traffic police in the OGIBDD of the Ministry of Internal Affairs of Russia in case of passing the school bus route on the territory of two or more municipalities. 4.11. Do not allow the use of school buses for other purposes (transportation for household needs, participation in activities not related to the transportation of students, etc.).

  • on the procedure for boarding and disembarking from the school bus;

  • on the rules of conduct while driving and stopping the school bus;

  • on behavior in the event of dangerous or emergency situations during school bus transport;

  • on the methods of providing first aid to the injured;
4.13. To keep records of deficiencies in the organization and regulation of traffic, the condition and arrangement of roads, streets, artificial structures, railway crossings and school bus stops discovered by drivers on school bus routes. When conducting classes, a discussion of practical situations arising in the process of road traffic and during transportation should be envisaged.

4.14. Conclude a contract for the maintenance of satellite navigation equipment operating using the signals of the GLONASS or GLONASS / GP system installed on a school bus.

4.15. The Head of the School must ensure:


  • each driver performing regular school bus services, a schedule for the school bus route, a school bus route diagram showing hazardous areas;

  • maintenance and repair of school buses in the manner and terms determined by the current regulatory documents;

  • conducting classes or briefings with the involvement of specialists on safety requirements and rules of behavior for students in the implementation of school bus transportation;

  • conducting briefings with the involvement of specialists on safety requirements and rules for transportation with drivers in the implementation of school bus transportation.

on the actions of the driver in the event of a threat or the occurrence of a traffic accident, on the procedure for emergency evacuation of students from the school bus, on providing first aid to victims;

on ensuring traffic safety when crossing railway crossings;

about the actions of the driver when attempting to hijack or seize a school bus by criminals (terrorists);

on the ownership of roads, strict adherence to following the school bus route;

on the responsibility of the driver for violations of regulatory enactments to ensure road safety and this Regulation.

1.1. 1.4. School transportation includes:

2. Requirements for the opening of "school routes"

2.1. Regular "School routes" are opened by orders of the administrations of municipalities of the Tver region, subject to the conditions ensuring their safety.

2.2. Assessment of the current state of the street and road network around schools (including courtyard roads, playgrounds) in the municipalities of the Tver region and along the routes of school buses along the roads of the municipalities of the Tver region.

The assessment of the conformity of the condition of highways and access roads to traffic safety requirements is carried out on the basis of a survey conducted by a commission formed by the decision of the administration of the relevant territory as part of employees of organizations that transport students, workers of road, utility and other organizations that are in charge of highways, streets , railway crossings, as well as employees of the traffic police, UGADN in the Tver region.

Commission inspection of road conditions on the route is carried out at least twice a year (spring-summer and autumn-winter surveys).

Based on the results of the assessment, this information is submitted in a consolidated form to the Department of Transport and Communications of the Tver Region.

2.3. Based on the results of the survey of road conditions, an act is drawn up, which lists the identified deficiencies that threaten traffic safety. The acts are subject to transfer to the bodies authorized to correct the identified deficiencies and monitor the results of this work.

2.4. In preparation for the implementation of regular school transportation, rational places for the collection, embarkation and disembarkation of students are determined.

The space reserved for children waiting for the bus must be large enough to accommodate them without allowing them to enter the carriageway. Stops must be free of mud, ice and snow. At the places of embarkation (disembarkation) of children on the routes, special stop signs (stencil - "School route") must be installed, indicating the time of passage of buses carrying children.

2.5. The decision to open a regular "School Route" is made after the violations have been eliminated.

3. Requirements for the organizationschool transportation.

3.1.Basic educational institutionsorganize school transportationindependently under the following conditions:

3.1.1 Availability of the necessary production and technical, personnel and regulatory and methodological base to ensure road safety when carrying out school transportation.

3.1.2. Buses used for school transportation must comply with GOST R "Buses for transporting children".

3.1.3. The technical condition of the bus must meet the requirements of the main provisions for the admission of vehicles to operation (Resolution of the Council of Ministers - Government of the Russian Federation of 01.01.01, N 1090 "On the rules of the road").

3.1.4. Timely conduct of state technical inspection, maintenance and repair of school buses in the manner and terms determined by the current regulatory documents.

3.1.12. The use of buses purchased by educational institutions within the framework of the regional target program "School Bus", solely for the purpose of school transportation.

3.2. Basic educational institutions that do not have the necessary conditions,to ensure the safety of school transportation, conclude municipal contracts for the storage of vehicles (organization of transportation of students with passenger transport companies), having the necessary conditions listed in clauses 3.1.1-3.1.12. section 3 "Requirements for the organization of school transportation" of this Regulation.

4. Responsibilities of officials for the organization and implementation of the safety of school transportation

4.1. The responsibilities of officials for the organization and implementation of the safety of school transportation are set out in the annexes to this Regulation and are an integral part of it.

4.2. Persons organizing and (or) carrying out school transportation are responsible in the manner prescribed by the legislation of the Russian Federation for the life and health of students of a general education institution transported by bus, as well as for violation of their rights and freedoms.

II. Functions

2.1 The headmaster is responsible for the following functions to ensure the safety of bus transportation of students:

2.1.4 organization of the transportation process using technology that ensures safe conditions for the transportation of schoolchildren.

III. Duties

3.1 To ensure the professional reliability of drivers in the course of their professional activities, the director is obliged:

3.1.1 to recruit, organize internships and admit to the transportation of passengers-schoolchildren, drivers who have continuous work experience as a bus driver for at least three recent years;

3.1.2 to ensure the improvement of the professional skills of drivers by organizing classes necessary to ensure road safety at intervals, but at least once a year, in accordance with the relevant curricula and programs of annual training with drivers;

3.4 To organize the provision of safe road conditions on the routes of bus transportation, the director is obliged:

3.4.1 Immediately report to the municipal authorities, road, utilities and other organizations in charge of roads, streets, railway crossings, ferry crossings, as well as to the traffic police about deficiencies in the condition of highways, streets identified during the operation of routes , railway crossings, ferry crossings, their arrangement that threaten traffic safety, as well as sudden unfavorable changes in road and climatic conditions, natural phenomena; take the necessary preventive measures (organization of traffic at reduced speeds, changing the route of movement, informing drivers, temporarily stopping the movement of buses) in accordance with the current regulatory documents;

3.4.2 participate in a commission survey of bus routes before their opening and during operation - at least twice a year (by the autumn-winter and spring-summer periods) in the manner determined by the current legislative and other regulatory legal documents with the registration of the survey results by an act , in which the conclusion of the commission is given on the possibility of operating bus routes;

3.4.3 immediately inform the department of education of the municipal body about the non-compliance of the existing bus routes with road safety requirements in order to make a decision on the temporary suspension of bus traffic on these routes or their closure;

3.4.4 carry out constant interaction with the traffic police to promptly receive information about adverse changes in road and climatic conditions, parameters of road, meteorological and other conditions under which traffic on the route of transporting children by school buses is temporarily suspended or limited;

3.4.5 stop bus traffic in urgent cases when road or meteorological conditions pose a threat to the safety of transportation of children (destruction of roads and road structures caused by natural disasters, accidents in thermal, gas, electrical and other communications);

3.5 To organize the transportation process using technology that ensures safe conditions for the transportation of children, the director must:

3.5.1 provide support for the transportation of groups of children by teachers or specially appointed adults;

3.5.2 provide pre-trip safety briefings for drivers, accompanying persons and children on school bus travel;

3.5.3 provide each driver of a school bus with a schedule of traffic on the route indicating the time and places of stops, a route diagram indicating hazardous areas, information on traffic conditions and other necessary travel documents;

3.5.4 organize control over the observance of routes and schedules (schedules) of movement, the number of passengers carried, not exceeding the number of seats;

3.5.5 notify the traffic police about the organization of transportation of schoolchildren, mass transportation of children (to labor and recreation camps, etc.) in order to take measures to strengthen supervision of traffic on the route and resolve the issue of escorting convoys of buses with special vehicles;

3.5.6 provide escort of children, transported by a convoy of buses, by medical workers;

3.5.7 inform the municipal education authority on a regular basis about the causes and circumstances of road traffic accidents, violations of traffic rules and other traffic safety standards;

3.5.8 keep records and analyze the causes of road accidents with buses and violations by drivers of the institution of traffic rules;

3.5.9 go to the scene of an accident to conduct an official investigation, draw up the required documents in accordance with the Instructions for the prevention and recording of road traffic accidents and send them to higher organizations in a timely manner.

IV. Rights

4 The Director has the right:

4.1 prohibit the release of buses on a trip or return to the garage if technical malfunctions are found in them that threaten traffic safety;

4.2 to remove from work drivers when they appear at work in a drunken state, as well as if their condition or actions threaten the safety of transportation;

4.3 ensure the conduct of post-trip medical examinations for drivers whose health condition requires special monitoring.

V. Responsibility

5.1 The director is responsible for violations of the requirements of regulatory legal acts on ensuring the safety of bus transportation - disciplinary, administrative, civil or criminal in the manner prescribed by the current legislation of the Russian Federation.

Ensuring road safety is an activity aimed at preventing the causes of road accidents, reducing the severity of their consequences.

Federal Law of 01.01.01 N 196-FZ "On Road Safety" establishes the basic requirements for ensuring road safety:

2.2. For drivers with hypertension, an individual blood pressure rate is determined based on the results of measurements of at least ten pre-trip medical examinations.

2.3. When deciding on the possibility of admitting a driver to drive a car, a medical worker conducting a pre-trip medical examination takes into account the driver's belonging to one of the risk groups, age, work experience in the profession, working conditions and the nature of production factors.

2.4. Drivers are not allowed to drive in the following cases:

With a positive test for alcohol, other psychotropic substances and drugs in the exhaled air or biological substrates;

When identifying signs of exposure to narcotic substances;

When there are signs of exposure to medicinal or other substances that negatively affect the driver's performance.

2.5. When admitted to the flight, the waybills are stamped "passed the pre-trip medical examination" and the signature of the medical worker who performed the examination.

2.6. Based on the results of the pre-trip medical examination, a police record of the drivers suspended from work is kept, for which the outpatient card blanks are used (Form 25). 3. The heads of medical and prophylactic institutions carrying out pre-trip medical examinations are obliged to:

4. 1. Braking systems

1.1. The braking efficiency standards of the working brake system do not comply with GOST R.

2. Steering

2.1. The total steering play exceeds the following values: For buses - 20.

2.2. There are movements of parts and assemblies not provided for by the design. Threaded connections not tightened or secured in a specified manner. The device for fixing the position of the steering column is inoperative.

2.3. Defective or missing design power steering or steering damper (for motorcycles).

3. External lighting devices

3.1. The number, type, color, location and mode of operation of external lighting devices do not meet the requirements of the vehicle design.

Note.

On vehicles out of production, it is allowed to install external lighting devices from vehicles of other brands and models.

3.2. Headlight adjustment does not comply with GOST R.

3.3. Do not work in the established mode or external light devices and reflectors are dirty.

3.4. There are no diffusers on the lighting devices or diffusers and lamps are used that do not correspond to the type of the given lighting device.

3.5. The installation of flashing beacons, the methods of their attachment and the visibility of the light signal do not meet the established requirements.

3.6. The vehicle is equipped with:

in front - fog lamps with lights of any color other than white or yellow, direction indicators with lights of any color other than yellow or orange, other lighting devices with lights of any color other than white, and reflective devices of any color other than white;

behind - reversing lamps and state registration plate lighting with lights of any color other than white, direction indicators with lights of any color other than yellow or orange, other lighting devices with lights of any color other than red, and reflective devices of any color other than red ;

on the side - lighting devices with lights of any color other than yellow or orange, and retroreflective devices of any color other than yellow or orange.

4. Windscreen wipers and washers windscreen

4.1. The wipers do not work in the established mode.

4.2. The windshield washers provided by the vehicle design do not work.

5. Wheels and tires

5.1. Tires of passenger cars have a residual tread height of less than 1.6 mm, trucks - 1 mm, buses - 2 mm, motorcycles and mopeds - 0.8 mm.

For trailers, the norms of the residual height of the tread pattern of tires are established, similar to the norms for the tires of vehicles - tractors.

5.2. Tires have external damage (punctures, cuts, breaks), exposing the cord, as well as delamination of the carcass, peeling of the tread and sidewalls.

5.3. There is no fastening bolt (nut) or there are cracks in the disc and rims of the wheels, there are visible irregularities in the shape and size of the fastening holes.

5.4. Tires are not the correct size or load capacity for the vehicle model.

5.5. Tires of various sizes, designs (radial, diagonal, tube, tubeless), models, with different tread patterns, studded and non-studded, frost-resistant and frost-resistant, new and remanufactured are installed on one axle of vehicles.

6. Engine

6.2. The tightness of the power system is broken.

6.3. The exhaust system is defective.

6.4. The tightness of the crankcase ventilation system is broken.

6.5. The permissible level of external noise exceeds the values ​​established by GOST R.

7. Other structural elements

7.1. The number, location and class of rear-view mirrors do not correspond to GOST R, there are no glasses provided for by the design of the vehicle.

7.2. The sound signal does not work.

7.3. Additional items have been installed or coatings have been applied to limit visibility from the driver's seat.

Note.

Transparent colored films can be attached to the top of the windshield of cars and buses. It is allowed to use tinted glass (except for mirror glass), the light transmission of which complies with GOST 5727-88. It is allowed to use curtains on the windows of tourist buses, as well as blinds and curtains on rear windows passenger cars if there are exterior mirrors on both sides.

7.4. The locks of the body or cab doors provided by the design, the locks of the sides of the cargo platform, the locks of the necks of the tanks and the caps of the fuel tanks, the mechanism for adjusting the position of the driver's seat, the emergency switch of the doors and the signal of the request to stop on the bus, the interior lighting of the bus interior, emergency exits and the devices do not work them in action, door control drive, speedometer, tachograph, anti-theft devices, devices for heating and blowing glasses.

7.5. There is no rear guard, mud aprons or mudguards provided by the design.

7.6. The towing and fifth wheel of the tractor and the trailer link are faulty, and the safety cables (chains) provided for by their design are absent or faulty. There are backlashes in the joints of the motorcycle frame with the side trailer frame.

7.7. Missing:

by bus, car and truck, wheeled tractors- first aid kit, fire extinguisher, emergency stop sign in accordance with GOST R 41.27-99;

on trucks with a permitted maximum mass over 3.5 tons and buses with a maximum permissible weight over 5 tons - wheel chocks (there must be at least two);

on a motorcycle with a side trailer - a first-aid kit, an emergency stop sign in accordance with GOST R 41.27-99.

7.8. Improper vehicle equipment flashing beacons and / or special sound signals or the presence on the outer surfaces of vehicles of special color schemes, inscriptions and designations that do not meet the state standards of the Russian Federation.

7.9. Seat belts and head restraints are missing if their installation is provided for by the vehicle design.

7.10. The seat belts are inoperative or have visible tears on the strap.

7.11. Spare wheel holder, winch and spare wheel raising / lowering mechanism do not work. The winch ratchet does not fix the drum with the lashing rope.

7.12. On the semitrailer there is no or faulty support device, locks of the transport position of the supports, mechanisms for raising and lowering the supports.

7.13. The tightness of the seals and connections of the engine, gearbox, final drives, rear axle, clutch, battery, cooling and air conditioning systems and additional hydraulic devices installed on the vehicle.

7.14. Technical parameters indicated on the outer surface of gas cylinders of cars and buses equipped with gas system power supply do not correspond to the data technical passport, there are no dates for the last and planned survey.

7.15. State register sign the vehicle or the method of its installation does not meet GOST R.

7.16. On motorcycles, no provided by the design arcs of safety.

7.17. On motorcycles and mopeds, there are no footpegs provided for by the design, transverse handles for passengers on the saddle.

7.18. Changes have been made to the vehicle design without the permission of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation or other bodies determined by the Government of the Russian Federation.

1.3. Students must be accompanied by at least two adults during transportation (one accompanying person for each door of the bus).

1.4. 2. Safety requirements before transportation

2.1. Before leaving for the flight, the driver must undergo a medical examination in accordance with the established procedure with a mark in the waybill and a corresponding entry in the log of pre-trip medical examinations, as well as instructions on labor protection.

2.3. The driver is obliged to personally verify:

The technical serviceability of the bus;

In the presence of the necessary travel documentation;

In the correctness of the waybill;

There is a warning sign "Children" on the front and back of the bus;

In the presence of two serviceable fire extinguishers and a complete medical kit;

Availability and serviceability of safety belts at each passenger seat;

Cleanliness of the bus interior and workplace.

2.4. The driver, in accordance with the established procedure, is obliged to present the bus for a technical inspection before starting the flight.

2.5. The driver is obliged to ensure the safe boarding of students and pupils on the bus at specially equipped landing sites from the sidewalk or the side of the road only after the bus has stopped completely.

3. Safety requirements during transportation

3.1. The movement of the bus must be carried out without sudden jolts, with smooth acceleration, and when stopping, no sudden braking is allowed, except in cases of emergency stop.

3.2. It is prohibited on the route:

To deviate from the schedule and the given route of movement;

Distracted from bus management;

Smoking, eating, talking;

Allow unauthorized persons on the bus.

3.3. The speed of the bus when transporting children is selected in accordance with the requirements of traffic rules and should not exceed 60 km / h.

3.4. It is not allowed to transport students and pupils at night, on ice and in conditions of limited visibility.

3.5. Before an unguarded railway crossing, stop the bus and, after making sure that it is safe to cross the railway tracks, continue driving.

4. Safety requirements in emergency situations

4.1. 1. GENERAL PROVISIONS

1.1. These requirements are developed in pursuance of the order of the Government of the Russian Federation "On the implementation of the Federal Law" On road safety ".

They establish requirements for roads that ensure the safety of passenger transport by buses.

1.2. These requirements are intended for road and other organizations carrying out the maintenance, repair and reconstruction of highways with regular bus traffic, as well as structures located on them.

1.3. Control over compliance with these requirements is carried out by territorial bodies: the State Traffic Safety Inspectorate and other bodies authorized to exercise state control over compliance with the requirements of legislation and other regulatory documents in terms of ensuring road safety.

2. REQUIREMENTS FOR THE STATE OF ROADS

AND ROAD FACILITIES

2.1. General requirements

2.1.1. The technical condition of highways, artificial structures, railway crossings, ferry crossings along which bus routes pass, their engineering equipment, the procedure for repair and maintenance must meet the traffic safety requirements established by the State standards of the Russian Federation, building codes and regulations, technical rules for repair and maintenance highways, other regulatory documents. *

2.1.2. Regular bus transportation can be organized on the roads of categories I-IV.

2.2. Transverse profile

2.2.1. The main parameters of the elements of the cross-section of highways must comply with the requirements of paragraphs 4.4-4.19 of SNiP 2.05.02-85.

2.2.2. It is not allowed to organize regular bus transportations on roads with a carriageway width of less than 6.0 m.

2.2.3. The minimum width of the shoulders on especially difficult road sections in mountainous areas and on sections passing through especially valuable land in built-up areas should be at least 1.5 m for roads of categories I and II and 1.0 m for other categories.

2.2.4. With curve radii in the plan of 1000 m or less, the carriageway on the inside must be broadened at the expense of the shoulders by the amount specified in clause 4.19 of SNiP 2.05.02-85. In this case, the width of the shoulders should not be less than specified in clause 2.2.3.

2.3. Plan and longitudinal profile

2.3.1. The values ​​of the longitudinal slopes and radii of the curves in the plan and in the longitudinal profile must not be less than the values ​​specified in clause 4.21 of SNiP 2.05.02-85.

In all cases where people and animals may appear on the road due to local conditions, lateral visibility of the strip adjacent to the road must be ensured at a distance of 25 m from the edge of the carriageway for roads of I-III categories and 15 m for roads of IV category.

2.3.2. In mountainous conditions, the length of a road section with a protracted slope, depending on its size, should not exceed the values ​​given in Table 13 of SNiP 2.05.02-85.

In mountainous terrain, sections with protracted slopes (more than 60┐) are allowed, the length of which should not exceed the values ​​specified in Table 13 of SNiP 2.05.02-85, with the obligatory inclusion of sections between them with reduced longitudinal slopes (20┐ or less) or sites to stop cars.

The sites should be large enough to stop at least 3 trucks 20.0 m long, and their location should be selected from the parking safety condition, excluding the possibility of talus, rockfalls, mudflows, avalanches, landslides, etc., usually near water sources.

Regardless of the presence of sites on long slopes with slopes of more than 50┐, there should be emergency ramps that suit in front of the curves of small radii located at the end of the descent, as well as on straight sections of the descent every 0.8-1.0 km.

2.3.3. On road sections within settlements, and with a traffic intensity of 4000 pref. units / day or more, there should also be sidewalks on the approaches to them, usually located outside the subgrade.

2.3.4. Elements of roads built before the entry into force of SNiP 2.05.02-85 on the sections of ups and downs must meet the requirements of Chapter 5 of the VSN 25-86.

2.4. Intersections and junctions

2.4.1. The layout of intersections and junctions of roads at the same level, regardless of the traffic organization scheme, must ensure the intersection traffic flows at a right angle or close to it. In cases where traffic flows do not cross, but fork or merge, it is allowed to cross roads at any angle, taking into account the provision of visibility.

2.4.2. Radii of curves at intersections and junctions of roads at the same level at exits from roads of I and II categories must be at least 25 m, from roads of III category - at least 20 m and roads of IV category - at least 15 m.

2.4.3. At intersections and junctions of roads at one level, visibility of the crossing or adjoining direction must be ensured for the distance specified in Table 10 of SNiP 2.05.02-85.

The location of abutments on sections of convex curves in the longitudinal profile and on the inside of the rounding in the plan is allowed only in exceptional cases, provided that the normative visibility is ensured.

2.4.4. Exits from roads of I-III categories and entrances to them must be equipped with transition-speed lanes in accordance with clause 5.22-5.26 of SNiP 2.05.02-85.

2.4.5. At the intersections of roads that do not meet the requirements of SNiP 2.05.02-85, measures must be taken to improve their location and layout in accordance with clauses 6.3 and 6.4 of VSN 25-86.

2.5. Bus stops

2.5.1. The choice of the location of bus stops is made in accordance with the current regulatory documents. * At the same time, the conditions for ensuring the maximum convenience of passengers, the necessary visibility of bus stops and the safety of vehicles and pedestrians in their area must be observed. The location of bus stops is coordinated with the road, (communal) organizations, the chief architect of the city (district), the State Traffic Safety Inspectorate and approved by the executive authorities of the relevant territory. The arrangement of bus stops in cities is carried out by public utilities, and on highways - by road organizations in accordance with the current regulatory documents.

2.5.2. Bus stops outside settlements should be located on straight sections of roads or on curved radii in the plan of at least 1000 m for roads of categories I and II, 600 m for roads of category III and 400 m for roads of category IV and with longitudinal slopes of no more than 40┐ ... At the same time, the visibility standards for the roads of the corresponding categories must be ensured in accordance with SNiP 2.05.02-85.

Bus stops on roads of II-IV categories must be shifted in the direction of travel at a distance of at least 30 m between the nearest walls of the pavilions. For the convenience of organizing the movement of pedestrians, it is recommended to shift bus stops, as indicated above, and on roads of category I.

In areas of intersections and abutments, bus stops should be located behind intersections and abutments.

Bus stops should be arranged on roads of categories I-III no more often than 3 km, and in resort areas and densely populated areas - 1.5 km.

2.5.3. Bus stops must be equipped with stopping and landing areas and pavilions for passengers in accordance with the requirements of SNiP 2.05.02-85.

It is prohibited to use the landing areas and pavilions for other purposes ( outlets etc.).

The width of the stopping areas should be taken equal to the width of the main lanes of the carriageway, and the length - depending on the number of buses stopping at the same time, but not less than 10 m.

Bus stops at roads I-a categories should be located outside the boundaries of the subgrade and for safety reasons should be separated from the carriageway by a dividing strip.

Stopping sites on roads I-b- III categories must be separated from the carriageway by a dividing strip with a width of at least 0.5 m.

The landing areas at bus stops should be raised 0.2 m above the surface of the bus stops. The surface of the landing sites must be covered over an area of ​​at least 10x2 m and on the way to the pavilion. The nearest edge of the pavilion for passengers should be located no closer than 3 m from the edge of the stopping area.

In the area of ​​bus stops, the curb is installed without displacement from the edge of the stopping lane and adjacent sections of transitional speed lanes.

From the landing sites in the direction of the main passenger flows, pedestrian paths or sidewalks should be arranged to existing sidewalks, streets or pedestrian paths, and in their absence - at a distance of at least a lateral visibility distance.

There should be public toilets in the area of ​​stopping points at terminal stops and in places of intermediate rest of passengers on intercity routes.

The end points of bus routes must be equipped with turning platforms.

2.5.4. The location and equipment of stops within settlements must meet the requirements of clause 10.5.2 VSN 25-86 and SNiP 2.07.01-89.

In the dark, stopping points in cities and towns should be illuminated.

2.5.5. When organizing regular bus transportation of children in rural areas, special stop signs should be installed on the routes indicating the time of passage of buses carrying children.

2.6. Arrangement of highways

2.6.1. Highways on which regular bus transportation is carried out must be equipped with technical means of organizing road traffic, including road signs, markings, fences and traffic lights.

2.7. Railroad crossings

2.7.1 The organization of bus routes through level crossings is allowed in cases where it is impossible to find another solution.

The opening of regular bus routes passing through railway crossings is preceded by their comprehensive survey and coordination of the route with the heads of organizations in charge of the railway tracks.

2.7.2. All moving arrangements must comply with the requirements of the Rules technical operation railways of the Russian Federation *, Instructions for the operation of level crossings **, standard designs, Traffic rules of the Russian Federation, GOST, GOST R, and on newly built and reconstructed public highways and access roads to industrial enterprises - and the requirements of SNiP 2.05. 02-85.

2.7.3. The intersections of highways with railways at the same level should be carried out mainly at right angles. If this condition cannot be met, the acute angle between intersecting roads must be at least 60 *. Existing crossings located at a sharper angle must be rebuilt simultaneously with the reconstruction of the road.

2.7.4. On existing crossings for at least 10 m from the extreme rail, the road in the longitudinal profile must have a horizontal platform or a vertical curve of a large radius or a slope due to the excess of one rail over another when the intersection is in a curved section of the track.

The longitudinal slope of the road approaches to the crossing for at least 20 m in front of the site should be no more than 50┐.

During the reconstruction and construction of new highways, the approaches should be arranged so that for at least 2 m from the extreme rail, the road in the longitudinal profile has a horizontal platform.

On newly built roads, for at least 50 m before the crossing, the approaches of the motor road must have a longitudinal slope of no more than 30┐.

In difficult conditions (in mountainous areas, on city streets, etc.), the longitudinal profile of the road at the approaches to the crossings can be individual, agreed with the State Traffic Safety Inspectorate and the bodies authorized to manage highways, or other road owners.

2.7.5. On the approaches to the crossing of highways with transitional types of pavements, a hard pavement shall be arranged within 10 m from the head of the outer rail in both directions.

2.7.6. Stationary lighting should be arranged on the approaches to crossings on high-speed roads in accordance with the norms established by SNiP 2.05.02-85.

2.7.7. The installation of road signs and the marking of the carriageway on the approaches to railway crossings must be carried out in accordance with the requirements of GOST and GOST.

2.7.8. On the approaches to railway crossings, vehicle drivers must be provided with visibility of the crossing from a distance not less than the calculated one for an emergency stop at the maximum permitted speed.

The placement of stopping points in the area of ​​railway crossings should not worsen the visibility conditions of the drivers of the approaching train, but their technical solution must ensure the unimpeded movement of transport on the main lanes in the event of a bus stop.

2.7.9. Maintenance and repair of highways - access roads to crossings is carried out by road owners.

2.7.10. In cases where, when performing work on the repair of a track or arrangement at a crossing, the passage of vehicles is disrupted or difficult, the local territorial administration or the owner of the road, upon an application filed by a repair organization at least 5 days before the start of work, should determine by agreement with the State Traffic Safety Inspectorate, the order of movement through the crossing or to organize the passage of vehicles under the nearest artificial structures or other crossings.

The closing time of the crossing for repairs should be determined by the work schedule (project, technological process etc.). The installation of road signs necessary for organizing a detour of the repaired crossing is the responsibility of the local territorial administration and the owner of the road.

2.7.11. Closing of existing crossings, transfer, restoration of closed crossings (permanent or temporary) is carried out by order of the head railroad in agreement with the State Automobile Inspectorate and road owners. The local territorial administration, road authorities or other road owners must be notified of this at least two months before the crossing closes.

The notification of the closing of the crossing is assigned to the head of the railway in accordance with the procedure agreed with the State Traffic Safety Inspectorate.

At the time of the closing of the railway crossing, the technical means of organizing traffic on the road must be brought in line with the new scheme for organizing the movement of vehicles.

At the entrances to the closed crossings, the owner of the crossings constructs platforms for turning vehicles.

2.7.12. The opening of regular bus routes passing through unregulated level crossings is prohibited.

2.8. Ferry crossings

2.8.1. Ferry crossings at the intersections of highways with watercourses must be arranged, equipped and maintained in accordance with the provisions of the VSN 50-87. *

Ferry crossings should be illuminated at night. In the absence of lighting, the transport of buses on the ferry crossing is prohibited.

2.8.2. The timetable of buses on the routes of regular transportation carried out using ferry crossings, and the mode of operation of ferry crossings should be mutually linked and provide for sufficient time for the implementation of the crossing, including disembarkation and embarkation of passengers.

2.8.3. At the berths of ferry crossings, it is necessary to provide for the device of storage lanes for cars waiting for the crossing, and landing strips for embarking and disembarking passengers.

In the immediate vicinity of the ferry pier, accumulation lanes for cars should be arranged, the length of which depends on the traffic intensity and the mode of operation of the ferry.

Landing strips are recommended to be located 10-20 m from the berth on horizontal sections or on sections with a longitudinal slope of no more than 40┐. The width of the landing strip is taken equal to the width of the main traffic lanes. They must be hard-coated along their entire length. For the convenience of passengers, it is necessary to provide for the arrangement of landing areas (sidewalks) with a width of 1.5-2.0 m and a length equal to the lengths of the landing and storage lanes. Landing pads should be raised 0.2 m above the surface and fenced off from it with curbs.

In the area where dense traffic flows are dispersed behind crossings, additional overtaking lanes should be arranged. The width of the additional lanes should be equal to the width of the main traffic lanes.

2.8.4. To warn drivers about the presence of a crossing, signs 1.9 "Drawbridge" should be installed. On the way to the crossing, it is necessary to ensure a smooth decrease in speed to 20 km / h and prohibit overtaking.

In the zone of the accumulation lane, it is necessary to provide for the installation of information and direction signs 5.8.3 "Beginning of the lane", 5.8.7 "Direction of traffic along the lanes" and 5.9 "Lane for public transport vehicles." 10-20 m before the berth, there must be sign 2.5 "Non-stop traffic is prohibited." 2.8.5. Carriage of passengers by buses on ice crossings and floating bridges is prohibited.

Passengers cross the ice crossing as pedestrians, and bus drivers travel along the crossing in compliance with the requirements of the "Instructions for the design, construction and operation of ice crossings."

2.9.1. The condition of highways on which regular bus transportation is carried out must meet the requirements of GOST R.

2.9.2. The carriageway, the covering of sidewalks, footpaths, landing sites, stopping points, as well as the surface of the dividing strips, shoulders and slopes of the subgrade must be clean, without foreign objects that are not related to the arrangement.

2.9.3. The surface of the carriageway must not have subsidence, potholes, or other damage that impedes the movement of vehicles at the speed permitted by the Road Traffic Regulations. The maximum permissible damage to the coating, as well as the timing of their elimination are shown in Table 1.

2.9.4. The limiting dimensions of individual subsidence, potholes and other damage should not exceed 15 cm in length, 60 cm in width and 5 cm in depth.

2.9.5. The evenness of the pavement of the carriageway must comply with the requirements given in Table 2.

2.9.6. The coefficient of adhesion of the pavement must ensure safe driving conditions with the speed allowed in this section and be at least 0.3 when measured with a tire without a tread pattern and 0.4 - with a tire with a tread pattern.

The time required to eliminate the causes that reduce the adhesion quality of coatings, depending on the type of work, is set from the moment these reasons are detected. It should not exceed the values ​​given in table 3.

2.9.7. Winter maintenance of roads must comply with the requirements of Chapter 6 VSN 24-88.

The timing of the elimination of winter slipperiness and the end of snow removal for highways must correspond to the data given in Table 4.

2.9.8. The shoulders and dividing strips not separated from the carriageway by a curb must not be more than 4.0 cm below the level of the adjacent edge of the carriageway.

Raising the shoulder (dividing strip) above the carriageway in the absence of a curb is not allowed.

2.9.9. Damage to unpaved shoulders (dividing strips) should not exceed the values ​​given in table 5.

3. REQUIREMENTS FOR TRAFFIC ROUTES AND ACCOUNT OF ROAD CONDITIONS

WHEN ORGANIZING THE TRANSPORTATION PROCESS

3.1. Transportation of passengers by buses in regular city, suburban, intercity, international traffic is carried out according to the approved routes.

3.2. Routes of regular passenger transportation must be coordinated and approved in accordance with the established procedure by the executive authorities of the relevant territory along which the bus route passes. Departure from previously agreed (approved) bus routes is prohibited (except for cases of introduction of temporary restrictions or closure of traffic on sections of roads and streets along which bus routes pass, and the establishment of bypass routes approved by the State Traffic Safety Inspectorate). *

When planning and organizing routes for regular bus transportation, you should be guided by the "Guidelines for the organization of priority traffic of public transport vehicles". *

3.3. Before the start of regular transportation, as well as in the process of their implementation, it is necessary to assess the compliance of road conditions on traffic routes with these requirements. The assessment of the conformity of the condition of highways to traffic safety requirements is carried out on the basis of a survey conducted by the commission in accordance with paragraph 4 of these requirements.

Based on the results of the survey of road conditions, an act is drawn up, which lists the identified deficiencies that threaten traffic safety. The acts are subject to transfer to the bodies authorized to correct the identified deficiencies and monitor the results of this work. The survey materials and copies of the certificates are kept by the bus owners. If deficiencies in the condition, equipment and maintenance of roads, streets, artificial structures and other road elements that threaten traffic safety are identified on the route, bus owners, until the shortcomings are eliminated, depending on the circumstances:

Do not open traffic on the transportation route;

Stop moving on the route or change the route of movement;

They change the modes of movement on the route and inform the executive authorities, interested organizations, enterprises, and the population about it.

3.4. Bus owners must keep track of the shortcomings found by drivers on the routes in the organization and regulation of traffic, the condition and arrangement of roads, streets, artificial structures, railway crossings, bus stops, the results of which are used to take the necessary measures to eliminate these shortcomings.

3.5. For each newly opened route of regular transportation, a passport and a route diagram are drawn up with an indication of areas dangerous for traffic.

These documents must be timely entered data on changes in road conditions.

3.6. Bus schedules (timetables) are developed in accordance with the established rules on the basis of speed rationing before the opening of regular transport routes, as well as on existing routes. Speed ​​(time) standards should ensure safe modes of bus movement in real conditions traffic on the route, taking into account the speed allowed by the Traffic Regulations, road signs, to provide for possible delays associated with the high load of road sections on certain days of the week and hours of the day, with the organization of traffic, as well as at railway crossings, etc.

3.7. The choice of the type and brand of buses is determined taking into account the state of highways, the actual bearing capacity of bridges, overpasses, overpasses and other artificial structures located on the route.

3.8. In case of unfavorable changes in road or meteorological conditions that pose a threat to the safety of passenger transportation (destruction of the road surface, ice, heavy fog, drifts, etc.), the bus owners promptly adjust the schedules (schedules) towards a decrease in speed or cancel the traffic schedule, and if necessary, do not allow access to the line or otherwise suspend the movement of vehicles. *

4. SURVEY OF BUS ROUTES

4.1. In order to assess the compliance of the technical condition and the level of maintenance of highways, streets, artificial structures, railway crossings, crossings over water obstacles and their engineering equipment with the requirements of traffic safety, commissions conduct a survey of bus routes before the opening of regular transport routes and during operation - at least twice per year (for the autumn-winter and spring-summer periods) in the manner determined by the current legislative and other regulatory documents. *

4.2. Organizations that transport passengers by buses annually submit proposals to the executive authorities (administration) of the relevant territory on the composition of the commission, the timing of the survey and the list of routes proposed for the survey.

The commission, formed by the decision of the executive authorities (administration) of the relevant territory, should include employees of organizations engaged in bus transportation, employees of road, communal and other organizations in charge of roads and streets, railway crossings, tramways, ferry crossings and other structures on which bus traffic is carried out, employees of the State Traffic Safety Inspectorate and other bodies authorized to exercise state control over compliance with regulations in force in the field of road safety.

4.3. When conducting a survey of bus routes and determining their compliance with traffic safety requirements, the following materials are used:

Route information provided to bus owners carrying passengers on the surveyed route;

Data on road conditions on the route (parameters and condition of the roadway, shoulders, plan and profile elements, artificial structures, railway crossings, ferry crossings, road infrastructure elements and technical means of organizing traffic) provided by road, municipal and other organizations in charge of there are roads, artificial structures, level crossings, etc .;

Information about the places of concentration of road traffic accidents, their causes, provided by the traffic police;

Materials of direct examination, by visual inspection and instrumental measurements in the process of conducting control drives along the route.

4.4. The results of the survey are documented in an act, which gives the conclusion of the commission on the possibility of operating existing and opening new bus routes. In the event that the state of the roads does not comply with these requirements, the act reflects the proposals of the commission on the implementation of urgent and promising measures aimed at improving traffic conditions and preventing road accidents on the route.

4.5. Inspection reports are transferred to the relevant executive authorities, which approved the composition of the commission for the inspection of bus routes, to decide on the opening or continuation of the route operation, to take measures to improve the organization of transportation and increase their safety, to organize control over the elimination of deficiencies in the condition, equipment and maintenance of automobile routes. roads, streets, artificial structures. * Copies of acts are sent to road, municipal and other organizations that are in charge of roads, streets, artificial structures, railway crossings, crossings over water obstacles and other structures for urgent measures to eliminate the identified deficiencies. Copies of the acts are also handed over to the owners of buses carrying out transportation on the surveyed routes to ensure the conformity of the rolling stock road conditions, use when instructing drivers, clarifying hazardous areas schemes, rationing (adjusting) bus speeds.

4.6. In case of inconsistency of the existing bus routes with road safety requirements, the executive authorities of the relevant territories along which bus routes pass, based on the submissions of the commissions for the survey of bus routes, decisions are made to temporarily suspend bus traffic on these routes or close the route. * The submission is reviewed within three days. ... The decision to stop bus traffic comes into force immediately after it is made, and the owners of buses carrying out transportation on the corresponding routes, the population are informed about this (using the media and announcements posted at the stops of the corresponding routes).

* If the roads do not meet the requirements of regulatory documents, the executive authorities of the relevant territory may decide to organize a temporary (seasonal) route on the basis of the conclusion of the commission that carried out its survey. At the same time, the duration (period) of the route must be clearly defined, as well as a set of measures that must be taken to ensure the safety of bus traffic. Bus owners can organize temporary (seasonal) bus routes with the written permission of the relevant executive authority.

4.7. In urgent cases, when road or meteorological conditions pose a threat to the safety of passenger transportation (destruction of roads and road structures caused by natural disasters, accidents at heating, gas, electrical and other communications), bus owners, bus stations and passenger bus stations, road, utilities, the State Traffic Safety Inspectorate are obliged, in accordance with their powers, to stop bus traffic. Temporary suspension or restriction of the movement of buses is carried out in accordance with regulatory documents that determine the procedure for informing about adverse changes in road and climatic conditions, parameters of road, meteorological and other conditions under which traffic on the route is temporarily suspended or limited, measures to ensure the further movement of passengers and liability officials for the decisions taken. *
